PRESS STATEMENT ISSUED BY SHRI ARUN JAITLEY, LEADER OF OPPOSITION, RAJYA SABHA The VBS Files Earlier this month a section of the media had carried news reports regarding searches and seizures made by the Income Tax Department from the office of a Bombay based business group referred to as ‘Ispat Industries’. The seized documents included cash payments made to various officials of the Government and others, wherein a sum of Rs.2.28 crores (approx.) is shown as paid to one ‘VBS’ . Shri Virbhadra Singh has denied that he is that ‘VBS’ referred to in the diaries. The media reports indicate that the matter is being investigated by the CBI. The Shimla Income Tax Inquiry Independent of the above, the following further events have taken place: - One Shri Anand Chauhan, a resident of Shimla, in an account No. 524185 he opened with the Punjab National Bank, Shimla, during the period 2008-09, 2009-10 and 2010-11 , has deposited large amounts of money in cash in the said Account. These monies are over Rs 5 crores (approx.). The said Anand Chauhan further has issued cheques from this bank account and paid the premiums of several LIC poicies which are held in the name of Shri Virbhadra Singh, his wife Pratibha Singh and their two children. The details of these LIC policies are contained in the declaration of assets filed by Shri Virbhadra Singh along with the Election Nomination before the Returning Officer. The unanswered question is why did Shri Anand Chauhan pay the premiums on behalf of Shri Virbhadra Singh and his family members? How does a mere LIC Agent gets crores of rupees in cash to be deposited in his bank account ? Shri Anand Chauhan is scrutinized by the Income Tax Department and his statement has been recorded. Upon recording of the statement, Shri Chauhan and Shri Virbhadra Singh have now been alerted that these matters are being enquired into by the Income Tax Department. Agricultural Income of Shri Virbhadra Singh frm his Apple Orchard · Shri Virbhadra Singh files his income-tax returns for the three calendar years ending 31.3.2008, 31.3.2009 and 31.3.2010 wherein he discloses the agricultural income from his orchard as Rs.11,05,000 (with expenses of Rs.3.6 lakhs deducted) Rs.15,00,000 and Rs. 25,00,000 respectively for each of the three years. · There is an agreement dated 17.6.2008 wherein the orchard of Shri Virbhadra Singh has been given on contract to one Shri Bishambar Das who pays Shri Virbhadra Singh a sum of Rs.10,50,000/- for each of the three years for his orchard. The balance earned amont belongs to Shri Bishambar Das. · Since the income from the orchard is a few lakhs as per Shri Virbhadra Singh’s own income-tax returns, how does he then explain Anand Chauhan receivinf Rs. 5 crores of cash deposited in his bank and paying it for Shri Virbhadra Singh and his family’s LIC policies? Retrospective increase in Shri Virbhadra Singh’s income · Caught red handed, Shri Virbhadra Singh and Anand Chauhan enter into a back dated agreement and date the same as 15.6.2008. Under this agreement Anand Chauhan Is to manage the orchard of Raja Virbhadra Singh, keep the entire proceeds in a bank and pay the same towards LIC policies. This agreement is obviously a forgery for the following two reason:- (a) There is already an agreement dated 17.6.2008 with Shri Bishambar Das for management of the land/orchard. How can there be another agreement dated 15.6.2008 for management of the same land and for the same period. Obviously one has to be ante dated. (b) The amount of income 3200 trees can generate is reflected both in the Tax returns of Raja Virbhadra Singh and his agreement with Bishambar Das. This amount now cannot be inflated by several thousand percent. The Final act of desperation Shri Virbhadra Singh has now filed revised income tax returns for the above three years on 2.3.2012, in which the agricultural income of a few lakhs of rupees as already disclosed, Shri Virbhadra Singh has mentioned that his new agricultural income through Anand Chauhan should now be assesses as Rs. 2,21,35,000/-, Rs.2,80,92500/- and Rs.1,55,00,000/- respectively for the three years. By a miracle or forgery Shri Virbhadra Singh has now retrospectively increased his income by Rs.6.15 crores. Conclusion From the above mentioned it clearly appears that large amounts of cash income has been unauthorisedly generated for the benefit of Shri Virbhadra Singh and his family members. The attempt was to deposit this cash in a bank account held by Shri Anand Chauhan from where it is paid towards the LIC premiums. However, since the Income Tax Department became aware of this transaction, back dated agreements are entered into to prepare a false defence by retrospectively increasing Shri Virbhadra Singh’s income. This is not merely a case of corruption. Additionally, it is a case of forgery and crime. The Bharatiya Janata Party demands that a Special Investigative Team be set up to investigate this monumental fraud.

jk"Vªh; Lo;alsod la?k Gist of Speech Given by Param Poojaneeya Sarsanghchalak Dr. Shri Mohanrao Bhagwat on the Ocassion of Shri Vijayadashami Utsav 2012 (Wed. 24th Oct. 2012) This day,our minds are filled with the hallowed memory of our guiding lights like Swargiya Sudarshanji. In the course of the march of victory, the memory of great heroes provides us with the inspiration to forge ahead. Vijayadasami is the festival of victory. The whole nation celebrates this festival to commemorate the triumph of humanity over savagery, the forces of good over the forces of evil. This day is marked for overcoming the limitations imposed on our efficiency and prowess by our own imaginary weaknesses and to assert our valour. Since we can redeem our nation from its present predicaments and intricacies only through the multi-faceted efforts of the people’s strength, the peoples psyche requires such a transgression. We have demonstrated time and again our ability to do so even during our 65 years of independence. In every field of human life, including science, trade, arts, games, etc. and in the environment of competition prevalent both at the national and the international level, the examples that proclaim the acumen of Bharat, have become quite common now-a-days. In spite of this, in the current situation, the minds of people of our entire nation show the sign of anxiety, concern and, at places, even disappointment about the future. The developments during the last one year have helped only to accentuate these concerns. The security situation, both internal and at the international borders, still continue to be a matter of concern. The promptness should be exhibited and efforts be seen to address the problems like the inadequacy of latest weapons and ammunitions, technology and other equipments and materials our armed forces require to protect our land, lack of proper roads, transport facilities to move men and material to the frontier posts, and insufficiency in communication network. On the contrary, unnecessary controversies regarding trivial matters concerning the offices of the personnel of our armed forces are made topics of unhealthy discussions in the media that affect the morale of our armed forces. The will to achieve self-sufficiency in everything related to national security through indigenous production should be seen in our policy. No interest is shown The promptness should be exhibited and efforts be seen to address the disinterest, inefficiency and lack of coordination discernible in our defense strategy. It is necessary to make fool-proof security arrangements to protect our national boundaries, including the islands and archipelagoes that form part of our territory. From the point of view of security, along with the security of the national boundaries, military preparedness and protection, in the present context, our foreign policy and its execution also play a significant role. From this angle, the higher-ups in our administration had a few years ago made a much-awaited declaration of “Look East Policy.” All the South East Asian countries are aware and have accepted that their basic values and that of Bharat’s national life are the same and until recent times and even today, with reference to culture and trade, they were having close relationship with us because of business and other transactions. So, it was proper on our part to have resolved to establish friendly relationship and cooperation with all these countries. The people of those countries have also been favourable to this. And, of course, the declaration was made with great speed and much enthusiasm. However, the tardy progress at the level of implementation has been most disheartening. The fact that China has entered the arena as a competitor with full force and preparation makes the worry at the low pace of progress on our part all the more confounded. Now we know that China has befriended Pakistan to such an extent that they have given their nuclear technology to Pakistan. And the consequences of China surging ahead of us to establish such strategic relationship with our immediate neighbours like Nepal, Myanmar and Sri Lanka could be imagined from the angle of our national security. More over, in all these places people of Indian origin are living in great numbers and to safeguard the interests of these people also, our foreign policy should be oriented in such away to keep these traditionally friendly countries on our side. But certain developments that happened with the backing of our own government and administration in the last few years, have only added to the worries of the people and created a suspicion in their minds, whether our policies are formulated in the best interests of our nation or not. In Jammu and Kashmir, because of the policies pursued by the government during the last decade, terrorist activities are on a come back trial. The areas under Pak-occupation have to be liberated; discrimination shown in administrative and developmental matters in the case of Jammu, Leh –Ladak and the Kashmir valley should be stopped forthwith and these areas must be made on par with the other parts of the country; conditions should be made favourable and secure for those Hindus to come back to the valley with honour, who were forced to flee their home and hearth; persons who took shelter in the state of J & K at the time of partitions should be granted state citizenship, but the policies adopted are further complicating the sitution. The power crazy political parties governing at state and Centre continue with the process of ignoring the national interests and are succumbing to the pressures of foreign forces. It appears from the prevalent situation in the eastern parts of the nation that we have not learnt any lessons from our grim situation in the Northern parts caused by the progressive depletion of the nationalist Hindu population due to historical processes. We have been repeatedly warning for the last many years against infiltration, smuggling of weapons, narcotics and counterfeit currency notes, etc. through the porous border areas of Assam and Bengal. Our intelligence agencies, High Courts and Supreme Court, and even the governors of the respective states also have tolled the warning bell from time to time against this menace. But ignoring all such warnings, for the sake of power, wrong policies have been followed and wrong decisions have been taken due to lack of a clear-cut national view, and, as a result, Northeast India has been facing problems of grave magnitude. The demographic imbalance caused as a result of infiltration has rendered the native population into in a minority,in many parts of NE Bharat and the phenomenon is stretching its hands all over Bharat. The poisonous brew of separatism and terrorism, growing there under the shade of religious conversion on a large scale, is given a new lease of life time and again because of the weak policies. The interference by expansionist China is looming large on our northern borders. Making use of this favourable condition, terrorist organizations like Al- Qaeda are also trying to get a foothold in the area. In such a situation, only the effective presence of our armed forces and the strong moral of the people who have been living there braving the adversities remain the only substratum to ensure the security of our land and people. Before it is too late, we have to change our policies at the earliest. In our Northeastern region as also in other states of Bharat, infiltrators should be identified at the earliest and their names should be deleted from the voters list, and their ration cards, identity cards, etc. should be cancelled and necessary arrangements should be made to send back those infiltrators who are staying in our country illegally. The National Register of Citizens should be prepared in accordance with the clear-cut directions given by the courts, recording the place of birth, place of either parents or grandparents, supported by relevant documentary evidence. Not only in the Northeast region, but elsewhere also it has been our experience that, whenever either under pressure of public opinion or as directed by the courts, to identify foreign nationals and doubtful voters becomes inevitable, both the government and the administration have, rather than identifying such people, invariably let off the Bangladeshi infiltrators and, at the same time, harassed the harmless Hindu migrants from Bangladesh, who have settled there for very many years. We all have to clearly understand and accept that for the Hindu society world wide Bharat, which is traditionally known as Bharat only for the reason that this has been the land of Hindus, is the only land they can claim as their fatherland and their sacred land. And wherever Hindus become a minority or ineffective, even the names of such regions get changed. If at all Hindus are forced to flee their land of residance because of persecution, they have no other place to go. So, no Hindu, from wherever he comes here, should be considered a foreigner. Either those who have recently come here from the Sindh, or those who have come from Bangladesh seeking refuge, or such hindus who have been forcibly and unwillingly made to take refuge here because of the torture or persecution they had to undergo, should get refuge in Bhatrat with love and respect. Also, it is the responsibility of the Indian government to play its role effectively to protect the interests of the Hindus all over the world. There is one more dimension to this whole sequence. Only for the reason that the infiltrators belonged to their own religion, some quarters come forward to even justify the illegal activities being carried out by the infiltrators. People from the Northeast, staying in other parts of Bharat, either for education or vocation, were being threatened. The incident that took place at the Azad Maidan in Mumbai, has acquired notoriety. It shows that the anti-nationals who take pride in the desecration of the Amar Jawan Jyothi in Bharat in protest against the action taken by the Myanmar government against Rohingyas, continue to exist here. It is a matter of concern, anger and disgrace that as a result of the policy adopted by the very administration detrimental to the national interest, and because of the growing impudence of the anti-national fifth columnists, such forces could bring great ignominy to both the law and order machinery and the government. It is very unfortunate that, in spite of all might and preparedness, those, who allowed a free play of anti-national forces because of their defective polices, are our own people, belonging to our independent nation. Let alone inculcating national sentiment in the society as a whole, what we witness in our own Hindustan, is that, for the sake of votes, probably out of the feeling of fundamentalism or separatism or antagonism, for the last ten years attempts are being made progressively to insult or weaken the Hindu society either through wrong policies or through deception and subterfuge. Attempts are made to tarnish the image and goodwill of our revered Acharyas by levelling concocted charges against them. Swami Lakshmanananda, who was engaged in serving the vanavasis, was murdered through a premeditated action and the real perpetrators of the crime are still at large; misuse and misappropriation of the funds and assets of Hindu temples continue unabated; an atmosphere of suspicion and imputation is being created; with an aim to malign or denigrate the Hindu beliefs, traditions or cultural values, deliberate attempts are made to raise controversies regarding the funds and assets of Trusts formed by the Hindu saints and the temples like Sri Padmanabhaswami Temple of Thiruvananthapuram. Although the majority Hindu community is very broad-minded and accommodative, attempts are still being made to bring in a legislation that defames the Hindu society and vitiates the atmosphere of amity that prevails. The very people who swear by democracy, secularism and the Constitution, have introduced reservation based on religion and are advancing the theory that the minorities have the first claim over the national assets. Political alliances are hatched with the avowed aim of launching indirect attack against the Hindu society through love-jihad and religious conversion. As a result, in the mind of the Hindu society that has been living here, practicing the national values, naturally there has been a lurking doubt whether the leadership here is representative of them and taking care of their interests and aspirations or not? The dictatorial, materialistic and fundamentalist forces and the forces of rank opportunism that have infiltrated the state governments and the Central government, who are out to destroy Hindutva and Hindustan, are engaged in yet another attempt to vitiate the atmosphere of amity. According to reports, attempts are on to acquire a large plot adjacent to the Ramjanmabhumi so as to construct a big structure for Muslims. The construction of Ramjanmabhumi Temple is an issue pending before the court. So, making such irresponsible proposal at this juncture will amount to playing with the sentiments of the people and will result in vitiating the atmosphere of amity. Keeping in mind the judgment delivered by the Allahabad High Court on September 30, 2010, the parliament, in fact, should bring in legislation at the earliest to allow the Ramjanmabhumi Nyas to construct a majestic Ramjanmabhumi Temple, and at the same time ensuring that any construction for the sake of Muslims shall be allowed only outside the cultural boundaries of Ayodhya . This is the only way to solve the issue amicably, ridding it of all political overtones. However, the prevailing political atmosphere in our country is not such to raise expectations of solving the issue in the best interests of the nation, without vitiating social amity. Nowhere in the world the experience of allowing big companies through direct foreign investment in the retail sector has been encouraging. So to allow foreign companies to enter in a big way in retail business by enhancing the limits of foreign direct investment to insurance sector and pension sector will, rather than bringing us any profit, ultimately result in loss of income to retailers, lesser prices to our cultivators for their produce, and price rise to consumers. Along with this, it may also pose a threat to our food security. Even otherwise, plunder of our natural resources, destruction of bio-diversity and environment in the name of development and depriving those who are dependent on these of their income and habitation, is going on unhindered. Citing the economic progress made by a small section of our society, we have been claiming that we are on the fast track of development! However, even that progress has come down from 9 per cent to 5 per cent. And the whole nation is reeling under price rise. The gap between the rich and the poor has ever been increasing, so much so that the problem of inequality has assumed frightening proportions. God alone knows why such half-baked laws are brought in with breakneck speed with out any deliberations or discussions. Instead of such so-called reforms what are needed are real reforms. In this field, calls for well-meaning reforms in the electoral system, tax system, internal auditing, penal code are either ignored or suppressed. The plan and direction of development currently followed by the world, is the product of a deficient thought and the result is for us to see all over. More over, this plan is being carried out according to the game plan of rich multinationals to serve their ends. And till such time we redraw our plan with an holistic approach and abreast of the times, taking into account all dimensions of life, according to our ability, necessity and capacity, we will not be able to achieve a balanced development and progress beneficial to all; nor the world will be able to emancipate itself from the incomplete and deceptive life it is presently leading. The consequences of incomplete thought had made the lack of national and individual character in our country more pronounced and painful. The mind-boggling revelations about corruption have not come to an end yet. Many small and big agitations have been conducted demanding punishment to the corrupt, for bringing back black-money stashed away in foreign banks, and for stringent laws to curb corruption. Many Sangh swayamsevaks also have taken part in such agitations. At the same time, knowing well that corruption is on the rise because of lack of character, Sangh continues to concentrate in its work of character- building..people should be made aware of need to change the system, taking care to ensure that they do not fall a prey to disappointment or develop any aversion.for the system. Or else, a situation similar to one developed in the Middle East countries in which fundamentalist and foreign forces had created almost an anarchic situation to serve their interest, would be repeated here. Non-political, lawful and wide social pressure is the only means to eradicate corruption. For its success, we will have to bring about widespread reforms in the educational system, administrative system and the electoral process. Also, through widespread discussion and exchange of views, we will have to think of the basic as well as long-term changes to be effected in our system. The ill-effect of blindly following even now a defective and destructive pattern in our social life, is now very much before us. Increasing caste feelings and hatred, exploitation and harassment of the deprived sections of the society, the growing instances of harrasment of women due to lack of moral values, including among educated sections, rapes, female- feoticide, licentious living, murders and suicides, breaking up of families, growing antisocial activities, stress and depression in life due to loneliness, which were not seen, or only minimal in the society earlier, have become endemic now.. And time has come for us to think about system based on our eternal values, suitable to the present times to reorganise the society. We can’t become free of fault by leaving all responsibility to politics, government and the administration. Right from our homes up to the social sphere, are we in a position to project ourselves as the perfect example of purity, lawfulness, discipline, honesty in dealings, sensitivity, etc. that form the practical and necessary ingredients for a solid national life? Let us know the basic fact that every reform starts from our own view of life and behaviour and nothing can be achieved merely through agitations. Mahatma Gandhi has mentioned about seven social sins in one of the issues of Young India, in 1922.The seven social sins are: • Politics without Principles • Wealth without Work • Pleasure without Conscience • Knowledge without Character • Commence without Humanity • Worship without Sacrifice This appears to be description of our present-day social and political scenario. In such a situation, it is for the forces of virtue to work in society, taking society along with them. We have to accept this challenge and move forward. Swami Vivekananda was one among the pioneers of Indian renaissance from whom great men like Mahatma Gandhi, had drawn inspiration. In the coming days, the celebrations of his 150th birth anniversary will commence. It is for us to realise his message. Becoming fearless, with self-respect and self-confidence and sterling character we will have to do penance. We have to awaken the Dharmic Bharat through our dedicated, selfless work and serving man as God without expecting anything in return.The work of Rashtriya Swayamsevak Sangh is to mould individuals filled with these qualities. HC asks Delhi police to help razing illegal mosque Source: VSK- CHENNAI Date: 10/23/2012 2:04:20 PM NEW DELHI, October 23, 2012 : In a jolt to city police, the Delhi high court on Friday dismissed the plea to modify an earlier order asking it provide help and security to the Archeological Survey of India in razing an illegal mosque built in a park in national capital to ascertain whether remains of Mughal-era Akbarabadi masjid existed there. Terming the plea as "infructuous" to "large extent", a three-judge bench headed by Justice Sanjay Kishan Kaul said "the application is accordingly dismissed." Police had in its plea sought postponement of the order on grounds including that the holy month of Ramzan was on and moreover, it had to prepare for the Independence Day and the fast of Baba Ramdev in adjacent Ramlila Ground. It had also sought a direction that instead of police, Shoaib Iqbal, a local MLA who allegedly incited mob to trespass and build the structure, be asked to remove it. "In our view, it is the bounden duty of the Delhi Police to ensure that peace is maintained and yet law of the land is not breached holding out threats of possible repercussions. "On examination of the averments in the application, to a large extent the application has become infructuous. While disposing of a plea of North Delhi Municipal Corporation seeking a direction to police to provide security in razing the structure, the court said police "will have to make necessary arrangement" for executing the order. "We have dismissed the application filed by Delhi Police. The sequitur is that Delhi Police will have to make necessary arrangement for NDMC to carry out its task under para 34 (v) of the order dated 30.7.2012 and the statutory mandate be carried out under the supervision of the ASI who is in control of the area," it said. Quoting a Supreme Court judgement, the bench said "we cannot put it in better words." The judgement read: "It will destroy respect for the rule of law and the authority of courts and seek to place individual authority and strength of number above the wisdom of law. This is courting disaster, fratricidal wars, civil commotion, disruption of everything that we hold sacred. The highest cherished value of our nationhood which is tolerance will be distorted by such misguided enthusiasm." Besides the pleas of Delhi police and NDMC, the court also decided various applications filed by MLA Sohaib Iqbal, S S Sai Baba Omjee and Mahant Naval Kishore, General Secretary of Delhi Sant Maha Mandal. The lawmaker, in his pleas, had sought constitution of a committee of eminent citizens to oversee the investigation of Archaeological Survey of India. Besides various reliefs, the MLA had also said the "status quo" at the site be maintained and devotees be allowed to offer prayer there. "We have already examined all these issues in our order dated 30.7.2012 which needs no reconsideration. The ASI is already looking into the veracity of the claims and the counter-claims. This is a technical job. There is no reason to doubt the objectivity or competency of the ASI. "Thus, at least at present, there is no need for having a a super-committee of citizens to oversee the task being carried out by the ASI nor is there any requirement of a Local Commissioner to take photographs as the ASI is doing the needful..," it said. Rejecting one of the pleas, it said "the construction has been made taking advantage of the prevalent position by encroaching on public land. The prescribed user is a park for that area. The three chiefs of services and the Defence Minister AK Antony were at the New Delhi’s India Gate, down the Rajpath and walking distance from Parliament, to pay obeisance to the memory and souls of the soldiers who died during the 1962 war with China. It was the first such function and it took us long to confront the defeat. By holding a function we have resurrected a bad memory. In this war — actually just a 10-day scuffle as experts point out – we were taught our first lesson in nationhood, military combat and in a larger sense how inadequate we were as a newly independent country. For a while we obliterated that memory of utter humiliation by winning the 1971 war to liberate East Pakistan, a micro state compared to China; the 1965 war against Pakistan and then again in Kargil. A victory in war means a lot to a nation and we have again come to believe that we are a military power though in real terms we are only a neighbourhood bully. The reason is that we are mighty scared of China and apart from some noises now and then have not tried anything adventurous against China in the Arunachal Pradesh border. We have made some noises, like stray dogs barking at the full moon, but have done nothing to anger the Chinese who have time and again provocatively claimed Tawang as their own, as recently as last year. The memory of humiliation always remains embedded despite our efforts to grow out of it and the holding of a ceremony to pay homage to dead soldiers for the first time in 50 years, shows that it still rankles. Otherwise which other country will hold a function to remind ourselves of a humiliation, having forgotten it all this while? What is so important about 50 years? Even China, which won decisively in 1962 by calling a cease-fire after its job was done, held no 50-year function either for the dead soldiers or to cock a snook at India. 1962 Indo-China war. Getty Images The reason is that China has moved on, and 1962 victory is not even a dot in its gigantic memory as a civilization. And China unlike India does not live in the past. Only once did they mention 1962 and that too 17 years later when they launched an attack on Vietnam – when Vajpayee was in Beijing as foreign minister – “to teach Vietnam a lesson as we did India in 1962’’. Unlike a pompous Jawaharlal Nehru just before the 1962 war, Defence Minister AK Antony was humility personified when he said after the ceremony (actually two ceremonies were held on the same day) that India is following the path of peace. He said India was holding dialogues with China to find a solution to the border dispute to “immediately settle” any tension of the border. These are cliches at best, typical of Antony a master of that political ploy. Though Antony said that militarily we are much better prepared, a NDTV story from the border with China, proved that not even the road to the border is in any condition for troop movement and things are militarily as bad as before. In other words, we are still sitting ducks for any Chinese adventurism on the Eastern border. Various plans have been prepared and very little has been carried out. Though the defence minister and various military chiefs have visited the border regions separately over the years, we have been careful not to invite Chinese wrath. That is why we held this “remembrance” function in the safety of India Gate in far away Delhi rather than in the Arunachal Pradesh border where such a function should have been held to assert our intentions to defend the border. It would also have signified that we are not what we were in 1962. The presence of all three service chiefs and the defence minister in Arunachal would have made the Chinese antennae bristle. It would have made military sense to do it. But even 50 years on, we don’t dare to do such a thing. Best would have been not to hold any official ceremony at all. But we love to photoshop history. The national memory of 1962, the bitterness and our own sense of inadequacy vis-a-vis China, will remain with us for ever. The October 20 ceremony is proof of that. We haven’t moved ahead militarily in relation to China nor are anywhere near it. There is some backchannel work happening but nothing of note and Antony’s suggestion that China may not try the same trick again is indicative of a sense of smugness. The problem with our military is that we have had no defence minister or army chief who had the grand vision, or the strategic mind and the drive. Like our last retired army chief , who spent the last year fighting in courts for his date of birth to be altered, most of them were often just careerists, the bungalow on Lodhi Estate or Akbar Road being the culmination of their ambition and vision. Among the defence ministers we have had Mulayam Singh Yadav, Sharad Pawar and now Antony. Pawar, it is joked, learnt to use the word “Johnny” during his tenure. What strategic brains do they possess? If its waging a battle in the panchayat elections, of course, they do. Compare this to Mao Zedong’s strategy vis-a vis India in 1962. Declassified documents published in The Hindu and elsewhere narrate Mao’s ploy. In public China would show enough friendliness with India but would give India “enough rope to hang itself .” This is exactly what happened. Both Nehru and Krishna were lulled into slumber in the build-up to that confrontation. What the then Defence Minister Krishna Menon, who was made the sacrificial goat for 1962, said is actually true: “Seventy five percent of our difficulties come from Chiefs of Staff. I am not saying they have made up their minds, because they haven’t got minds to make up,” as quoted by Shankar Ghose in his biography of Nehru. Obviously, Menon, who stated the truth, had to pay the price. Neither Menon nor Nehru ever imagined that China would attack such a mighty country. The country has every reason to worry that we are as unprepared for any Chinese adventurism as we were 50 years back. A recall of 1962 incident stated by retired brigadier Bhup Singh, who fought the war as second lieutenant, in Times of India will suffice to show how eerie it is: “…All this while we were told that the Chinese will never attack. But they did, launching a preemptive strike on October 20, rolling down from Sangdhar heights behind us. We were sitting ducks as we had been told we were not to fight the Chinese but to defend the area to assert our claim lines. We had no grenades. There were only 100 rounds of ammunition and twelve 3-inch mortar bombs with the whole brigade. After our ammunition ran out, I was captured.” It is a story that can play out even today. Our mindset still is that of Nehru and Menon on the eve of the Chinese incursion. Though we have many more bombs and grenades – more than enough to frighten Bangladesh to submission – the Chinese hold too many guns. Not that an attack is imminent. But we need to engage more actively with China, take the Tibet issue (the cause of all trouble) by the horns or pay the price. Again

Press Release :- The Legal Metrology (Packaged Commodities) Rules, 2011 and Packaged Commodities (Regulations) Rules 1975- Implementation Reg. AKHIL BHARATHEEYA GRAHAK PANCHAYAT (ABGP), functions since 1974 and is a Registered (S/9194, Delhi) All India Consumer Movement. ABGP is now having its branches in 30 states with 486 consumers awakening centre in 153 districts. ABGP submitted a memorandum to Chief Minister's Special Cell and to The Principal Secretary, Labour and Employment,Government Of Tamil Nadu in person on Oct 22,2012 and acknowledgements" received. Memorandum sent by post to Hon'ble Minister For Labour. As per the Packaged Commodities (Regulations) Rules 1975, all packaged commodities must have details of the date of manufacturing, maximum retail price (MRP), name and address of the manufacturer, weight, date of expiry in case of eatable items, customer care number of the manufacturer, etc. In the case of soft drinks, packed food items and the other eatable items like bread and biscuits, the manufacturing date and expire date were needed to be known whether these were safe for consumption. In the package wrapper of various commodities sold at Chennai and other places of Tamil Nadu , in violation of The Packaged Commodities (Regulations) Rules 1975, they do not contain all the details such as date of manufacturing /packing, maximum retail price (MRP), Name and address of the manufacturer, weights, date of expiry in case of eatable items, customer care number of the manufactures. In most of the cases several packaged commodities were without this statutory information - only the detail of Name and address of the manufacturer with price are given. In certain areas of Chennai like Koyambedu Bus stand, cinema theatres etc., a large number of shop keepers are selling packaged food items, soft drinks and even news papers over and above the MRP. ABGP-All India Consumer Movement appeals to Honourable Chief Minister Of Tamil nadu for stringent enforcement of the Packaged Commodities (Regulations) Rules and to take suitable action to see that The Legal Metrology (Packaged Commodities) Rules 2011, Packaged Commodities (Regulations) Rules 1975 and Laws relating to Weights and Measures are implemented by a single agency, perhaps even an exclusive one to ensure sustained action in this area.

कानपुर में स्वामी विवेकानन्द सार्ध शती समारोह : कार्यशाला

 विश्व संवाद केन्द्र कानपुर में स्वामी विवेकानन्द सार्ध शती समारोह की तैयारियों हेतु कार्यशाला का आयोजन किया गया। जिसको सम्बोधित करते हुए राष्ट्रीय स्वयंसेवक संघ के सह प्रान्त प्रचारक मुकेश खाण्डेकर ने बताया कि संघ ने विवेकानन्द सार्ध शती समारोह को वृहद रूप से मनाने के लिए समाज के 5 वर्गों से 5 आयामों के माध्यम से सम्पर्क करने का निर्णय लिया गया। ये आयाम  हैं: युवा शक्ति, महिला संवर्धनी, सामाजिक एवं वैचारिक नेतृत्व (प्रबुद्ध भारत), ग्रामवासी व जनजातीय अस्मिता।
    इस कार्य को अधिक प्रभावी बनाने हेतु केन्द्रीय समिति का गठन किया गया है। इसमें विभिन्न राष्ट्रीय संगठनों के 53 सदस्य हैं। इसके अतिरिक्त 13 अखिल भारतीय अधिकारी, क्षेत्रशः संयोजक, सह संयोजक, सभी आयामों के प्रमुख और सह प्रमुख। व्यवस्था के 4 प्रमुख व सहप्रमुख- कार्यालय, साहित्य सेवा, निधि संकलन एवं प्रचार। पाँचों आयामों के 5 से लेकर 10 विशेषज्ञों की अन्य समितियाँ बनाई गई हैं, जो विस्तार से कार्यक्रमों की योजना बनाएँगी।
    इसी आधार पर आयोजन समिति भारत के सभी 40 प्रान्तों में कार्य करेगी। प्रान्त आयोजन समिति में प्रान्त संयोजक सह संयोजक, पाँच आयामों तथा 4 व्यवस्था के प्रमुख होंगे। कई प्रान्तों में आयाम की 5 से 10 कार्यकर्ताओं की समिति भी बनाई गई है। सभी प्रान्तों में जिलास्तर पर कार्यकारी समिति भी बनाई गई है। आयोजन समिति का महत्वपूर्ण कार्य योजना बनाना तथा कार्य के लिए भूमि तैयार करना है। हम समारोह समिति बनाने हेतु विभिन्न क्षेत्रों के प्रतिष्ठित व्यक्तियों से सम्पर्क कर रहे हैं।
    राष्ट्रीय स्वयंसेवक संघ, कानपुर के प्रान्त प्रचार प्रमुख वासुदेव वासवानी ने बताया कि दीपावली 2012 में अखिल भारतीय स्तर पर विवेकानन्द सार्ध शती समारोह समिति प्रस्थापित हो जायेगी। इसके साथ ही सभी प्रान्तों में भी समितियों का गठन किया जायेगा। स्वामी विवेकानन्द सार्ध शती समारोह के अन्तर्गत ही सभी समारोह आयोजित किये जायेंगे। जिसके प्रचार प्रसार हेतु  प्रचार के सभी माध्यमों जैसे प्रिंट व इलेक्ट्रानिक मीडिया, सोशल नेटवर्किंग वेबसाइट आदि का उपयोग किया जायेगा। हमारा उद्देश्य स्वामी विवेकानन्द के चित्र व विचारों को घर-घर तक पहुँचाना है।
    12 जनवरी, 2013 से 12 जनवरी, 2014 तक चलने वाले विवेकानन्द सार्ध शती समारोह को सुचारु रूप से चलाने के लिए संघ के प्रचार विभाग, कानपुर प्रान्त ने सभी पाँच आयामों के प्रमुखों की घोषणा विवेकानन्द सार्ध शती की आयोजन समिति के प्रान्त संयोजक श्री पवन कुमार जी ने कहा कि प्रबुद्ध भारत आयाम मोहन जी, संवर्धिनी आयाम तुष्मुल जी, युवा आयाम सारांश जी, ग्रामायण आयाम अरविन्द जी व जनजातीय आयाम शिवभूषण सिंह जी देखेंगे, साथ ही विभिन्न समाचारों व लेखों का संकलन का दायित्व श्याम जी शुक्ल व पीयूष जी करेंगे।
    प्रचार प्रमुख अरविन्द कुमार ने कहा कि इस समारोह का उद्देश्य स्वामी विवेकानन्द के विचारों को समाज के सभी वर्गों तक ले जाना है। स्वामी जी क्रान्तिकारी विचारक थे। उन्होंने भारतीय राष्ट्रीयता को चिंगारी देकर जाग्रत किया। उन्होंने सनातन धर्म के प्रति लोगों के विश्वास को बिना आहत करते हुए दृढ़तापूर्वक लोगों को जागृत किया। उनके अनुसार धर्म ही मानव समाज के उत्थान का श्रेष्ठ मार्ग है। धर्म की सही जानकारी के अभाव में लोग इसकी उपेक्षा करते हैं। स्वामी विवेकानन्द की सार्ध शती समारोह में समाज के सभी वर्ग सहजता से सहभागी होने के लिए  उत्सुक हैं।
    इस कार्यशाला में प्रमुख रूप से डा0 सत्यप्रकाश, राजेश जी, प्रदीप राठौर, रजनीश, राधवेन्द्र सिंह, तरुण अवस्थी, मोहित त्रिपाठी आदि उपस्थित थे।
