The Iron Man’s Meltdown
Sudheendra Kulkarni made important points, but they were half-truths. The fact is, Modi offered inspiration, Advani confusion, says the BJP watcher

APOLITICAL PARTY like the BJP doesn’t exist for the gratification of a self-perpetuating leadership. It is sustained by a vibrant dialogue involving the leadership, activists, stakeholders and above all, its supporters and voters on the ground. It is a measure of the deep commitment of large numbers of Indians to the ideas driving the BJP that the 2009 defeat has generated a passionate and spontaneous debate over the party’s future. Without waiting for the leadership to first read a report on the debacle by three unnamed notables and then determine the ‘line’ in a closed door chintan baithak, well-wishers of the party including many who gave quality time to the party during the long election campaign have taken matters into their own hands and have already initiated a debate the party leadership can’t afford to ignore.
Contrary to the perception that it is some sort of a cadrebased body operating along Leninist command-and-control lines, the BJP actually approximates a political movement. This accounts for both its strengths and its weaknesses. Like much of Hindu society, a strange cocktail of idealism, ideology, pragmatism and selfinterest governs the BJP.
Sudheendra Kulkarni’s “candid insider account” (TEHELKA, June 13, 2009) is a welcome addition to the ever-growing literature on the BJP’s 2009 election experience. As the driving force behind LK Advani’s campaign for the prime ministership, Kulkarni has been refreshingly forthright in positing his reasons why the campaign to regain power went so horribly wrong. For its own reasons, the party leadership may have taken a dim view of a kiss-and-tell story by an ‘insider’ but these concerns don’t invalidate either the importance of his intervention or the efficacy of his observations.
Some of Kulkarni’s observations are unexceptionable. In 2009, the BJP-led NDA was missing in action from 143 seats of eastern and south India. These also happened to be precisely the areas where the Congress and its allies performed best — at the cost of the Left and the Third Front.
Secondly, it is also undeniable that the BJP coupled its uneven geographical spread by not being on the radar of Muslims and Christians who are 14 per cent of the population but whose enthusiastic participation in voting gives them a political clout far greater than their number.
Kulkarni’s argument that belligerent and ugly expressions of Hindutva have limited the BJP’s reach among both minorities and moderate Hindus is also one that will have many takers within the party and even the RSS. The BJP’s complete misreading of the post-Kandhamal mood in Orissa and the adverse fallout of Varun Gandhi’s tasteless remarks on the rest of Uttar Pradesh add weight to Kulkarni’s suggestion that the BJP must clarify “what formulations of Hindutva are not acceptable to it.”
I would, in fact, go a step further and reaffirm my argument (made in the Times of India, June 4, 2009) that it is time for the BJP to reconsider the very use of the H-word. The hideous baggage of Pramod Muthalik and Praveen Togadia that ‘Hindutva’ carries negates its use as respectable shorthand for a wholesome ‘way of life’.
Unfortunately, this is where my agreements with Kulkarni cease. In suggesting that “Never in the history of the Jana Sangh or the BJP was the party enfeebled by so much disarray at the top,” he has questioned the competence and integrity of those who were at the organisational helm of the party. As an expression of frustration, this blame game may be in order but the organisational shortcomings — particularly the appointments of inappropriate state presidents — were known to Advani in December 2007 when he was named the BJP’s prime ministerial candidate. What was done in the intervening period to put the right people in charge?
Kulkarni doesn’t answer the question and instead blames the Sangh Parivar and the party for not throwing their collective weight behind Advani, thereby making “a strong leader like Advani…look weak, helpless and not fully in command.”
Kulkarni doth protest too much. The RSS may not be everyone’s cup of tea but there is no doubt that the Parivar participated in the campaign ungrudgingly. The participation may not have been as intense as it was in, say, the 90s, and the social influence of the Parivar may have shrunk in the intervening period but that does not warrant a charge of criminal dereliction of duty. Defeat does not mean there was a lack of resolve. To suggest otherwise is hurtful and churlish.
IN HIS outpourings, Kulkarni casually admits, “Of course, it is also true that Advani himself failed to assert his leadership at crucial points before and during the campaign.” Was this failure to lead an oversight, as Kulkarni seems to suggest, or was it a strategy that went awry?
That the BJP was not in a state of battle-readiness was known to almost everyone in the party for more than a year. It was also an open secret that a few leaders who relied excessively on resident astrologers saw the 2009 election as a “semifinal,” believing that their big moment would come in 2014. If Advani had wanted to act to correct these divinely ordained distortions, the party would have welcomed it enthusiastically. There would have been no opposition from the RSS too.
Unfortunately, Advani didn’t attend to the problems. Instead, he embarked on the suicidal course of trying to transform a parliamentary election into a presidential one. From the summer of 2008 onwards, Advani sought to project himself as a leader who was nominally from the party but stood well above it. Beginning with the functions associated with the publication of his autobiography to the establishment of his war-room, the unveiling of his personal website and his own vision statements, the Advani strategy lay in bypassing a problem-ridden party. Advani even had his separate media strategy, which centred on Kulkarni and his team of wide-eyed interns.
Whether the visible detachment of the Advani campaign from the party campaign was deliberate or an incidental consequence of Kulkarni’s own style of functioning is something that only Advani can clarify.
It is true that a conscious strategy of separating the leader from the party can often yield results. Atal Behari Vajpayee’s popularity always exceeded that of the BJP. In Gujarat, Narendra Modi benefited from his cult following. Unfortunately, that approach didn’t work with the Advani 2009 campaign. Advani didn’t secure an incremental vote that would have given the BJP a booster shot. His projection as the “mazboot neta” didn’t correspond with his hands-off approach to the problems affecting the party. His energetic Internet campaign, while conveying an impression of meaningful impact, didn’t offset the age factor among youth voters.

The real problem, as I stressed in an earlier article, is that Advani suffered from the confusion of contradictory images. This haziness was responsible for the sudden midstream realisation by many that Modi offered something extra: inspiration. By then, it was too late for an audacious queen sacrifice.
Finally, in suggesting the BJP’s future course of action, Kulkarni has proposed that the relationship between the BJP and RSS be redefined, a suggestion he first mooted during the Jinnah controversy in 2005. It is an important area of concern considering the murmurs of dissatisfaction against the overbearing style of some RSS apparatchiks.
That the approaches of the BJP and RSS need to be different is undeniable. That the BJP must not be micro-managed by the RSS is also not a bone of contention. Yet, the functional autonomy of the BJP cannot diminish the fact that its institutional links with a nationalist organisation committed to Hindu unity and nation building are a source of strength. The RSS’ role of providing a moral and ethical compass for the BJP remains as valid today as it was in 1980 when the dual membership issue forced a parting of ways with the Janata Party.
In positing BJP-RSS ties as a key issue towards the revitalisation of the party, Kulkarni has climbed on his favourite hobbyhorse. It reveals an unfortunate streak of adventurism that deflects attention from the more urgent business at hand: forging an enlightened nationalist agenda centred on security, growth, modernity and good governance.
There is also a need to analyse and learn the relevant lessons from the failed 2009 campaign. Kulkarni has provided some interesting insights but has also cluttered the picture with red herrings. This isn’t surprising. There are many in the BJP who insist that the problem with Advani was Kulkarni.

Early in 1982, Father Joseph Parekatil of the Catholic Church of Parasahi, Madhya Pradesh, destroyed the sacred murti of Goddess Visveshwari Siddheswari, enshrined on the nearby Nawain Tekdi hill, and erected a small wooden cross.Later, on 18 February 1983, a 31-foot high concrete cross was illegally erected on the hill. A month later, enraged villagers destroyed the cross.
On 20 February 1985, intent on regaining possession of the hill, Father Parekatil put on the orange robes of a Hindu sannyasin, built a hut on the hill, sat on a tiger skin and began performing worship in the Hindu style. As a result, thousands of simple Hindus came to the hill on Fridays, unaware of the deception going on before their eyes.
On 18 May, a complaint was registered, but to no avail. Again there was agitation in the area, and this time, on 1 October 1985, the villagers tore down the priest’s hut and tossed away the remaining pieces of the concrete cross. Father Parekatil gave up only when he was arrested a week later for breach of peace (1).
Father Parekatil’s tactic of adopting Hindu symbols to further his missionary goals is known as “inculturation” or “indigenization.” Swami Jayendra Saraswati, Sankaracharya of Kanchi Matham, made a valid point at the “Interfaith Dialogue” with Cardinal Jean-Louis Pierre Tauran, president of the Vatican’s Pontifical Council for Inter-religious Dialogue, and others, in Mumbai on 12 July 2009.
The statement released to the media elaborates: “The Church in India must stop forthwith the use of Hindu religious words, phrases and symbols like Veda, Agama, Rishi, Ashram, Om and other such in what is referred to as ‘inculturation’ tactics, but which are only intended to deceive the vulnerable sections of our people who are the intended targets for religious conversion.”
He further challenged the church: “In 1999, Pope Johan Paul II had stated that the mission of the Vatican was to plant the Cross in Asia in the third millennium to facilitate the Christianizing of the world, which alone would cause the Second Coming of Jesus Christ. The Pope must tell us the rationale for the First Coming of Jesus Christ when there was no Christianity or the Church to undertake the mission to Christianize the world.”
The points raised are timely. Christianity has always followed a policy of ‘inculturation.’ It adopted Pagan elements in christianized form to pave the way for transition from Paganism to Christianity. Pagan gods became Christian saints and Pagan festivals became Christian festivals. In this process of inculturation, the Christian Church suborned old forms to its new message, making sure that the Pagan foundation was submerged under Christian doctrine (2).
“Indigenization is evangelization,” says Kaj Baag. “It is the planting of the gospel inside another culture, another philosophy, another religion” (3). In the case of India, ‘inculturation’ or ‘indigenisation’ means ‘the incorporation of Jesus in Indian spiritual tradition.’ Fr. Bede says, “In India we need a Christian Vedanta and a Christian Yoga that is a system of theology which makes use not only of the terms and concepts, but also of the whole structure of thought of Vedanta” (4).
Shantivanam Ashram on the banks of the sacred Kaveri River near Trichy in South India appears Hindu. It has a Hindu shrine, saffron-robed “swami” seated cross-legged on a straw mat, devotees practicing yogic meditations, even chanting Hindu scriptures. But these impressions gradually prove false. First, the eye detects that the courtyard shrine is for Saint Paul and that “puja” is actually, a daily Mass, complete with incense, lamps, flower offerings and prasadam. Finally, one meets the “swami,” Father Bede “Dayananda” Griffiths, a Christian “sannyasin.”
This is a Christian ashram, one of more than fifty in India, which are described as “experiments in cross-cultural communication,” or as “contemplative hermitages that revolve around both Christian and Hindu ideals.” Fr. J. Monchanin, one of the founding members of the ashram, defines his mission: “I have come to India for no other purpose than to awaken in a few souls the desire (the passion) to raise up a Christian India. It will take centuries, sacrificed lives and we shall perhaps die before seeing any realizations. A Christian India, completely Indian and completely Christian will be something so wonderful the sacrifice of our lives is not too much to ask” (5).
Sita Ram Goel, in his book “Catholic Ashrams,” lists 108 such Christian ashrams in India, 4 in Nepal and 8 in Sri Lanka. These ashrams include Asha Niketan, Bangalore, Karnataka; Bethany Ashram (1938), Channapatna, Karnataka; Christa Sevakee Ashram (1950), Karkala, Karnataka; Christian Institute for the study of Religion and Society, Bangalore, Karnataka; Yesu Karuna Prarthanalaya, Kote, Mysore District, Karnataka, and others (7).
Lausanne Movement (for world evangelization) published a paper titled “Christian witness to Hindus” (1980), listing some of the methods to be implemented to convert Hindus:
1] We should enunciate theology in Indian categories so that the Hindu can understand the gospel.
2] We must develop a truly Christian worldview consistent with the Indian context.
3] While presenting the gospel, we must be aware of the fact that the Hindu understands the doctrine of God, man, sin, and salvation in a way entirely different from the biblical doctrine.
4] Communicate the gospel through indigenous methods such as bhajans, drama, dialogue, discourse, Indian music, festival processions, etc. (6)
The present Catholic ashrams have inherited a history of intrigue and subterfuge. The Niyogi Commission report on Madhya Pradesh, 1956, noted: “Robert De Nobili (a Catholic Jesuit priest) appeared in Madura in 1607, clad in the saffron robes of a Sadhu with sandal paste on his forehead and the sacred thread on his body. He gave out that he was a Brahmin from Rome. He showed documentary evidence to prove that he belonged to a clan that had migrated from ancient India. He declared that he was bringing a message which had been taught in India by Indian ascetics of yore and that he was only restoring to Hindus one of their lost sacred books, namely the 5th Veda, called Yeshurveda (Jesus Veda). It passed for a genuine work until the Protestant Missionaries exposed the fraud about the year 1840. This Brahmin Sannyasi of the ‘Roman Gotra,’ Father De Nobili, worked for 40 years and died at the age of 89 in 1656. It is said that he had converted about a lakh of people, but they all melted away after his death” (8).
This is the situation the Hindu finds himself in today. Christian missionaries have adopted Hindu ways of life, Hindu religious symbols, architecture, worship forms, and even declare themselves as Swamis. A Catholic priest who calls himself “swami” instantly attains the status and authority of a holy man in Hindu society, which he can use to convert individuals.
By using Sanskrit terminology in his sermons, he implies a close relationship of Hindu theology to Catholic theology, a relationship which does not really exist. Such missionaries speak authoritatively on Hindu scriptures and argue that their [Christian] teachings are consonant with everything Hindu, but add a finishing touch, a “fullness” to the traditional faith.
Under such situation, no inter-faith interactions will bring any fruits unless the “church” mends its ways. As the Kanchi Perivaar rightly affirms: “After such inter-faith meetings, the points agreed have to be faithfully abided. Otherwise the will be no point in holding such meetings. Unless the Church reassures Hindus that it will not conduct itself in a manner that wounds Hindu sensibilities and follows up on those assurances, such inter-faith meetings, no matter how frequently they are held, will be futile and will not serve any meaningful cause.”

JABALPUR: Peeved at the attacks on Indian students in Australia, the Akhil Bharatiya Vidhyarthi Parishad (ABVP) activists on Saturday protested and ransacked the Centre of Australian Unified Pathway Programme (AUPP) at Mahanada area here, police said.
Police did mild cane charge to disperse ABVP activists and arrested eight of them under section 151 (arrest to prevent commission of cognizable offences) of CrPC.
"We resorted to mild cane charge after the protesters stormed into the centre of AUPP and broke furniture and glasses, and arrested eight of them," police said.
ABVP state secretary Abhilash Pandey said that police rained lathis on the students protesting peacefully, adding that ten protesters have been injured in the police's act.
He said that after doing courses of AUPP, the Indian students were going to Australia where they were facing violent racial attacks.
Pandey said the ABVP will demand action against the policemen responsible for the cane charge

यदि अमेरिकी कांग्रेशनल रिसर्च सर्विस द्वारा जारी रपट की मानें तो पाकिस्तानी हथियारों के ज़खीरे में 60 परमाणु बम मौजूद हैं। इन हथियारों के लिए पाकिस्तान में निरंतर विखंडनीय सामग्री तैयारी होती रहती है। पाकिस्तान परमाणु शस्त्र बनाने की इकाइयों और वाहनों में भी बढ़ोतरी कर रहा है। इन परमाणु बमों में उच्च किस्म के ठोस व उम्दा यूरेनियम का इस्तेमाल किया जाता है। हर परमाणु हथियार में 15 से 20 किलोग्राम यूरेनियम का इस्तेमाल होता है।
इन हथियारों के लिए पाकिस्तान प्रतिवर्ष 100 किग्रा की दर से यूरेनियम का उत्पादन
अमेरिकी कुछ भी कहें लेकिन पाकिस्तान के परमाणु हथियार पूरी तरह से पाकिस्तानी फौज के कब्ज़े में ही हैं। पाकिस्तान के एक पूर्व विदेश मंत्री ने बयान दिया था कि परमाणु शक्ति हमेशा पाकिस्तानी सेना के कब्ज़े में ही रही है
कर रहा है। इसके अलावा पाकिस्तान दो अतिरिक्त हैवी वाटर रिएक्टर भी बना रहा है जिनके पूरा होने पर पाकिस्तान की प्लूटोनियम उत्पादन क्षमता बहुत बढ़ जाएगी। अभी तो वह हर साल 5 से 6 परमाणु बम तैयार कर रहा है।
परमाणु बमों की डिलीवरी के लिए पाकिस्तान के पास दो तरह के वाहक उपकरण हैं- पहला विमान और दूसरा ज़मीन से ज़मीन पर मार करने वाली मिसाइल। अमेरिका से हासिल एफ-16 विमान में पाकिस्तान ने कुछ परिवर्तन किए हैं। अमेरिका से 36 नए विमान लेने का करार भी पाकिस्तान ने कर लिया है।
इसके साथ ही इन विमानों के साथ हथियारों और पाकिस्तान के एफ-16 ए/बी मॉडल के विमानों के रखरखाव का अनुबंध भी हुआ है। हालाँकि पाकिस्तान ने अपनी परमाणु नीति घोषित नहीं की है, लेकिन यह तो तय है कि वह अफगानिस्तान, चीन, ईरान या अपने अन्य पड़ोसियों के खिलाफ तो इन हथियारों का प्रयोग करने से रहा। इन हथियारों का निशाना अंततः भारत ही बनेगा।
पाकिस्तान खुद के द्वारा खड़े किए गए 'भस्मासुर' तालिबान का दमन करने में नाकाम रहा है। ऐसे देश के बारे में अमेरिका की नीति भी डाँवाडोल ही है। मई के अंतिम सप्ताह में पाकिस्तान में दो बड़े आतंकी हमले हुए थे। पेशावर में 24 घंटों के भीतर दो हमले हुए थे जिनमें 30 लोग मारे गए और 200 से ज़्यादा घायल हुए। इसके अलावा पाकिस्तानी गुप्तचर संस्था आईएसआई के लाहौर स्थित कार्यालय के पास बम विस्फोट हुआ जिसमें 55 लोग हलाक हो गए और 350 से अधिक घायल हुए।
तालिबान ने लाहौर हमलों की ज़िम्मेदारी लेते हुए कहा कि हमला मलाकंद और स्वात में पाकिस्तानी फौज की कार्रवाई का बदला लेने के लिए किया गया है। 3 मार्च 2009 में श्रीलंकाई क्रिकेटरों पर हमले से स्पष्ट हो गया कि पाकिस्तान में मौजूद जिहादी ऐसी बेखौफ कार्रवाइयों को अंजाम देकर अपने मुद्दे का अंतरराष्ट्रीयकरण करना चाहते हैं। हालाँकि किसी आतंकी समूह ने इस हमले की ज़िम्मेदारी नहीं ली। लेकिन ऐसे कई कारण हैं जिनके आधार पर यह लश्कर-ए-तोइबा का काम प्रतीत होता है। आईएसआई द्वारा पैदा और पाला-पोसा गया यह संगठन भारत पर दबाव बनाए रखने के लिए है। यह अपने मकसद को पूरा भी कर रहा है।
पहले-पहल पाकिस्तान के परमाणु बम को इस्लामिक बम कहा गया। ऐसा माना जाता है कि इसे बनाने के लिए लीबिया, सऊदी अरब और शायद ईरान जैसे मुस्लिम देशों ने भी पाकिस्तान को पैसा मुहैया कराया। शर्त यह थी कि पाकिस्तान इसके एवज में इन देशों को परमाणु हथियार बनाने के लिए तकनीकी जानकारी देगा। मुस्लिम देशों ने पाकिस्तान के परमाणु बम का स्वागत 'इस्लामिक बम' कहकर किया था।
काबिले गौर है कि परमाणु बम बनाने वाले पाकिस्तानी वैज्ञानिक अब्दुल कादिर खान ने 2004 में यह कबूल किया था कि उन्होंने परमाणु शस्त्रों की जानकारी ईरान, उत्तरी कोरिया और लीबिया को दी थी। इसके लिए उन्हें तुरंत माफी भी दे दी गई, क्योंकि जो कुछ एक्यू खान ने किया, वह पाकिस्तानी सरकार की मर्ज़ी से ही किया था।
अमेरिकी कुछ भी कहें लेकिन पाकिस्तान के परमाणु हथियार पूरी तरह से पाकिस्तानी फौज के कब्ज़े में ही हैं। पाकिस्तान के एक पूर्व विदेश मंत्री ने बयान दिया था कि परमाणु शक्ति हमेशा पाकिस्तानी सेना के कब्ज़े में ही रही है। बात वहीं की वहीं है कि पाकिस्तान में फौज, नागरिक सरकार की बराबरी पर है या वास्तव में पाकिस्तानी फौज वहाँ की सरकार से ज्यादा मज़बूत है जिसके सामने प्रधानमंत्री भी तुच्छ है! कौन नहीं जानता कि मुशर्रफ ने किस तरह से नवाज़ शरीफ को प्रधानमंत्री की कुर्सी से उतारकर दर-बदर कर दिया। यह जनरल वही था जिसके इशारों पर जनता द्वारा चुना गया प्रधानमंत्री कारगिल मुद्दे पर वही करता रहा, जैसा कि जनरल कहता गया।
फरवरी, 2009 में पाकिस्तानी राष्ट्रपति आसिफ अली ज़रदारी ने इस बात को क़बूला कि उनकी सरकार ने तालिबानी खतरे को कम करके आँका था और आतंकी बड़ी संख्या में पाकिस्तान में मौजूद हैं। वे न सिर्फ कबाइली इलाक़ों में हैं बल्कि पेशावर जैसे बड़े शहरों में भी हैं।
पाकिस्तान अपने अंदरुनी हालात से कैसे निपटेगा, यह वहाँ की सरकार को सोचना है। लेकिन जो कुछ भी पाकिस्तान के भीतर होगा, उसका असर हिन्दुस्तान पर भी पड़ेगा। पाकिस्तानी सेना हमेशा से आतंकियों के पक्ष में रही है ताकि वे भारत में गड़बड़ी फैला सकें। फरवरी, 2009 में अमेरिकी सेना ने यह स्वीकार किया कि उन्होंने पाकिस्तानी फौज और अर्द्धसैनिक बलों को न केवल ट्रेनिंग दी बल्कि उन्हें इंटेलीजेंस एवं लड़ाई की चालें भी सिखाईं।
जहाँ तक भारत का सवाल है अमेरिका दोहरी नीति अपना रहा है। अमेरिकa पाकिस्तान को फौजी साजोसामान के साथ 1.5 अरब डॉलर की हर साल मदद दे रहा है, यह जानते हुए भी कि अंततः पाकिस्तान इनका इस्तेमाल भारत के खिलाफ ही करेगा। लेकिन हम अमेरिका के विरुद्ध कोई शिकायत नहीं कर सकते, क्योंकि अमेरिका भारत के खिलाफ भी नहीं है। बात इतनी है कि किसी भी अन्य मुल्क की तरह अमेरिका अपने बारे में पहले सोच रहा है।
जैसा कि मानव इतिहास में हर इंसान और हर देश ने किया है, इसलिए हमें न केवल सैनिक दृष्टिकोण से मज़बूत होना होगा बल्कि हमारी इंटेलीजेंस भी पुख्ता और भरोसेमंद होनी चाहिए ताकि अगली बार जब हमारा पड़ोसी किसी गलत इरादे से हमारे घर में घुस रहा हो तो हम सोते न रह जाएँ। पाकिस्तान ने हमेशा कहा है कि उसकी सरज़मीं से आतंकी गतिविधियाँ नहीं चलने दी जाएँगी। लेकिन सभी जानते हैं कि पाकिस्तान कभी बात का पक्का नहीं रहा इसलिए हमें यह समझना होगा कि अपनी आज़ादी को बनाए रखने के लिए कोई भी कीमत बड़ी नहीं है।
हम पाकिस्तान की परमाणु शक्ति को हल्के में नहीं ले सकते। पाकिस्तान के कहने भर से हम यह नहीं मान सकते कि सबकुछ ठीक-ठाक है। इसमें कोई शक नहीं कि पाकिस्तान के परमाणु बम अल-क़ायदा व अन्य इस्लामिक जेहादी गुटों के हाथों में पड़ सकते हैं। इस बात से भी इंकार नहीं किया जा सकता कि पाकिस्तानी फौज में मौजूद कुछ तत्वों के चलते भी ये नाभिकीय अस्त्र गलत हाथों में पड़ सकते हैं।
इस्लामिक बम कहलाने वाले ये परमाणु बम सिर्फ और सिर्फ भारत को लक्ष्य करने के लिए ही बने हैं, इनका और कोई औचित्य नहीं है। हमारे पास निगरानी की ऐसी प्रणाली होनी चाहिए कि हम किसी भी हमले से अपनी रक्षा कर सकें और हमारे देश तक पहुँचने से पहले ही खतरे को खत्म कर सकें तथा पाकिस्तान के उन एजेंटों को भी पकड़ना होगा, जो भारत के नागरिक बनकर यहाँ रह रहे हैं।

स्थिरता और विकास के लिए सरकार चुनकर मतदाता ने तो अपना फर्ज अदा कर दिया है, अब नई सरकार का दायित्व शुरू होता है। यह उस पर निर्भर है कि वह स्पष्ट जनादेश हासिल करने के पश्चात अपना फर्ज शत-प्रतिशत अदा करने से चूके नहीं। सरकार के सामने करने को तमाम तरह के चुनौतीपूर्ण काम हैं। कांग्रेस गठबंधन के पास हमारी आशाओं पर खरा उतरने का एक ऐतिहासिक मौका है।
प्रधानमंत्री डॉ. मनमोहनसिंह पाकिस्तानी पंजाब से आए शरणार्थियों के अजेय
मुस्लिम समुदाय के शिक्षित व सक्षम लोगों को आगे आना होगा और उन लोगों का मार्गदर्शन करना होगा जो सक्षम नहीं हैं और पीछे रह गए हैं
जज्बे की एक उम्दा मिसाल हैं। ये वे लोग हैं जो अमर पक्षी कहलाने वाले फीनिक्स की भाँति बँटवारे की राख में से उठकर फिर से मजबूती से खड़े हो गए हैं। इन्हीं मजबूत इरादे वाले लोगों में से एक डॉ. मनमोहनसिंह ने एक नए उभरते भारत की कमान संभालकर एक बेहतरीन मिसाल कायम की है। असीम साहस, दृढ़ता और कड़ी मेहनत के बलबूते पर भारत विभाजन के बाद पाकिस्तान के पश्चिमी हिस्से से आए विस्थापित पंजाबियों ने हमें दिखाया कि भारत में उम्मीद कभी खत्म नहीं होती।
यह संभावनाओं का देश है। इन्हें सरकार से कोई मदद नहीं मिली, दलितों के अलावा किसी के लिए आरक्षण नहीं था, फिर भी चिड़िया की आँख पर निगाह रखते हुए इन लोगों ने अपने हाथ के हुनर का प्रयोग किया। अपने मजबूत शरीर से खूब परिश्रम किया और घंटों तक काम में जुटे रहकर जीवन के सभी क्षेत्रों में तरक्की की। हालाँकि इन विस्थापितों एवं भारतीय मुसलमानों में समानता नहीं है लेकिन फिर भी भारत के मुसलमान इन लोगों की सफलता से प्रेरणा तो ले ही सकते हैं। अब या तो हम ऐतिहासिक पूर्वाग्रहों को लेकर रंज करते रहें, दूसरों को या अपने नेताओं पर आरोप लगाते रहें या फिर मौजूदा सरकार के तरक्कीपसंद सकारात्मक कार्यक्रमों के साथ जुड़ जाएँ। हमें क्या करना है, यह अब हमारे ऊपर ही निर्भर करता है।
मुस्लिम समुदाय के शिक्षित व सक्षम लोगों को आगे आना होगा और उन लोगों का मार्गदर्शन करना होगा जो सक्षम नहीं हैं और पीछे रह गए हैं। अल्पसंख्यकों के विकास हेतु भारत में कई योजनाएँ और 15 सूत्री कार्यक्रम हैं, किंतु वे सभी नौकरशाही की अनदेखी के शिकार होकर ठंडे बस्ते में पड़े हैं। इस काम के बीच में ही अटक जाने की खास वजह निगरानी और कार्यान्वयन में कमी है। इसलिए हमीदुल्लाह सईद, मौसम नूर, रवनीतसिंह आदि जैसे युवा सांसदों की समिति को यह जिम्मेदारी वाला काम सौंपना होगा कि वे उन लक्ष्यों की प्राप्ति हेतु इन योजनाओं को अमल में लाएँ, जिनके लिए इन्हें बनाया गया है।
विभिन्न राज्यों से प्राप्त आँकड़ों से यह मालूम होता है कि अल्पसंख्यक समुदायों के जो बच्चे स्कूल छोड़ देते हैं, वे आर्थिक मुश्किलों के चलते ऐसा करने के लिए मजबूर होते हैं। अपने अभिभावकों की कमाई में योगदान देने के लिए इन बच्चों को मुश्किल काम करने पड़ते हैं। यदि इन बच्चों को स्कूल में हाजिरी के लिए 500 रुपए महीना दिया जाए तो यह उम्मीद की जा सकती है कि वे कम से कम वे 12वीं कक्षा तक तो अपनी पढ़ाई पूरी कर ही लेंगे। इस फंड के लिए आवश्यक धन का 50 प्रतिशत विभिन्न राज्यों से शिक्षण-उपकर के रूप में आ जाएगा और बाकी धन 10 लाख अल्पसंख्यक करदाताओं की मर्जी पर उनसे लिया जा सकता है। प्रतिदिन मात्र 2 रुपए (या 750 रुपए प्रतिमाह) और उपकर से प्राप्त धन को मिलाकर 150 करोड़ रुपए मिलेंगे । इस रकम से तीन लाख के करीब बच्चे फिर से स्कूल जा सकेंगे।

अंतरराष्ट्रीय स्तर पर भारत की ख्याति उसके सकल घरेलू उत्पाद की बढ़ती दर से नहीं होगी बल्कि मानव संसाधन के विकास से होगी। मानवीय विकास का सूचकांक ही किसी देश की सामाजिक-आर्थिक प्रगति की जानकारी देता है। निरंतर एवं टिकाऊ विकास के लिए भारत और इंडिया दोनों ही समान रूप से महत्वपूर्ण हैं, इस बात से इंकार नहीं किया जा सकता।
जैसा कि स्वर्गीय राजीव गाँधी ने 25 वर्ष पहले भ्रष्ट सरकारी मशीनरी को लताड़ते हुए कहा था कि आर्थिक मदद का मात्र 15 प्रतिशत हिस्सा की जरूरतमंद आदमी तक पहुँच पाता है, उसी प्रकार राहुल गाँधी ने भी गरीब-गुरबे को सशक्त करने की बात कही है। राहुल और युवा सांसदों की उनकी टीम को यह सुनिश्चित करना होगा की सामाजिक क्षेत्र के लिए जारी धन का शत-प्रतिशत जरूरतमंद तक पहुँचे। इस काम में आने वाली सभी बाधाओं से तत्परता के साथ निपटना होगा। सामाजिक क्षेत्र का बजट बढ़ रहा है, इसलिए भ्रष्टाचार को रोकना बेहद जरूरी है। यदि वर्तमान सरकार ऐसा न कर पाई तो यह जनता के भरोसे के साथ भद्दा मजाक साबित होगा।

स्थिरता और विकास के लिए सरकार चुनकर मतदाता ने तो अपना फर्ज अदा कर दिया है, अब नई सरकार का दायित्व शुरू होता है। यह उस पर निर्भर है कि वह स्पष्ट जनादेश हासिल करने के पश्चात अपना फर्ज शत-प्रतिशत अदा करने से चूके नहीं। सरकार के सामने करने को तमाम तरह के चुनौतीपूर्ण काम हैं। कांग्रेस गठबंधन के पास हमारी आशाओं पर खरा उतरने का एक ऐतिहासिक मौका है।

जज्बे की एक उम्दा मिसाल हैं। ये वे लोग हैं जो अमर पक्षी कहलाने वाले फीनिक्स की भाँति बँटवारे की राख में से उठकर फिर से मजबूती से खड़े हो गए हैं। इन्हीं मजबूत इरादे वाले लोगों में से एक डॉ. मनमोहनसिंह ने एक नए उभरते भारत की कमान संभालकर एक बेहतरीन मिसाल कायम की है। असीम साहस, दृढ़ता और कड़ी मेहनत के बलबूते पर भारत विभाजन के बाद पाकिस्तान के पश्चिमी हिस्से से आए विस्थापित पंजाबियों ने हमें दिखाया कि भारत में उम्मीद कभी खत्म नहीं होती।
यह संभावनाओं का देश है। इन्हें सरकार से कोई मदद नहीं मिली, दलितों के अलावा किसी के लिए आरक्षण नहीं था, फिर भी चिड़िया की आँख पर निगाह रखते हुए इन लोगों ने अपने हाथ के हुनर का प्रयोग किया। अपने मजबूत शरीर से खूब परिश्रम किया और घंटों तक काम में जुटे रहकर जीवन के सभी क्षेत्रों में तरक्की की। हालाँकि इन विस्थापितों एवं भारतीय मुसलमानों में समानता नहीं है लेकिन फिर भी भारत के मुसलमान इन लोगों की सफलता से प्रेरणा तो ले ही सकते हैं। अब या तो हम ऐतिहासिक पूर्वाग्रहों को लेकर रंज करते रहें, दूसरों को या अपने नेताओं पर आरोप लगाते रहें या फिर मौजूदा सरकार के तरक्कीपसंद सकारात्मक कार्यक्रमों के साथ जुड़ जाएँ। हमें क्या करना है, यह अब हमारे ऊपर ही निर्भर करता है।

जैसा कि स्वर्गीय राजीव गाँधी ने 25 वर्ष पहले भ्रष्ट सरकारी मशीनरी को लताड़ते हुए कहा था कि आर्थिक मदद का मात्र 15 प्रतिशत हिस्सा की जरूरतमंद आदमी तक पहुँच पाता है, उसी प्रकार राहुल गाँधी ने भी गरीब-गुरबे को सशक्त करने की बात कही है। राहुल और युवा सांसदों की उनकी टीम को यह सुनिश्चित करना होगा की सामाजिक क्षेत्र के लिए जारी धन का शत-प्रतिशत जरूरतमंद तक पहुँचे। इस काम में आने वाली सभी बाधाओं से तत्परता के साथ निपटना होगा। सामाजिक क्षेत्र का बजट बढ़ रहा है, इसलिए भ्रष्टाचार को रोकना बेहद जरूरी है। यदि वर्तमान सरकार ऐसा न कर पाई तो यह जनता के भरोसे के साथ भद्दा मजाक साबित होगा।

स्थिरता और विकास के लिए सरकार चुनकर मतदाता ने तो अपना फर्ज अदा कर दिया है, अब नई सरकार का दायित्व शुरू होता है। यह उस पर निर्भर है कि वह स्पष्ट जनादेश हासिल करने के पश्चात अपना फर्ज शत-प्रतिशत अदा करने से चूके नहीं। सरकार के सामने करने को तमाम तरह के चुनौतीपूर्ण काम हैं। कांग्रेस गठबंधन के पास हमारी आशाओं पर खरा उतरने का एक ऐतिहासिक मौका है।

मुस्लिम समुदाय के शिक्षित व सक्षम लोगों को आगे आना होगा और उन लोगों का मार्गदर्शन करना होगा जो सक्षम नहीं हैं और पीछे रह गए हैं
जज्बे की एक उम्दा मिसाल हैं। ये वे लोग हैं जो अमर पक्षी कहलाने वाले फीनिक्स की भाँति बँटवारे की राख में से उठकर फिर से मजबूती से खड़े हो गए हैं। इन्हीं मजबूत इरादे वाले लोगों में से एक डॉ. मनमोहनसिंह ने एक नए उभरते भारत की कमान संभालकर एक बेहतरीन मिसाल कायम की है। असीम साहस, दृढ़ता और कड़ी मेहनत के बलबूते पर भारत विभाजन के बाद पाकिस्तान के पश्चिमी हिस्से से आए विस्थापित पंजाबियों ने हमें दिखाया कि भारत में उम्मीद कभी खत्म नहीं होती।
यह संभावनाओं का देश है। इन्हें सरकार से कोई मदद नहीं मिली, दलितों के अलावा किसी के लिए आरक्षण नहीं था, फिर भी चिड़िया की आँख पर निगाह रखते हुए इन लोगों ने अपने हाथ के हुनर का प्रयोग किया। अपने मजबूत शरीर से खूब परिश्रम किया और घंटों तक काम में जुटे रहकर जीवन के सभी क्षेत्रों में तरक्की की। हालाँकि इन विस्थापितों एवं भारतीय मुसलमानों में समानता नहीं है लेकिन फिर भी भारत के मुसलमान इन लोगों की सफलता से प्रेरणा तो ले ही सकते हैं। अब या तो हम ऐतिहासिक पूर्वाग्रहों को लेकर रंज करते रहें, दूसरों को या अपने नेताओं पर आरोप लगाते रहें या फिर मौजूदा सरकार के तरक्कीपसंद सकारात्मक कार्यक्रमों के साथ जुड़ जाएँ। हमें क्या करना है, यह अब हमारे ऊपर ही निर्भर करता है।
मुस्लिम समुदाय के शिक्षित व सक्षम लोगों को आगे आना होगा और उन लोगों का मार्गदर्शन करना होगा जो सक्षम नहीं हैं और पीछे रह गए हैं। अल्पसंख्यकों के विकास हेतु भारत में कई योजनाएँ और 15 सूत्री कार्यक्रम हैं, किंतु वे सभी नौकरशाही की अनदेखी के शिकार होकर ठंडे बस्ते में पड़े हैं। इस काम के बीच में ही अटक जाने की खास वजह निगरानी और कार्यान्वयन में कमी है। इसलिए हमीदुल्लाह सईद, मौसम नूर, रवनीतसिंह आदि जैसे युवा सांसदों की समिति को यह जिम्मेदारी वाला काम सौंपना होगा कि वे उन लक्ष्यों की प्राप्ति हेतु इन योजनाओं को अमल में लाएँ, जिनके लिए इन्हें बनाया गया है।
विभिन्न राज्यों से प्राप्त आँकड़ों से यह मालूम होता है कि अल्पसंख्यक समुदायों के जो बच्चे स्कूल छोड़ देते हैं, वे आर्थिक मुश्किलों के चलते ऐसा करने के लिए मजबूर होते हैं। अपने अभिभावकों की कमाई में योगदान देने के लिए इन बच्चों को मुश्किल काम करने पड़ते हैं। यदि इन बच्चों को स्कूल में हाजिरी के लिए 500 रुपए महीना दिया जाए तो यह उम्मीद की जा सकती है कि वे कम से कम वे 12वीं कक्षा तक तो अपनी पढ़ाई पूरी कर ही लेंगे। इस फंड के लिए आवश्यक धन का 50 प्रतिशत विभिन्न राज्यों से शिक्षण-उपकर के रूप में आ जाएगा और बाकी धन 10 लाख अल्पसंख्यक करदाताओं की मर्जी पर उनसे लिया जा सकता है। प्रतिदिन मात्र 2 रुपए (या 750 रुपए प्रतिमाह) और उपकर से प्राप्त धन को मिलाकर 150 करोड़ रुपए मिलेंगे । इस रकम से तीन लाख के करीब बच्चे फिर से स्कूल जा सकेंगे।

करने होंगे। जामिया मीलिया इस्लामिया और अलीगढ़ मुस्लिम यूनिवर्सिटी के शैक्षिक कार्यक्रमों को विभिन्न शहरों में पहुँचाना होगा ताकि वहाँ पर उच्च शिक्षा के केंद्र स्थापित हो सकें। एक राष्ट्रीय सहकारी बैंक होने से दस्तकारों को आर्थिक मदद दी जा सकेगी ताकि मंदी के इस दौर को वे आसानी से पार कर सकें। राष्ट्रीय ग्रामीण रोजगार गारंटी योजना को उपशहरी इलाकों तक ले जाना होगा, जिसके तहत सस्ते घर बनाए जाएँ ताकि गरीब लोगों को रोजगार के साथ-साथ झुग्गी-झोपड़ियों में रहने वालों को घर नसीब हो सकें।

इसके लिए जनगणना को आधार बनाना चाहिए जिसमें मलाईदार वर्ग के अल्पसंख्यक भी शामिल हों। मजहबी दंगों के मामले शीघ्र निपटाने के लिए कानूनी सुधारों की दरकार है। चूँकि गरीबी धर्म-जात नहीं देखती इसलिए इस विषय पर राष्ट्रीय सहमति बनाई जा सकती है जैसा कि 2009 के आम चुनाव में भी साबित हुआ है। सरकार को अपना संवैधानिक कर्तव्य नहीं भूलना चाहिए कि सबको साथ लेकर ही प्रगति की जा सकती है, इसमें भय व पक्षपात की कोई जगह नहीं है।
अंतरराष्ट्रीय स्तर पर भारत की ख्याति उसके सकल घरेलू उत्पाद की बढ़ती दर से नहीं होगी बल्कि मानव संसाधन के विकास से होगी। मानवीय विकास का सूचकांक ही किसी देश की सामाजिक-आर्थिक प्रगति की जानकारी देता है। निरंतर एवं टिकाऊ विकास के लिए भारत और इंडिया दोनों ही समान रूप से महत्वपूर्ण हैं, इस बात से इंकार नहीं किया जा सकता।

यदि अमेरिकी कांग्रेशनल रिसर्च सर्विस द्वारा जारी रपट की मानें तो पाकिस्तानी हथियारों के ज़खीरे में 60 परमाणु बम मौजूद हैं। इन हथियारों के लिए पाकिस्तान में निरंतर विखंडनीय सामग्री तैयारी होती रहती है। पाकिस्तान परमाणु शस्त्र बनाने की इकाइयों और वाहनों में भी बढ़ोतरी कर रहा है। इन परमाणु बमों में उच्च किस्म के ठोस व उम्दा यूरेनियम का इस्तेमाल किया जाता है। हर परमाणु हथियार में 15 से 20 किलोग्राम यूरेनियम का इस्तेमाल होता है।
इन हथियारों के लिए पाकिस्तान प्रतिवर्ष 100 किग्रा की दर से यूरेनियम का उत्पादन
अमेरिकी कुछ भी कहें लेकिन पाकिस्तान के परमाणु हथियार पूरी तरह से पाकिस्तानी फौज के कब्ज़े में ही हैं। पाकिस्तान के एक पूर्व विदेश मंत्री ने बयान दिया था कि परमाणु शक्ति हमेशा पाकिस्तानी सेना के कब्ज़े में ही रही है
कर रहा है। इसके अलावा पाकिस्तान दो अतिरिक्त हैवी वाटर रिएक्टर भी बना रहा है जिनके पूरा होने पर पाकिस्तान की प्लूटोनियम उत्पादन क्षमता बहुत बढ़ जाएगी। अभी तो वह हर साल 5 से 6 परमाणु बम तैयार कर रहा है।
परमाणु बमों की डिलीवरी के लिए पाकिस्तान के पास दो तरह के वाहक उपकरण हैं- पहला विमान और दूसरा ज़मीन से ज़मीन पर मार करने वाली मिसाइल। अमेरिका से हासिल एफ-16 विमान में पाकिस्तान ने कुछ परिवर्तन किए हैं। अमेरिका से 36 नए विमान लेने का करार भी पाकिस्तान ने कर लिया है।
इसके साथ ही इन विमानों के साथ हथियारों और पाकिस्तान के एफ-16 ए/बी मॉडल के विमानों के रखरखाव का अनुबंध भी हुआ है। हालाँकि पाकिस्तान ने अपनी परमाणु नीति घोषित नहीं की है, लेकिन यह तो तय है कि वह अफगानिस्तान, चीन, ईरान या अपने अन्य पड़ोसियों के खिलाफ तो इन हथियारों का प्रयोग करने से रहा। इन हथियारों का निशाना अंततः भारत ही बनेगा।
पाकिस्तान खुद के द्वारा खड़े किए गए 'भस्मासुर' तालिबान का दमन करने में नाकाम रहा है। ऐसे देश के बारे में अमेरिका की नीति भी डाँवाडोल ही है। मई के अंतिम सप्ताह में पाकिस्तान में दो बड़े आतंकी हमले हुए थे। पेशावर में 24 घंटों के भीतर दो हमले हुए थे जिनमें 30 लोग मारे गए और 200 से ज़्यादा घायल हुए। इसके अलावा पाकिस्तानी गुप्तचर संस्था आईएसआई के लाहौर स्थित कार्यालय के पास बम विस्फोट हुआ जिसमें 55 लोग हलाक हो गए और 350 से अधिक घायल हुए।
तालिबान ने लाहौर हमलों की ज़िम्मेदारी लेते हुए कहा कि हमला मलाकंद और स्वात में पाकिस्तानी फौज की कार्रवाई का बदला लेने के लिए किया गया है। 3 मार्च 2009 में श्रीलंकाई क्रिकेटरों पर हमले से स्पष्ट हो गया कि पाकिस्तान में मौजूद जिहादी ऐसी बेखौफ कार्रवाइयों को अंजाम देकर अपने मुद्दे का अंतरराष्ट्रीयकरण करना चाहते हैं। हालाँकि किसी आतंकी समूह ने इस हमले की ज़िम्मेदारी नहीं ली। लेकिन ऐसे कई कारण हैं जिनके आधार पर यह लश्कर-ए-तोइबा का काम प्रतीत होता है। आईएसआई द्वारा पैदा और पाला-पोसा गया यह संगठन भारत पर दबाव बनाए रखने के लिए है। यह अपने मकसद को पूरा भी कर रहा है।
पहले-पहल पाकिस्तान के परमाणु बम को इस्लामिक बम कहा गया। ऐसा माना जाता है कि इसे बनाने के लिए लीबिया, सऊदी अरब और शायद ईरान जैसे मुस्लिम देशों ने भी पाकिस्तान को पैसा मुहैया कराया। शर्त यह थी कि पाकिस्तान इसके एवज में इन देशों को परमाणु हथियार बनाने के लिए तकनीकी जानकारी देगा। मुस्लिम देशों ने पाकिस्तान के परमाणु बम का स्वागत 'इस्लामिक बम' कहकर किया था।
काबिले गौर है कि परमाणु बम बनाने वाले पाकिस्तानी वैज्ञानिक अब्दुल कादिर खान ने 2004 में यह कबूल किया था कि उन्होंने परमाणु शस्त्रों की जानकारी ईरान, उत्तरी कोरिया और लीबिया को दी थी। इसके लिए उन्हें तुरंत माफी भी दे दी गई, क्योंकि जो कुछ एक्यू खान ने किया, वह पाकिस्तानी सरकार की मर्ज़ी से ही किया था।
अमेरिकी कुछ भी कहें लेकिन पाकिस्तान के परमाणु हथियार पूरी तरह से पाकिस्तानी फौज के कब्ज़े में ही हैं। पाकिस्तान के एक पूर्व विदेश मंत्री ने बयान दिया था कि परमाणु शक्ति हमेशा पाकिस्तानी सेना के कब्ज़े में ही रही है। बात वहीं की वहीं है कि पाकिस्तान में फौज, नागरिक सरकार की बराबरी पर है या वास्तव में पाकिस्तानी फौज वहाँ की सरकार से ज्यादा मज़बूत है जिसके सामने प्रधानमंत्री भी तुच्छ है! कौन नहीं जानता कि मुशर्रफ ने किस तरह से नवाज़ शरीफ को प्रधानमंत्री की कुर्सी से उतारकर दर-बदर कर दिया। यह जनरल वही था जिसके इशारों पर जनता द्वारा चुना गया प्रधानमंत्री कारगिल मुद्दे पर वही करता रहा, जैसा कि जनरल कहता गया।
फरवरी, 2009 में पाकिस्तानी राष्ट्रपति आसिफ अली ज़रदारी ने इस बात को क़बूला कि उनकी सरकार ने तालिबानी खतरे को कम करके आँका था और आतंकी बड़ी संख्या में पाकिस्तान में मौजूद हैं। वे न सिर्फ कबाइली इलाक़ों में हैं बल्कि पेशावर जैसे बड़े शहरों में भी हैं।
पाकिस्तान अपने अंदरुनी हालात से कैसे निपटेगा, यह वहाँ की सरकार को सोचना है। लेकिन जो कुछ भी पाकिस्तान के भीतर होगा, उसका असर हिन्दुस्तान पर भी पड़ेगा। पाकिस्तानी सेना हमेशा से आतंकियों के पक्ष में रही है ताकि वे भारत में गड़बड़ी फैला सकें। फरवरी, 2009 में अमेरिकी सेना ने यह स्वीकार किया कि उन्होंने पाकिस्तानी फौज और अर्द्धसैनिक बलों को न केवल ट्रेनिंग दी बल्कि उन्हें इंटेलीजेंस एवं लड़ाई की चालें भी सिखाईं।
जहाँ तक भारत का सवाल है अमेरिका दोहरी नीति अपना रहा है। अमेरिका
प्रणाली होनी चाहिए कि हम किसी भी हमले से अपनी रक्षा कर सकें और हमारे देश तक पहुँचने से पहले ही खतरे को खत्म कर सकें तथा पाकिस्तान के उन एजेंटों को भी पकड़ना होगा, जो भारत के नागरिक बनकर यहाँ रह रहे हैं
पाकिस्तान को फौजी साजोसामान के साथ 1.5 अरब डॉलर की हर साल मदद दे रहा है, यह जानते हुए भी कि अंततः पाकिस्तान इनका इस्तेमाल भारत के खिलाफ ही करेगा। लेकिन हम अमेरिका के विरुद्ध कोई शिकायत नहीं कर सकते, क्योंकि अमेरिका भारत के खिलाफ भी नहीं है। बात इतनी है कि किसी भी अन्य मुल्क की तरह अमेरिका अपने बारे में पहले सोच रहा है।
जैसा कि मानव इतिहास में हर इंसान और हर देश ने किया है, इसलिए हमें न केवल सैनिक दृष्टिकोण से मज़बूत होना होगा बल्कि हमारी इंटेलीजेंस भी पुख्ता और भरोसेमंद होनी चाहिए ताकि अगली बार जब हमारा पड़ोसी किसी गलत इरादे से हमारे घर में घुस रहा हो तो हम सोते न रह जाएँ। पाकिस्तान ने हमेशा कहा है कि उसकी सरज़मीं से आतंकी गतिविधियाँ नहीं चलने दी जाएँगी। लेकिन सभी जानते हैं कि पाकिस्तान कभी बात का पक्का नहीं रहा इसलिए हमें यह समझना होगा कि अपनी आज़ादी को बनाए रखने के लिए कोई भी कीमत बड़ी नहीं है।
हम पाकिस्तान की परमाणु शक्ति को हल्के में नहीं ले सकते। पाकिस्तान के कहने भर से हम यह नहीं मान सकते कि सबकुछ ठीक-ठाक है। इसमें कोई शक नहीं कि पाकिस्तान के परमाणु बम अल-क़ायदा व अन्य इस्लामिक जेहादी गुटों के हाथों में पड़ सकते हैं। इस बात से भी इंकार नहीं किया जा सकता कि पाकिस्तानी फौज में मौजूद कुछ तत्वों के चलते भी ये नाभिकीय अस्त्र गलत हाथों में पड़ सकते हैं।
इस्लामिक बम कहलाने वाले ये परमाणु बम सिर्फ और सिर्फ भारत को लक्ष्य करने के लिए ही बने हैं, इनका और कोई औचित्य नहीं है। हमारे पास निगरानी की ऐसी प्रणाली होनी चाहिए कि हम किसी भी हमले से अपनी रक्षा कर सकें और हमारे देश तक पहुँचने से पहले ही खतरे को खत्म कर सकें तथा पाकिस्तान के उन एजेंटों को भी पकड़ना होगा, जो भारत के नागरिक बनकर यहाँ रह रहे हैं।

पाकिस्तान खुद के द्वारा खड़े किए गए 'भस्मासुर' तालिबान का दमन करने में नाकाम रहा है। ऐसे देश के बारे में अमेरिका की नीति भी डाँवाडोल ही है। मई के अंतिम सप्ताह में पाकिस्तान में दो बड़े आतंकी हमले हुए थे। पेशावर में 24 घंटों के भीतर दो हमले हुए थे जिनमें 30 लोग मारे गए और 200 से ज़्यादा घायल हुए। इसके अलावा पाकिस्तानी गुप्तचर संस्था आईएसआई के लाहौर स्थित कार्यालय के पास बम विस्फोट हुआ जिसमें 55 लोग हलाक हो गए और 350 से अधिक घायल हुए।
तालिबान ने लाहौर हमलों की ज़िम्मेदारी लेते हुए कहा कि हमला मलाकंद और स्वात में पाकिस्तानी फौज की कार्रवाई का बदला लेने के लिए किया गया है। 3 मार्च 2009 में श्रीलंकाई क्रिकेटरों पर हमले से स्पष्ट हो गया कि पाकिस्तान में मौजूद जिहादी ऐसी बेखौफ कार्रवाइयों को अंजाम देकर अपने मुद्दे का अंतरराष्ट्रीयकरण करना चाहते हैं। हालाँकि किसी आतंकी समूह ने इस हमले की ज़िम्मेदारी नहीं ली। लेकिन ऐसे कई कारण हैं जिनके आधार पर यह लश्कर-ए-तोइबा का काम प्रतीत होता है। आईएसआई द्वारा पैदा और पाला-पोसा गया यह संगठन भारत पर दबाव बनाए रखने के लिए है। यह अपने मकसद को पूरा भी कर रहा है।
पहले-पहल पाकिस्तान के परमाणु बम को इस्लामिक बम कहा गया। ऐसा माना जाता है कि इसे बनाने के लिए लीबिया, सऊदी अरब और शायद ईरान जैसे मुस्लिम देशों ने भी पाकिस्तान को पैसा मुहैया कराया। शर्त यह थी कि पाकिस्तान इसके एवज में इन देशों को परमाणु हथियार बनाने के लिए तकनीकी जानकारी देगा। मुस्लिम देशों ने पाकिस्तान के परमाणु बम का स्वागत 'इस्लामिक बम' कहकर किया था।
काबिले गौर है कि परमाणु बम बनाने वाले पाकिस्तानी वैज्ञानिक अब्दुल कादिर खान ने 2004 में यह कबूल किया था कि उन्होंने परमाणु शस्त्रों की जानकारी ईरान, उत्तरी कोरिया और लीबिया को दी थी। इसके लिए उन्हें तुरंत माफी भी दे दी गई, क्योंकि जो कुछ एक्यू खान ने किया, वह पाकिस्तानी सरकार की मर्ज़ी से ही किया था।
अमेरिकी कुछ भी कहें लेकिन पाकिस्तान के परमाणु हथियार पूरी तरह से पाकिस्तानी फौज के कब्ज़े में ही हैं। पाकिस्तान के एक पूर्व विदेश मंत्री ने बयान दिया था कि परमाणु शक्ति हमेशा पाकिस्तानी सेना के कब्ज़े में ही रही है। बात वहीं की वहीं है कि पाकिस्तान में फौज, नागरिक सरकार की बराबरी पर है या वास्तव में पाकिस्तानी फौज वहाँ की सरकार से ज्यादा मज़बूत है जिसके सामने प्रधानमंत्री भी तुच्छ है! कौन नहीं जानता कि मुशर्रफ ने किस तरह से नवाज़ शरीफ को प्रधानमंत्री की कुर्सी से उतारकर दर-बदर कर दिया। यह जनरल वही था जिसके इशारों पर जनता द्वारा चुना गया प्रधानमंत्री कारगिल मुद्दे पर वही करता रहा, जैसा कि जनरल कहता गया।
फरवरी, 2009 में पाकिस्तानी राष्ट्रपति आसिफ अली ज़रदारी ने इस बात को क़बूला कि उनकी सरकार ने तालिबानी खतरे को कम करके आँका था और आतंकी बड़ी संख्या में पाकिस्तान में मौजूद हैं। वे न सिर्फ कबाइली इलाक़ों में हैं बल्कि पेशावर जैसे बड़े शहरों में भी हैं।
पाकिस्तान अपने अंदरुनी हालात से कैसे निपटेगा, यह वहाँ की सरकार को सोचना है। लेकिन जो कुछ भी पाकिस्तान के भीतर होगा, उसका असर हिन्दुस्तान पर भी पड़ेगा। पाकिस्तानी सेना हमेशा से आतंकियों के पक्ष में रही है ताकि वे भारत में गड़बड़ी फैला सकें। फरवरी, 2009 में अमेरिकी सेना ने यह स्वीकार किया कि उन्होंने पाकिस्तानी फौज और अर्द्धसैनिक बलों को न केवल ट्रेनिंग दी बल्कि उन्हें इंटेलीजेंस एवं लड़ाई की चालें भी सिखाईं।
जहाँ तक भारत का सवाल है अमेरिका दोहरी नीति अपना रहा है। अमेरिका
प्रणाली होनी चाहिए कि हम किसी भी हमले से अपनी रक्षा कर सकें और हमारे देश तक पहुँचने से पहले ही खतरे को खत्म कर सकें तथा पाकिस्तान के उन एजेंटों को भी पकड़ना होगा, जो भारत के नागरिक बनकर यहाँ रह रहे हैं
पाकिस्तान को फौजी साजोसामान के साथ 1.5 अरब डॉलर की हर साल मदद दे रहा है, यह जानते हुए भी कि अंततः पाकिस्तान इनका इस्तेमाल भारत के खिलाफ ही करेगा। लेकिन हम अमेरिका के विरुद्ध कोई शिकायत नहीं कर सकते, क्योंकि अमेरिका भारत के खिलाफ भी नहीं है। बात इतनी है कि किसी भी अन्य मुल्क की तरह अमेरिका अपने बारे में पहले सोच रहा है।
जैसा कि मानव इतिहास में हर इंसान और हर देश ने किया है, इसलिए हमें न केवल सैनिक दृष्टिकोण से मज़बूत होना होगा बल्कि हमारी इंटेलीजेंस भी पुख्ता और भरोसेमंद होनी चाहिए ताकि अगली बार जब हमारा पड़ोसी किसी गलत इरादे से हमारे घर में घुस रहा हो तो हम सोते न रह जाएँ। पाकिस्तान ने हमेशा कहा है कि उसकी सरज़मीं से आतंकी गतिविधियाँ नहीं चलने दी जाएँगी। लेकिन सभी जानते हैं कि पाकिस्तान कभी बात का पक्का नहीं रहा इसलिए हमें यह समझना होगा कि अपनी आज़ादी को बनाए रखने के लिए कोई भी कीमत बड़ी नहीं है।
हम पाकिस्तान की परमाणु शक्ति को हल्के में नहीं ले सकते। पाकिस्तान के कहने भर से हम यह नहीं मान सकते कि सबकुछ ठीक-ठाक है। इसमें कोई शक नहीं कि पाकिस्तान के परमाणु बम अल-क़ायदा व अन्य इस्लामिक जेहादी गुटों के हाथों में पड़ सकते हैं। इस बात से भी इंकार नहीं किया जा सकता कि पाकिस्तानी फौज में मौजूद कुछ तत्वों के चलते भी ये नाभिकीय अस्त्र गलत हाथों में पड़ सकते हैं।
इस्लामिक बम कहलाने वाले ये परमाणु बम सिर्फ और सिर्फ भारत को लक्ष्य करने के लिए ही बने हैं, इनका और कोई औचित्य नहीं है। हमारे पास निगरानी की ऐसी प्रणाली होनी चाहिए कि हम किसी भी हमले से अपनी रक्षा कर सकें और हमारे देश तक पहुँचने से पहले ही खतरे को खत्म कर सकें तथा पाकिस्तान के उन एजेंटों को भी पकड़ना होगा, जो भारत के नागरिक बनकर यहाँ रह रहे हैं।

आदरणीय श्रीमती सोनिया गांधी जी,
मेरे इन शब्दों में कुछ नया नहीं है कि भारत एक ऐसा देश है जो आस्था पर चलता है. हम अपने देवी-देवताओं को पूजते हैं और अपनी सफलताओं और विफलताओं को उनके चरणों में अर्पित कर देते हैं. इस में यकीन और आपसे विरोध रखने वाले लोग जोर देकर कह सकते हैं कि इस मामले में आप अनुचित तरीके से लाभ की स्थिति में हैं. शादी और उसके बाद भारतीय परंपराओं में ढलकर आपने उन सभी -देवी देवताओं को अपना लिया जो दूसरे भारतीय नेताओं के भी होते हैं. मगर वह देवता तो आपके पास पहले से था ही जिसे आप अपने सुदूर मूल देश से अपने साथ लाई थीं.
आपको दलितों की महारानी और यादवों के सरदारों की चिंताएं भी समझनी होंगी. ये असहाय लोगों के मुखिया हैं भले ही वे कर उनके लिए कुछ नहीं रहे हों. मकसद महान हैं पर नेता क्षुद्र
चूंकि हमारी आपसे कोई लड़ाई तो है नहीं इसलिए हमें खुशी है कि आपके पास एक अतिरिक्त देवता है. जैसा कि आप जानती हैं भारत में इतने सारे आराध्य केवल इसलिए हैं क्योंकि यहां इतनी सारी समस्याएं हैं. हालांकि हमारे यहां धुर वामपंथी और दक्षिणपंथी ऐसे लोग भी हैं जिनके दिमाग में स्वयं ईश्वर ही एक समस्या है. पहला वर्ग ये सोचता है कि ईश्वर को लोगों की सोच से किस तरह निकाला जाए तो दूसरे की चिंता ये है कि ईश्वर को लोगों के दिमाग में किस तरह भरा जाए. पर फिलहाल इन लोगों की बात छोड़ देते हैं क्योंकि जब जनता ने ही उनकी नहीं सुनी तो हम क्यों सुनें.
तो हमें खुशी है कि आपके पास एक अतिरिक्त ईश्वर है. कोई चीज अधिक होना हमेशा काम ही आता है. हमारे देवताओं के कई पहलू हैं. वे रसिया भी हैं और दार्शनिक भी. अक्सर उनकी नैतिकताएं समझना मुश्किल होता है क्योंकि वे भी कर्म, धर्म, मोक्ष और माया के वशीभूत होते हैं. मगर आप जो ईश्वर अपने साथ लाई हैं वह सही-गलत, पाप-पुण्य और दया और करुणा के बारे में कहीं ज्यादा साफगोई से अपनी बात कहता है. हम इसका स्वागत करते हैं. धर्म की मतलबी व्याख्याओं से पैदा हुए भौतिकतावाद की अति के बीच यदि कहीं थोड़ी स्पष्टता देखने को मिल जाए तो इसमें आखिर बुरा ही क्या है.
अब जब कि हम इससे सहमत हैं कि आपके पास हमारी तुलना में एक अतिरिक्त देवता है तो इसका ये मतलब है कि आपकी जिम्मेदारियां भी हमसे ज्यादा होनी चाहिए. अधिकारों की प्राप्ति के साथ कर्तव्यों के पालन की जिम्मेदारी भी जुड़ी होती है और आपका अतिरिक्त ईश्वर इस बारे में बिल्कुल स्पष्ट कहता है कि इसका पालन कैसे किया जाना चाहिए. हम आपके आभारी होंगे अगर आप उसकी बात पर ध्यान दें. अपने लिए नहीं बल्कि दूसरे दसियों करोड़ लोगों की खातिर.
इसका मतलब ये है कि आपको ये नहीं सोचना है कि आपकी जी-तोड़ मेहनत के दिन अब खत्म हुए. इसमें कोई शक नहीं कि आपने उस सेना का नेतृत्व करते हुए शानदार प्रदर्शन किया है जिसके सिपहसालारों को ये तक नहीं पता था कि असल में ये लड़ाई हो कैसे रही है. बल्कि इन सिपहसालारों को तो सबसे ज्यादा महारत आपस में ही तलवारें भांजने में थी. व्यक्तिगत हमलों के बावजूद कई सालों तक आप अपना काम करती रहीं. किसी जनरल को ये बताया जाना अच्छा नहीं लगता कि बंदूक कैसे पकड़नी है या सिपाहियों से किस जबान में बात करनी है. पर किसी अज्ञात प्रेरणा के चलते आपको मालूम था कि इस तरह के ओछे अपमान अच्छी और महान विभूतियों को अच्छे और महान कामों से दूर रख सकते हैं. आपको ये बात समझ में आ गई थी कि लड़ाइयां आखिर में बंदूक की गोली के आकार या बिगुल की गूंज की तेजी से नहीं बल्कि दिल की मजबूती से जीती जाती हैं. 13 साल में सिर्फ अपने रास्ते पर टिके रहकर आपने लड़ाई के मायने बदल कर रख दिए.
अपनी लड़ाई में आप सफल साबित हुई हैं. 1996 में खस्ताहाल आपकी सेना 2009 में नई ऊर्जा और उत्साह से लैस है. इस प्रक्रिया में आपने बड़ी चतुराई और खूबसूरती से अपने अतिरिक्त ईश्वर की दो आज्ञाओं का पालन किया है. बाइबल में कहा गया है कि लालच नहीं करना चाहिए. इस आदेश को आपने इस कुशलता से त्याग के रूप में प्रस्तुत किया कि आपके विरोधियों की हवा निकल गई. बाइबल ये भी कहती है, धन्य हैं वे जो नम्र हैं क्योंकि वे ही पृथ्वी के वारिस होंगे. मनमोहन को प्रधानमंत्री बनाकर आपने उस नम्रता का सम्मान किया है जो ईश्वर को भी अच्छी लगती है.
इसके बावजूद मैं साफ तौर पर एक बात कहना चाहता हूं. 2009 के मनमोहन को आपकी उतनी ही जरूरत है जितनी 2004 के मनमोहन को थी. वे खरपतवार को साफ करने वाली दरांती हो सकते हैं मगर आप अब भी वह हाथ हैं जो इस दरांती को पकड़ने का काम करता है. खर-पतवार की सफाई अच्छे से हो इसके लिए जरूरी है कि हाथ और दरांती का तालमेल अच्छा हो.
बाइबल ये भी कहती है, ‘बीमारों का उपचार करो, कोढ़ियों के जख्म साफ करो, मुर्दों को जिलाओ, बुराई को बाहर करो : उदारता से तुम्हें मिला है, उदारता से बांटो.’
हम सबसे ज्यादा आप कहीं बेहतर तरीके से जानती हैं कि मुश्किलों से घिरे इस देश में बीमारों का उपचार करने और बुराई को भगाने के क्या मायने हैं.
सत्ता अपने साथ एक चमक भी लाती है. हो सकता है कि आप इससे चौंधियाएं नहीं क्योंकि आपने लंबे समय से इसे करीब से देखा है और इसका अनुभव भी किया है. मगर आपके चारों ओर, मौजूद लोगों में अब घमंड से फूलने की प्रवृत्ति पैदा हो सकती है. वे भूल सकते हैं कि उन्होंने सिर्फ एक मोर्चा जीता है और कई लड़ाइयां अब भी हमारे चारों ओर चल रही हैं. हमें बांटने वाले कट्टरपंथी अब भी दरवाजे पर खड़े हैं. वे अपने घावों को सहला रहे हैं, फिर से गोला बारूद इकट्ठा कर रहे हैं. वे अभी चुके नहीं हैं. देश की एक चौथाई जनता को वे अपने प्रभाव में ले चुके हैं. इसमें कोई शक नहीं रखिएगा कि वे फिर से भीतर घुसने की कोशिश करेंगे. तब आपकी सेना के काम गर्व नहीं बल्कि वह विनम्रता और उससे उपजी लोहे जैसी मजबूती ही आएगी जिसने आपको यहां तक पहुंचाया है. पूरे भारत में हमने डींग हांकने वालों के खिलाफ वोट किया है. सबको पता चल जाना चाहिए कि हम अपने मंत्रियों का पतन बर्दाश्त कर लेंगे मगर बेकार का घमंड हमें स्वीकार नहीं.
जैसा कि मैंने कहा लड़ाइयां अब भी कई हैं. सभ्यता से जुड़े विचारों की, देश को पंगु करते अभावों की, मरते बच्चों की..सूची बहुत लंबी है. मेरे शहर, जो आपका भी शहर और इस देश की राजधानी है, की हर ट्रैफिक लाइट पर चिथड़ों में लिपटे सात-आठ साल के बच्चे चंद सिक्कों की आस में हमारी कारों का शीशा खटखटाते हैं. जब तक हम अपने बच्चों को खाना नहीं दे सकते, उनका तन नहीं ढक सकते और उन्हें शिक्षा मुहैया नहीं करवा सकते तब तक शाइनिंग इंडिया और विश्वशक्ति भारत जैसे जुमले न सिर्फ मजाक बल्कि एक गाली भी हैं. मुझे पता है आप ये जानती हैं कि आज पांच साल से कम उम्र के 46 फीसदी बच्चे कुपोषण और इसके चलते होने वाली शारीरिक, मानसिक और भावनात्मक विकलांगता के शिकार हैं.
मेरी जानकारी में सबसे महान एक व्यक्ति ने हमें एक जंत्री दी थी, ‘कोई भी कदम उठाते हुए उस सबसे गरीब या कमजोर व्यक्ति का चेहरा याद करो जिसे तुमने कभी देखा हो और अपने आप से पूछो कि क्या तुम्हारा ये कदम किसी भी तरह से उस व्यक्ति का कुछ भला करेगा.’
इस घड़ी भविष्य की अंधेरी राह पर चलते हुए हमें रोशनी के लिए अतीत के अनुभवों की मशाल लेकर चलना होगा. हमारे देश की बुनियाद डालने वालों की मानवीय दीप्ति ही हमें ये राह सबसे अच्छी तरह से दिखा सकती है.
आपकी अनुमति से मैं एक और बात कहना चाहूंगा. आप वाम के दबाव से भले ही छुटकारा पा गई हों मगर बेहतर होगा कि आप उनकी चिंताओं को ध्यान में रखें. आपको दलितों की महारानी और यादवों के सरदारों की चिंताएं भी समझनी होंगी. ये असहाय लोगों के मुखिया हैं भले ही वे कर उनके लिए कुछ नहीं रहे हों. मकसद महान हैं पर नेता क्षुद्र. इंसानों को खारिज कीजिए और मकसद को अपनाइए. सदियों के नुकसान की मरम्मत का काम तेजी से आगे बढ़ाना होगा.
सोनिया जी, ये सब बातें लिखते हुए मैं खुद को अमीरों का जिक्र करने से नहीं रोक पाता. पैसा अच्छी चीज है. और ये सबको पता है कि हम सभी अमीरों को पसंद करते हैं. नेता भी अपवाद नहीं हैं. मगर क्या आप ये सुनिश्चित करेंगी कि वे अपना सार्वजनिक जीवन गरीबों के लिए रखें. भारत में जनप्रतिनिधियों को सिर्फ गरीबों की बात करनी चाहिए. अमीरों के पास उनका पैसा है. उनके पास मीडिया भी है जो उनकी बात करता है. जिनके पास पैसा पैदा करने का मौका है उनको ऐसा करने के लिए अकेला छोड़ दें और उनके रास्ते में कोई बाधा न डालें. मगर अपने सिपहसालारों से उन पर ध्यान केंद्रित करने को भी कहें जिनकी जिंदगी में कोई उम्मीद नहीं है. उनसे कहिए कि उनके जीवन में आशाओं का संचार करें.
अब मुझे रुकना चाहिए. मुझे ये कतई शोभा नहीं देता कि मैं आपको उपदेश दूं. वह भी इतनी बड़ी जीत के मौके पर. चलिए मैं आपकी तारीफ में भी कुछ कह देता हूं. कोई शक नहीं कि अपने अतिरिक्त ईश्वर की मदद से आपने अपने बेटे को बहुत अच्छी तरह से पाला है. उसके पास विनम्रता है, शिष्टाचार है. वह परिश्रमी है, बड़े संदर्भ में सोचता है और सबके बारे में सोचता है. हमें वंशवाद पसंद नहीं मगर उससे ज्यादा हमें बांटने वाली राजनीति नापसंद है. एक आदर्श दुनिया में हमारे यहां ऐसी कोई भी चीज नहीं होनी चाहिए जो सामंती और अलोकतांत्रिक हो. मगर फिलहाल नफरत पैदा करने वाले लोगों से मुक्ति पाने पर ध्यान केंद्रित किया जाए.
राहत की बात ये है कि आपका बेटा उन लोगों से कहीं ज्यादा भारत की आत्मा के संपर्क में है जो भगवान के नाम पर वोटों का व्यापार करते हैं. आपकी पार्टी के ही एक नेता ने मुझसे कभी व्यंग्य भरे स्वर में कहा था, ‘निश्चित रूप से उनके इरादे नेक हैं. वो वृद्ध महिलाओं को सड़क पार करने में मदद करना चाहते हैं. मगर इसका कोई फायदा नहीं.’ मुझे हैरत है कि अब ये सज्जन क्या सोचते होंगे. बूढ़ी औरतों को सड़क पार कराने वाले नौजवान परिपक्व होकर देश को पथरीली राहों से पार लगाने में भी मदद कर सकते हैं.
क्या मैं आपका ध्यान एक और प्रसिद्ध कथन की तरफ खींच सकता हूं. हालांकि मुझे उम्मीद है कि आपने भी इसे कई बार पढ़ा और सुना होगा. ‘अच्छी नैतिक स्थिति में होने के लिए कम से कम उतने ही प्रशिक्षण की जरूरत होती है जितनी अच्छी शारीरिक स्थिति में होने के लिए.’ ये बात कहने वाली महान आत्मा का नाम था जवाहर लाल नेहरू. नेहरू के ये शब्द आपकी सेना और राहुल की नैतिकता को मजबूत बनाएंगे. आखिर आज देश के लिए हम जो सपने देखते हैं उनके लिए बुनियाद इसी महान आत्मा ने ही तो डाली थी.
आपको गति और शक्ति मिले आखिर में यही कामना है.

चूंकि हमारी आपसे कोई लड़ाई तो है नहीं इसलिए हमें खुशी है कि आपके पास एक अतिरिक्त देवता है. जैसा कि आप जानती हैं भारत में इतने सारे आराध्य केवल इसलिए हैं क्योंकि यहां इतनी सारी समस्याएं हैं. हालांकि हमारे यहां धुर वामपंथी और दक्षिणपंथी ऐसे लोग भी हैं जिनके दिमाग में स्वयं ईश्वर ही एक समस्या है. पहला वर्ग ये सोचता है कि ईश्वर को लोगों की सोच से किस तरह निकाला जाए तो दूसरे की चिंता ये है कि ईश्वर को लोगों के दिमाग में किस तरह भरा जाए. पर फिलहाल इन लोगों की बात छोड़ देते हैं क्योंकि जब जनता ने ही उनकी नहीं सुनी तो हम क्यों सुनें.
तो हमें खुशी है कि आपके पास एक अतिरिक्त ईश्वर है. कोई चीज अधिक होना हमेशा काम ही आता है. हमारे देवताओं के कई पहलू हैं. वे रसिया भी हैं और दार्शनिक भी. अक्सर उनकी नैतिकताएं समझना मुश्किल होता है क्योंकि वे भी कर्म, धर्म, मोक्ष और माया के वशीभूत होते हैं. मगर आप जो ईश्वर अपने साथ लाई हैं वह सही-गलत, पाप-पुण्य और दया और करुणा के बारे में कहीं ज्यादा साफगोई से अपनी बात कहता है. हम इसका स्वागत करते हैं. धर्म की मतलबी व्याख्याओं से पैदा हुए भौतिकतावाद की अति के बीच यदि कहीं थोड़ी स्पष्टता देखने को मिल जाए तो इसमें आखिर बुरा ही क्या है.
अब जब कि हम इससे सहमत हैं कि आपके पास हमारी तुलना में एक अतिरिक्त देवता है तो इसका ये मतलब है कि आपकी जिम्मेदारियां भी हमसे ज्यादा होनी चाहिए. अधिकारों की प्राप्ति के साथ कर्तव्यों के पालन की जिम्मेदारी भी जुड़ी होती है और आपका अतिरिक्त ईश्वर इस बारे में बिल्कुल स्पष्ट कहता है कि इसका पालन कैसे किया जाना चाहिए. हम आपके आभारी होंगे अगर आप उसकी बात पर ध्यान दें. अपने लिए नहीं बल्कि दूसरे दसियों करोड़ लोगों की खातिर.
इसका मतलब ये है कि आपको ये नहीं सोचना है कि आपकी जी-तोड़ मेहनत के दिन अब खत्म हुए. इसमें कोई शक नहीं कि आपने उस सेना का नेतृत्व करते हुए शानदार प्रदर्शन किया है जिसके सिपहसालारों को ये तक नहीं पता था कि असल में ये लड़ाई हो कैसे रही है. बल्कि इन सिपहसालारों को तो सबसे ज्यादा महारत आपस में ही तलवारें भांजने में थी. व्यक्तिगत हमलों के बावजूद कई सालों तक आप अपना काम करती रहीं. किसी जनरल को ये बताया जाना अच्छा नहीं लगता कि बंदूक कैसे पकड़नी है या सिपाहियों से किस जबान में बात करनी है. पर किसी अज्ञात प्रेरणा के चलते आपको मालूम था कि इस तरह के ओछे अपमान अच्छी और महान विभूतियों को अच्छे और महान कामों से दूर रख सकते हैं. आपको ये बात समझ में आ गई थी कि लड़ाइयां आखिर में बंदूक की गोली के आकार या बिगुल की गूंज की तेजी से नहीं बल्कि दिल की मजबूती से जीती जाती हैं. 13 साल में सिर्फ अपने रास्ते पर टिके रहकर आपने लड़ाई के मायने बदल कर रख दिए.
अपनी लड़ाई में आप सफल साबित हुई हैं. 1996 में खस्ताहाल आपकी सेना 2009 में नई ऊर्जा और उत्साह से लैस है. इस प्रक्रिया में आपने बड़ी चतुराई और खूबसूरती से अपने अतिरिक्त ईश्वर की दो आज्ञाओं का पालन किया है. बाइबल में कहा गया है कि लालच नहीं करना चाहिए. इस आदेश को आपने इस कुशलता से त्याग के रूप में प्रस्तुत किया कि आपके विरोधियों की हवा निकल गई. बाइबल ये भी कहती है, धन्य हैं वे जो नम्र हैं क्योंकि वे ही पृथ्वी के वारिस होंगे. मनमोहन को प्रधानमंत्री बनाकर आपने उस नम्रता का सम्मान किया है जो ईश्वर को भी अच्छी लगती है.
इसके बावजूद मैं साफ तौर पर एक बात कहना चाहता हूं. 2009 के मनमोहन को आपकी उतनी ही जरूरत है जितनी 2004 के मनमोहन को थी. वे खरपतवार को साफ करने वाली दरांती हो सकते हैं मगर आप अब भी वह हाथ हैं जो इस दरांती को पकड़ने का काम करता है. खर-पतवार की सफाई अच्छे से हो इसके लिए जरूरी है कि हाथ और दरांती का तालमेल अच्छा हो.
बाइबल ये भी कहती है, ‘बीमारों का उपचार करो, कोढ़ियों के जख्म साफ करो, मुर्दों को जिलाओ, बुराई को बाहर करो : उदारता से तुम्हें मिला है, उदारता से बांटो.’
हम सबसे ज्यादा आप कहीं बेहतर तरीके से जानती हैं कि मुश्किलों से घिरे इस देश में बीमारों का उपचार करने और बुराई को भगाने के क्या मायने हैं.
सत्ता अपने साथ एक चमक भी लाती है. हो सकता है कि आप इससे चौंधियाएं नहीं क्योंकि आपने लंबे समय से इसे करीब से देखा है और इसका अनुभव भी किया है. मगर आपके चारों ओर, मौजूद लोगों में अब घमंड से फूलने की प्रवृत्ति पैदा हो सकती है. वे भूल सकते हैं कि उन्होंने सिर्फ एक मोर्चा जीता है और कई लड़ाइयां अब भी हमारे चारों ओर चल रही हैं. हमें बांटने वाले कट्टरपंथी अब भी दरवाजे पर खड़े हैं. वे अपने घावों को सहला रहे हैं, फिर से गोला बारूद इकट्ठा कर रहे हैं. वे अभी चुके नहीं हैं. देश की एक चौथाई जनता को वे अपने प्रभाव में ले चुके हैं. इसमें कोई शक नहीं रखिएगा कि वे फिर से भीतर घुसने की कोशिश करेंगे. तब आपकी सेना के काम गर्व नहीं बल्कि वह विनम्रता और उससे उपजी लोहे जैसी मजबूती ही आएगी जिसने आपको यहां तक पहुंचाया है. पूरे भारत में हमने डींग हांकने वालों के खिलाफ वोट किया है. सबको पता चल जाना चाहिए कि हम अपने मंत्रियों का पतन बर्दाश्त कर लेंगे मगर बेकार का घमंड हमें स्वीकार नहीं.
जैसा कि मैंने कहा लड़ाइयां अब भी कई हैं. सभ्यता से जुड़े विचारों की, देश को पंगु करते अभावों की, मरते बच्चों की..सूची बहुत लंबी है. मेरे शहर, जो आपका भी शहर और इस देश की राजधानी है, की हर ट्रैफिक लाइट पर चिथड़ों में लिपटे सात-आठ साल के बच्चे चंद सिक्कों की आस में हमारी कारों का शीशा खटखटाते हैं. जब तक हम अपने बच्चों को खाना नहीं दे सकते, उनका तन नहीं ढक सकते और उन्हें शिक्षा मुहैया नहीं करवा सकते तब तक शाइनिंग इंडिया और विश्वशक्ति भारत जैसे जुमले न सिर्फ मजाक बल्कि एक गाली भी हैं. मुझे पता है आप ये जानती हैं कि आज पांच साल से कम उम्र के 46 फीसदी बच्चे कुपोषण और इसके चलते होने वाली शारीरिक, मानसिक और भावनात्मक विकलांगता के शिकार हैं.
मेरी जानकारी में सबसे महान एक व्यक्ति ने हमें एक जंत्री दी थी, ‘कोई भी कदम उठाते हुए उस सबसे गरीब या कमजोर व्यक्ति का चेहरा याद करो जिसे तुमने कभी देखा हो और अपने आप से पूछो कि क्या तुम्हारा ये कदम किसी भी तरह से उस व्यक्ति का कुछ भला करेगा.’
इस घड़ी भविष्य की अंधेरी राह पर चलते हुए हमें रोशनी के लिए अतीत के अनुभवों की मशाल लेकर चलना होगा. हमारे देश की बुनियाद डालने वालों की मानवीय दीप्ति ही हमें ये राह सबसे अच्छी तरह से दिखा सकती है.
आपकी अनुमति से मैं एक और बात कहना चाहूंगा. आप वाम के दबाव से भले ही छुटकारा पा गई हों मगर बेहतर होगा कि आप उनकी चिंताओं को ध्यान में रखें. आपको दलितों की महारानी और यादवों के सरदारों की चिंताएं भी समझनी होंगी. ये असहाय लोगों के मुखिया हैं भले ही वे कर उनके लिए कुछ नहीं रहे हों. मकसद महान हैं पर नेता क्षुद्र. इंसानों को खारिज कीजिए और मकसद को अपनाइए. सदियों के नुकसान की मरम्मत का काम तेजी से आगे बढ़ाना होगा.
सोनिया जी, ये सब बातें लिखते हुए मैं खुद को अमीरों का जिक्र करने से नहीं रोक पाता. पैसा अच्छी चीज है. और ये सबको पता है कि हम सभी अमीरों को पसंद करते हैं. नेता भी अपवाद नहीं हैं. मगर क्या आप ये सुनिश्चित करेंगी कि वे अपना सार्वजनिक जीवन गरीबों के लिए रखें. भारत में जनप्रतिनिधियों को सिर्फ गरीबों की बात करनी चाहिए. अमीरों के पास उनका पैसा है. उनके पास मीडिया भी है जो उनकी बात करता है. जिनके पास पैसा पैदा करने का मौका है उनको ऐसा करने के लिए अकेला छोड़ दें और उनके रास्ते में कोई बाधा न डालें. मगर अपने सिपहसालारों से उन पर ध्यान केंद्रित करने को भी कहें जिनकी जिंदगी में कोई उम्मीद नहीं है. उनसे कहिए कि उनके जीवन में आशाओं का संचार करें.
अब मुझे रुकना चाहिए. मुझे ये कतई शोभा नहीं देता कि मैं आपको उपदेश दूं. वह भी इतनी बड़ी जीत के मौके पर. चलिए मैं आपकी तारीफ में भी कुछ कह देता हूं. कोई शक नहीं कि अपने अतिरिक्त ईश्वर की मदद से आपने अपने बेटे को बहुत अच्छी तरह से पाला है. उसके पास विनम्रता है, शिष्टाचार है. वह परिश्रमी है, बड़े संदर्भ में सोचता है और सबके बारे में सोचता है. हमें वंशवाद पसंद नहीं मगर उससे ज्यादा हमें बांटने वाली राजनीति नापसंद है. एक आदर्श दुनिया में हमारे यहां ऐसी कोई भी चीज नहीं होनी चाहिए जो सामंती और अलोकतांत्रिक हो. मगर फिलहाल नफरत पैदा करने वाले लोगों से मुक्ति पाने पर ध्यान केंद्रित किया जाए.
राहत की बात ये है कि आपका बेटा उन लोगों से कहीं ज्यादा भारत की आत्मा के संपर्क में है जो भगवान के नाम पर वोटों का व्यापार करते हैं. आपकी पार्टी के ही एक नेता ने मुझसे कभी व्यंग्य भरे स्वर में कहा था, ‘निश्चित रूप से उनके इरादे नेक हैं. वो वृद्ध महिलाओं को सड़क पार करने में मदद करना चाहते हैं. मगर इसका कोई फायदा नहीं.’ मुझे हैरत है कि अब ये सज्जन क्या सोचते होंगे. बूढ़ी औरतों को सड़क पार कराने वाले नौजवान परिपक्व होकर देश को पथरीली राहों से पार लगाने में भी मदद कर सकते हैं.
क्या मैं आपका ध्यान एक और प्रसिद्ध कथन की तरफ खींच सकता हूं. हालांकि मुझे उम्मीद है कि आपने भी इसे कई बार पढ़ा और सुना होगा. ‘अच्छी नैतिक स्थिति में होने के लिए कम से कम उतने ही प्रशिक्षण की जरूरत होती है जितनी अच्छी शारीरिक स्थिति में होने के लिए.’ ये बात कहने वाली महान आत्मा का नाम था जवाहर लाल नेहरू. नेहरू के ये शब्द आपकी सेना और राहुल की नैतिकता को मजबूत बनाएंगे. आखिर आज देश के लिए हम जो सपने देखते हैं उनके लिए बुनियाद इसी महान आत्मा ने ही तो डाली थी.
आपको गति और शक्ति मिले आखिर में यही कामना है.

अपने ही देश में शरणार्थी बन चुके कश्मीरी पंडितों की किसी को सुध ही नहीं. विजय सिम्हा की रिपोर्ट
गोली सिर्फ शरीर को भेदती है जबकि सोच एक समूची नस्ल को. 1990 में जब कश्मीर में अलगाववाद शुरू हुआ तो माहौल में गोलियों के अलावा एक सोच भी घुलने लगी थी. फुसफुसाहटें, पोस्टर और लाउडस्पीकरों से गूंजते नारे इसका अहसास कराते थे.
हम क्या चाहते? आजादी, आजादी
सरहद पार जाएंगे, क्लैश्निकोव लाएंगे
और सबसे ज्यादा भयावह..बटो रोअस ते बटनियो सान, इस बनाओ पाकिस्तान (पंडित के बिना, पंडितानियों के साथ, हम बनाएंगे पाकिस्तान.)
इस सोच को कई बार शब्दों के बिना भी महसूस किया जा सकता था. कभी बदली हुई नजरों से तो कभी बदलते हुए बर्ताव से..
तभी से एक नस्ल के लिए बुरे दिनों की शुरुआत हो गई थी. पहली चोट थी टीका लाल टपलू की हत्या. पेशे से वकील और भाजपा की जम्मू-कश्मीर इकाई के उपाध्यक्ष टपलू चरमपंथियों की गोली का पहला शिकार बने थे. 14 सितंबर 1989 को श्रीनगर में कश्मीरी पंडितों की बस्ती हब्बा कदल के पास उनकी गोली मारकर हत्या कर दी गई थी. जब टपलू की शवयात्रा, जिसमें लालकृष्ण आडवाणी भी शामिल हुए थे, निकल रही थी तो नकाब पहने अलगाववादियों ने उस पर पत्थरबाजी की और जबर्दस्ती बंद दुकानें खुलवाईं.
तब से लेकर आज तक कोई चार लाख कश्मीरी पंडित कश्मीर से गायब हो चुके हैं. ‘बुद्धि ही बल है’, इस सिद्धांत को पूजने वाले कश्मीरी पंडितों को जब घाटी छोड़ने के लिए मजबूर किया गया तो बल के आगे उनकी बुद्धि ने घुटने टेक दिए. उन्हें भागकर जम्मू आना पड़ा. खुली वादियों के बाशिंदों को यहां मिली तंग बस्तियां और अपने ही देश में शरणार्थी होने का दर्द.
18 साल बीत चुके हैं. धूलभरी इन बस्तियों में कश्मीरी पंडितों के उस धूल-धूसरित गर्व को आज भी महसूस किया जा सकता है जो कभी उन्हें अपनी नस्ल पर था. चुनाव का दौर है मगर उनके वोटों की चिंता लगभग किसी को नहीं. जो ये चिंता करने का कष्ट उठाते हुए इन शरणार्थी कैंपों की तरफ आते भी हैं उन्हें ये नजारा दिखता है.
पंडितों, जिन्हें बाकी लोग माइग्रेंट्स यानी शरणार्थी कहते हैं, की दुनिया में जिंदगी कुल जमा दो कदमों का खेल है. उनकी दुनिया एजबेस्टस की छत और चार दीवारों के मेल से बने एक कमरे में सिमटी हुई है. अगर आप इस दुनिया के बीचों-बीच खड़े हों तो दो कदम इधर टॉयलेट है और दो कदम उधर रसोई. दो कदम इस तरफ दीवार पर बना पूजाघर है और दो कदम उस तरफ टीवी. मां-बाप, बहू-बेटा, पोता-पोती सब एक कमरे में रहते हैं. जवान बहू-बेटे को कुछ एकांत मिल सके, इसके लिए बूढ़ी मां या बाप को जबर्दस्ती या तो रिश्तेदारों के यहां जाना पड़ता है या फिर कमरे के बाहर. पर घर में कोई बच्चा हो तो फिर कोई चारा नहीं. बाहर निकलने पर गली नाम की जो चीज दिखती है उससे एक बार में बस एक ही आदमी आराम से गुजर सकता है. अगर दो लोग आमने-सामने से आ रहे हों तो अगल-बगल से गुजरने के लिए उन्हें मुड़कर आमने-सामने होना पड़ता है.
सुबह होने के साथ-साथ बस्ती में रहने वाले बूढ़े एक हाथ में स्टूल और दूसरे हाथ में बांस का पंखा लेकर घर से चलते हैं और बस्ती से लगती सड़क के किनारे बैठ जाते हैं. सपाट चेहरे के साथ आती-जाती गाड़ियों और लोगों को देखती इन जिंदगियों को देखकर लगता है जसे मौत के इंतजार में वो बस किसी तरह वक्त काट रही हैं. दोपहर में घर से खाने का बुलावा आता है और इसके बाद फिर वही इंतजार शुरू हो जाता है. तब तक जब तक कि दिन की रोशनी पूरी तरह ढल नहीं जाती.
24 साल की बबीता रैना जवान है और खूबसूरत भी. जब वो यहां आई थी तो उसकी उम्र महज छह साल थी. बबीता को लगने लगा है कि उसका समय खत्म हो रहा है. वो कहती है, ‘मेरी जिंदगी में कुछ भी अच्छा नहीं. अपने चारों तरफ देखिए. एक कमरे में मैं क्या कर सकती हूं? कुछ सोच नहीं सकती, नाराज नहीं हो सकती. लड़के मुझ में दिलचस्पी नहीं लेते क्योंकि मैं कैंप में रहती हूं. पिछले हफ्ते फोन पर एक लड़के से बात कर रही थी तो कैंप में बात उड़ गई कि मेरा चक्कर चल रहा है.’
बात खत्म करने के बाद बबीता कुछ मिनटों तक दीवार को ताकती रहती है फिर उसकी आंखों से आंसू झरने लगते हैं. वो बहुत भावुक है. जिंदगी से उसे ज्यादा कुछ नहीं चाहिए. उसकी सबसे बड़ी चाह यही है कि कोई नौकरी मिले तो इस जगह से छुटकारा हो. बबीता कंप्यूटर्स से एक पोस्ट ग्रेजुएट कोर्स कर रही है. वो कहती है, ‘मैं डॉक्टर बनना चाहती थी. मगर जानती हूं कि ज्यादा से ज्यादा मुङो दिल्ली में कोई कंप्यूटर जॉब ही मिल सकता है. उस दिन मेरा दूसरा जन्म होगा जिस दिन पते की जगह मुङो 117, मुथि कैंप नहीं लिखना होगा.’
18 साल बहुत लंबा वक्त होता है. और कभी-कभी जब घर पहुंचने में ज्यादा लंबा वक्त लग जाए तो आप अनचाहे भी हो सकते हैं. कश्मीर में आग अब भी धधक रही है. कट्टरपंथी मुस्लिम नेताओं की पंडितों की वापसी में कोई दिलचस्पी नहीं है. पंडितों के मुसलमान दोस्त अपनी जान का खतरा मोल नहीं लेना चाहते और जम्मू में स्थानीय हिंदू उन पर तानाकशी करते हैं.
राजनाथ डार 44 साल के हैं. छह साल पहले ही उन्हें एक प्राइवेट फाइनैंस कंपनी में नौकरी मिली थी. तनख्वाह 6000 रुपये महीना है. जब तक वो 50 के होंगे तब तक ये आंकड़ा ज्यादा से ज्यादा 8000 तक पहुंचेगा. उन्हें अपनी बेटी की शादी की फिक्र है. डार कहते हैं, ‘कम से से कम अब मैं सुबह नौकरी पर जाने के लिए बस तो पकड़ता हूं. इससे पहले 12 साल तक तो मैं सुबह छह बजे उठता था और अपने दोस्तों के दरवाजों पर कंकड़ मारकर उन्हें जगाता था. इसके बाद दोपहर के खाने तक हम गप्पें मारते थे, अखबार पढ़ते थे और कैरम, वॉलीबॉल और क्रिकेट खेलते थे. उसके बाद टीवी पर खबरें देखना होता था. कई साल तक दिन यूं ही गुजरे.’
कभी-कभी प्रशासन और सरकार को उनकी सुध आई भी. कुछ समय पहले प्रधानमंत्री मनमोहन सिंह कैंप में आए थे. उनसे मुलाकात के दौरान 80 साल के एक बूढ़े ने अपने छोटे से कमरे के छोटे से दरवाजे की ओर इशारा करते हुए पूछा, ‘जब मैं मरूंगा तो लोग मेरी लाश कैसे बाहर निकालेंगे.’ सिंह भावुक हो गए. उन्हें अहसास हुआ कि नाम के ये घर लोगों को सर्दी, गर्मी और बरसात से भले ही बचा लेते हों मगर रहने वालों से उनका आत्मविश्वास छीन लेते हैं. शायद इसी घटना की प्रतिक्रिया में उन्होंने पंडितों के लिए करोड़ों रुपये के पैकेज का एलान कर दिया. उन्होंने कहा कि पंडितों को जम्मू से कुछ दूर एक नए शहर में फिर से बसाया जाएगा. एक प्रधानमंत्री ज्यादा से ज्यादा यही कर सकता है. वो राहत पैकेज दे सकता है. मगर पंडितों के दिमाग में बसा डर और शक और अतिवादी मुसलमान के मन में सुलग रहा गुस्सा दूर नहीं कर सकता.
जख्म भले ही भर जाते हों मगर उनकी टीस रह-रहकर सालती है. खासकर तब जब आप चाहकर भी किसी के लिए कुछ न कर पाएं. 1989 में जब शरणार्थी जम्मू पहुंचने लगे तो विजय बकाया वहां के जिला कलेक्टर थे. कश्मीरी पंडित समुदाय से ही ताल्लुक रखने वाले बकाया के पास उनके लिए न कोई जवाब था, न पैसा और न जगह. बकाया याद करते हैं, ‘वे अपने ट्रक मेरे घर के बाहर खड़े कर देते थे. नौजवान, जिंदगी में पहली बार अपने गांवों से बाहर निकली बूढ़ी औरतें..सबके चेहरों पर सवाल. पेशेवर नौकरशाह होने की वजह से मैं उनके साथ घुलमिल नहीं पा रहा था. मेरी बीवी और मां ने मुझसे झगड़ना शुरू कर दिया कि मैं उनके लिए कुछ कर क्यों नहीं रहा.’
खदेड़े जाने से पहले पंडित वादी की ठंडी आबोहवा में रहते थे. जम्मू इस मामले में बिल्कुल अलग ही दुनिया थी - गर्म, धूलभरी और डरावनी. जम्मू में पंडितों की भीड़ बढ़ रही थी. जिस जगह वे जमा हो रहे थे वो सांपों का इलाका था. कुछ पंडित उनके काटने से मारे गए. कुछ और लू की भेंट चढ़ गए. बकाया कहते हैं, ‘जम्मू में हमारे पास एंटी वेनम सीरम नहीं था. हमें ये दिल्ली से मंगवाना पड़ा.’ दूसरी समस्या गर्मी की थी. पंडितों को राहत पहुंचाने के लिए बड़ी संख्या में बर्फ की सिल्लियां कैंपों में रखी गईं.
प्रशासन चकराया हुआ था. वरिष्ठ अधिकारी इस समस्या का कोई हल निकालने की उधेड़बुन में लगे थे. अचानक उन्हें एक हल सूझ. हल ये था कि शरणार्थियों को वापस भेज दिया जाए. ये काम जबर्दस्ती नहीं हो सकता था इसलिए अधिकारियों को लगा कि यदि पंडितों के लिए जम्मू में हालात कश्मीर से भी बदतर कर दिए जाएं तो वो वादी में लौट जाएंगे.
प्रशासन ने एक कमरे के कामचलाऊ मकानों की योजना बनाई जो सिर्फ सर्दी, गर्मी और बरसात से बचाने का जुगाड़ थे. इसके पीछे सोच ये थी कि पंडितों को लगे कि इनमें जिंदगी बस किसी तरह ही गुजर सकती है और उनके पास वापस लौटने के अलावा कोई रास्ता नहीं है. बकाया कहते हैं, ‘एक कमरे में 10 लोग होते थे. आप समझ सकते हैं हालात कितने दयनीय रहे होंगे.’
अखबारों में प्रशासन की काफी आलोचना हुई. इससे अधिकारी गुस्से में आ गए. उन्होंने शरणार्थियों पर कायर होने का ताना मारते हुए कहा कि पंडितों को वादी छोड़ने की जरूरत नहीं थी और उन्होंने जम्मू में भी मुश्किलें पैदा कर दी हैं. बकाया कहते हैं, ‘मेरे मन में हमेशा एक ही सवाल होता था, आखिर उन्हें भागने की जरूरत क्या थी?’
बकाया को इसका जवाब कुछ साल बाद मिल गया. वो याद करते हैं, ‘ये 1990 में चरार-ए-शरीफ के जलने के समय की बात है. मैं श्रीनगर में था और शहर में कर्फ्यू लगा हुआ था. रात 12 बजे के बाद की बात रही होगी. अचानक पास की मस्जिद से एक जोर का शोर उठा. मैं भागकर बालकनी में आया. मैंने देखा कि मस्जिद के बाहर लोगों की भारी भीड़ जमा थी और मस्जिद के लाउडस्पीकर से नारे गूंज रहे थे. कश्मीर में अगर रहना है, अल्लाह हो अकबर कहना है. यहां क्या चलेगा, निजाम-ए-मुस्तफा. मेरा दिल जोर-जोर से धड़कने लगा. सिर्फ नारे सुनकर मेरा ये हाल था. उन पंडितों का क्या हुआ होगा जो ऐसे लोगों से घिरे थे. पंडितों की बात सही थी. हमारे पड़ोसी वहां नहीं थे. न कोई सुरक्षा थी न गश्त होती थी. मुझे अपने सवाल का जवाब मिल गया था.’
मगर शरणार्थी पंडितों के सवाल अब भी अनसुलझे हैं. प्रत्येक परिवार को हर महीने अधिकतम 4000 रुपये, नौ किलो चावल, एक किलो चीनी और प्रति व्यक्ति दो किलो आटा मिलता है. ये गुजर-बसर के लिए मिलने वाली राहत है. 39 साल के संजय राजदान अपनी मां, पत्नी और दो बेटों के साथ मुथि कैंप में रहते हैं. 33 साल की उम्र में उनकी शादी हुई और 35 साल की उम्र में उन्हें नौकरी मिली. तीन साल पहले उन्होंने Þाीनगर का अपना घर पांच लाख रुपये में बेच दिया. उन्हें नहीं लगता कि उनकी जिंदगी कभी कैंप से बाहर निकल पाएगी. राजदान कहते हैं, ‘बहुत लंबा वक्त हो गया है. घाटी में रह रहे पंडित भी अब हमसे घुलमिल नहीं पाते. लगता यही है कि मेरी कहानी एक शरणार्थी के रूप में ही खत्म हो जाएगी.’
28 साल के अशोक पंडिता उन कुछ शरणार्थियों में से हैं जिन्हें बाकी के बनिस्बत कामयाब कहा जा सकता है. वो दिल्ली में एक अच्छी कंपनी में सीनियर इंजीनियर हैं. पंडिता के लिए कामयाबी का ये सफर काफी मुश्किलों भरा रहा. वो बताते हैं, ‘कुपवाड़ा में हमारा समृद्ध परिवार था. अखरोट का बगीचा था. बचपन में गांव के कुछ लोग दो-तीन महीने के लिए गायब होकर फिर लौट आते थे. मुझे ये जानने की उत्सुकता होती थी कि आखिर ये लोग कहां जाते हैं. धीरे-धीरे मुझे अहसास होने लगा कि कुछ बदल रहा है. टीचर मुझसे मेरे देश का नाम पूछते तो मैं हिंदुस्तान कहता और मुसलमान बच्चे पाकिस्तान. हालांकि मुझे पता नहीं था कि इनमें क्या फर्क है. फिर एक दिन जिया-उल-हक की मौत हो गई और सरकारी प्राइमरी स्कूल होने पर भी वहां दो दिन की छुट्टी का एलान कर दिया गया. मुङो इंदिरा गांधी की मौत का दिन भी याद है. हमारे स्कूल में खुशियां मनाई जा रहीं थीं. उन्होंने एक महीने की छुट्टी घोषित कर दी थी.
एक दिन कुपवाड़ा में मुस्लिम नेताओं ने एक बैठक की. बैठक के बाद लोगों ने पुलिस और सेना पर हमला शुरू कर दिया. उन्होंने एक सिपाही को मार दिया. सेना ने जवाब में फायरिंग की जिसमें कई मुसलमान मारे गए. इससे पूरे इलाके में तनाव फैल गया.’
पंडिता के पिता में इतनी हिम्मत नहीं थी कि वो बेटे को सच बता पाते इसलिए एक दिन उन्होंने कहा कि वो कुछ दिन के लिए जम्मू घूमने जा रहे हैं. पंडिता कहते हैं, ‘मैं बहुत खुश था क्योंकि मैंने जम्मू नहीं देखा था. मैंने अपना क्रिकेट का सामान वहीं छोड़ दिया. हमने अपनी गाय भी छोड़ दी. शायद मैं थोड़ा बड़ा होता तो विरोध करता. जम्मू में हमें बहुत दिक्कतें हुईं. पढ़ाई में तेज होने की वजह से स्कूलों में हमें ज्यादा तरजीह मिलने लगी. इससे स्थानीय लोग हमारे दुश्मन हो गए. हिंदू ही हमसे लड़ने लगे थे. शुरुआती दिनों में हम यहां कहीं ज्यादा असुरक्षित थे. हम पर दबाव बहुत ज्यादा था. कश्मीर के आतंकवादियों से कहीं ज्यादा नफरत में जम्मू के लोगों से करता हूं. जम्मूवालों ने मुसीबत में हमें लात मारी. मेरा बस एक ही मकसद था — खूब पढ़ना और वहां से बाहर निकलना. जिंदगी मुश्किलों भरी थी. आंधी-तूफान के दौरान हमें सारी रात जगे रहकर अपने तंबू को उड़ने से बचाना होता था. स्थानीय हिंदू हमें कायर कहते थे. हम कुछ नहीं कर सकते थे. मुङो अपने समुदाय की नपुंसकता पर झल्लाहट होती थी. फिर अचानक बाल ठाकरे ने महाराष्ट्र में कश्मीरी पंडितों के लिए शिक्षा कोटे का एलान कर दिया. इस कोटे की वजह से ही मैं जलगांव से इंजीनिय¨रग कर पाया. मैं बाल ठाकरे का बड़ा अहसानमंद हूं.’
हालांकि पंडिता अब भी खुश नहीं हैं. वजह है जम्मू में रह रहे पंडितों में पड़ती आपसी फूट. अपने लिए बन रहे अपार्टमेंट्स के चक्कर में पंडित आपस में ही झगड़ रहे हैं. उनमें से कुछ इस चक्कर में हैं कि उन्हें अच्छा घर अलॉट हो जाए और ऐसा करने के लिए वो सरकारी अधिकारियों को घूस दे रहे हैं. पंडिता कहते हैं, ‘इतना कुछ झेलने के बाद उन्हें ऐसा करते देख कर बहुत बुरा लगता है.’
हालांकि कुछ लोग ऐसे भी हैं जो हालात से निपटने के उपाय खोजने की कोशिश कर रहे हैं. उदाहरण के लिए जम्मू में बनी सबसे नई राजनीतिक पार्टी जम्मू एंड कश्मीर नेशनल यूनाइटेड फ्रंट. चार अगस्त 2008 को चुनाव आयोग इसका पंजीकरण भी कर चुका है. पार्टी की पहली सदस्य हिंदू देवी माता रानी हैं जिनके नाम पर पार्टी नेतृत्व ने पांच रुपये की सदस्यता शुल्क की रसीद काटी है. 57 वर्षीय विजय छिकन इसके कोषाध्यक्ष हैं. उनके मुताबिक पार्टी के 10,000 सदस्य हैं जिनमें 6000, चालीस साल से कम उम्र के हैं. पार्टी का चिन्ह दफोदिल (उर्दू में नरगिस) है और उसका एजेंडा है कश्मीरी पंडितों का पुनर्वास, पंडित समुदाय के नौजवानों को उनके अधिकार और कश्मीरी हिंदुओं के लिए आरक्षण.
कभी छिकन की कश्मीर में अपनी फैक्ट्री हुआ करती थी. उनके कई मुसलमान दोस्त थे जिनमें एक नौजवान बिजली मिस्त्री भी था. एक दिन छिकन को लगा कि वो उनका पीछा कर रहा है. वो बताते हैं, ‘मुझे शक हुआ कि कुछ गड़बड़ है. मैं डर गया. मुङो याद आया कि किस तरह मेरे एक दोस्त की हत्या से पहले उसका ऐसे पीछा किया गया है. मैं एक दुकान में घुस गया और दुकानदार को बातों में उलझकर वक्त काटता रहा. इस दौरान वो भी कुछ दूर स्थित एक दुकान में इंतजार कर रहा था. जब मैं दुकान से बाहर निकला. वो भी बाहर निकल आया. जब वह बहुत करीब आ गया तो मैंने अचानक मुड़कर उससे पूछा कि क्या वो मुझसे कुछ कहना चाहता है. उसने कहा कि उसे किसी मसले पर मुझसे बात करनी थी. मैंने उससे सुबह आने को कहा. रात को मैं घर में न रहकर अपनी ससुराल में रहा फिर वहां से जम्मू चला आया. बाद में पता चला कि उसे मेरी हत्या की जिम्मेदारी दी गई थी.
शरणार्थी की जिंदगी ने छिकन की सोच को जमा दिया है. हर चीज से पहले अब वो कश्मीरी पंडित को रखते हैं. वो कहते हैं, ‘अब जम्मू से भी पंडित बड़ी संख्या में बाहर निकल रहे हैं और मुङो इससे चिंता होती है. जल्द ही दूसरे समुदायों में शादियां होने लगेंगी और हमारा अस्तित्व खतरे में पड़ जाएगा. हमारे भीतर 5000 साल पुराने ‘प्योर जीन्स’ हैं. हमें इसे इसी तरह कायम रखना चाहिए. हमें अपनी संस्कृति को बचाना होगा. जसा आजकल चल रहा है उसे देखते हुए तो लगता नहीं कि भविष्य में कोई बुजुर्ग पंडितों से सलाह-मशविरा लेगा. कंप्यूटर से मैचमेकिंग होने लगेगी और ये नस्ल तबाह हो जाएगी.’
पंडितों को किसी पर भरोसा नहीं. एक समय था जब वो इस बात पर हैरान होते थे कि उनका देश उन्हें बचाने के लिए आगे क्यों नहीं आया. अब उन्हें इसकी वजह मालूम है. पंडित अब अपने वोट को हथियार बनाना चाहते हैं. इसका एक तरीका ये है कि वो एक ही जगह पर रहें. इसीलिए वो अपने लिए अलग से एक शहर की मांग कर रहे हैं.
संजय राजदान के घर में उनका बेटा पहाड़े का सबक सीख रहा है, पांच इकम पांच, पांच दूने सात..एक दिन उसकी गणित सही हो जाएगी और तब वो हिसाब मांगेगा. बेहतर होगा

अपने ही देश में शरणार्थी बन चुके कश्मीरी पंडितों की किसी को सुध ही नहीं. विजय सिम्हा की रिपोर्ट
गोली सिर्फ शरीर को भेदती है जबकि सोच एक समूची नस्ल को. 1990 में जब कश्मीर में अलगाववाद शुरू हुआ तो माहौल में गोलियों के अलावा एक सोच भी घुलने लगी थी. फुसफुसाहटें, पोस्टर और लाउडस्पीकरों से गूंजते नारे इसका अहसास कराते थे.
हम क्या चाहते? आजादी, आजादी
सरहद पार जाएंगे, क्लैश्निकोव लाएंगे
और सबसे ज्यादा भयावह..बटो रोअस ते बटनियो सान, इस बनाओ पाकिस्तान (पंडित के बिना, पंडितानियों के साथ, हम बनाएंगे पाकिस्तान.)
इस सोच को कई बार शब्दों के बिना भी महसूस किया जा सकता था. कभी बदली हुई नजरों से तो कभी बदलते हुए बर्ताव से..
तभी से एक नस्ल के लिए बुरे दिनों की शुरुआत हो गई थी. पहली चोट थी टीका लाल टपलू की हत्या. पेशे से वकील और भाजपा की जम्मू-कश्मीर इकाई के उपाध्यक्ष टपलू चरमपंथियों की गोली का पहला शिकार बने थे. 14 सितंबर 1989 को श्रीनगर में कश्मीरी पंडितों की बस्ती हब्बा कदल के पास उनकी गोली मारकर हत्या कर दी गई थी. जब टपलू की शवयात्रा, जिसमें लालकृष्ण आडवाणी भी शामिल हुए थे, निकल रही थी तो नकाब पहने अलगाववादियों ने उस पर पत्थरबाजी की और जबर्दस्ती बंद दुकानें खुलवाईं.
तब से लेकर आज तक कोई चार लाख कश्मीरी पंडित कश्मीर से गायब हो चुके हैं. ‘बुद्धि ही बल है’, इस सिद्धांत को पूजने वाले कश्मीरी पंडितों को जब घाटी छोड़ने के लिए मजबूर किया गया तो बल के आगे उनकी बुद्धि ने घुटने टेक दिए. उन्हें भागकर जम्मू आना पड़ा. खुली वादियों के बाशिंदों को यहां मिली तंग बस्तियां और अपने ही देश में शरणार्थी होने का दर्द.
18 साल बीत चुके हैं. धूलभरी इन बस्तियों में कश्मीरी पंडितों के उस धूल-धूसरित गर्व को आज भी महसूस किया जा सकता है जो कभी उन्हें अपनी नस्ल पर था. चुनाव का दौर है मगर उनके वोटों की चिंता लगभग किसी को नहीं. जो ये चिंता करने का कष्ट उठाते हुए इन शरणार्थी कैंपों की तरफ आते भी हैं उन्हें ये नजारा दिखता है.
पंडितों, जिन्हें बाकी लोग माइग्रेंट्स यानी शरणार्थी कहते हैं, की दुनिया में जिंदगी कुल जमा दो कदमों का खेल है. उनकी दुनिया एजबेस्टस की छत और चार दीवारों के मेल से बने एक कमरे में सिमटी हुई है. अगर आप इस दुनिया के बीचों-बीच खड़े हों तो दो कदम इधर टॉयलेट है और दो कदम उधर रसोई. दो कदम इस तरफ दीवार पर बना पूजाघर है और दो कदम उस तरफ टीवी. मां-बाप, बहू-बेटा, पोता-पोती सब एक कमरे में रहते हैं. जवान बहू-बेटे को कुछ एकांत मिल सके, इसके लिए बूढ़ी मां या बाप को जबर्दस्ती या तो रिश्तेदारों के यहां जाना पड़ता है या फिर कमरे के बाहर. पर घर में कोई बच्चा हो तो फिर कोई चारा नहीं. बाहर निकलने पर गली नाम की जो चीज दिखती है उससे एक बार में बस एक ही आदमी आराम से गुजर सकता है. अगर दो लोग आमने-सामने से आ रहे हों तो अगल-बगल से गुजरने के लिए उन्हें मुड़कर आमने-सामने होना पड़ता है.
सुबह होने के साथ-साथ बस्ती में रहने वाले बूढ़े एक हाथ में स्टूल और दूसरे हाथ में बांस का पंखा लेकर घर से चलते हैं और बस्ती से लगती सड़क के किनारे बैठ जाते हैं. सपाट चेहरे के साथ आती-जाती गाड़ियों और लोगों को देखती इन जिंदगियों को देखकर लगता है जसे मौत के इंतजार में वो बस किसी तरह वक्त काट रही हैं. दोपहर में घर से खाने का बुलावा आता है और इसके बाद फिर वही इंतजार शुरू हो जाता है. तब तक जब तक कि दिन की रोशनी पूरी तरह ढल नहीं जाती.
24 साल की बबीता रैना जवान है और खूबसूरत भी. जब वो यहां आई थी तो उसकी उम्र महज छह साल थी. बबीता को लगने लगा है कि उसका समय खत्म हो रहा है. वो कहती है, ‘मेरी जिंदगी में कुछ भी अच्छा नहीं. अपने चारों तरफ देखिए. एक कमरे में मैं क्या कर सकती हूं? कुछ सोच नहीं सकती, नाराज नहीं हो सकती. लड़के मुझ में दिलचस्पी नहीं लेते क्योंकि मैं कैंप में रहती हूं. पिछले हफ्ते फोन पर एक लड़के से बात कर रही थी तो कैंप में बात उड़ गई कि मेरा चक्कर चल रहा है.’
बात खत्म करने के बाद बबीता कुछ मिनटों तक दीवार को ताकती रहती है फिर उसकी आंखों से आंसू झरने लगते हैं. वो बहुत भावुक है. जिंदगी से उसे ज्यादा कुछ नहीं चाहिए. उसकी सबसे बड़ी चाह यही है कि कोई नौकरी मिले तो इस जगह से छुटकारा हो. बबीता कंप्यूटर्स से एक पोस्ट ग्रेजुएट कोर्स कर रही है. वो कहती है, ‘मैं डॉक्टर बनना चाहती थी. मगर जानती हूं कि ज्यादा से ज्यादा मुङो दिल्ली में कोई कंप्यूटर जॉब ही मिल सकता है. उस दिन मेरा दूसरा जन्म होगा जिस दिन पते की जगह मुङो 117, मुथि कैंप नहीं लिखना होगा.’
18 साल बहुत लंबा वक्त होता है. और कभी-कभी जब घर पहुंचने में ज्यादा लंबा वक्त लग जाए तो आप अनचाहे भी हो सकते हैं. कश्मीर में आग अब भी धधक रही है. कट्टरपंथी मुस्लिम नेताओं की पंडितों की वापसी में कोई दिलचस्पी नहीं है. पंडितों के मुसलमान दोस्त अपनी जान का खतरा मोल नहीं लेना चाहते और जम्मू में स्थानीय हिंदू उन पर तानाकशी करते हैं.
राजनाथ डार 44 साल के हैं. छह साल पहले ही उन्हें एक प्राइवेट फाइनैंस कंपनी में नौकरी मिली थी. तनख्वाह 6000 रुपये महीना है. जब तक वो 50 के होंगे तब तक ये आंकड़ा ज्यादा से ज्यादा 8000 तक पहुंचेगा. उन्हें अपनी बेटी की शादी की फिक्र है. डार कहते हैं, ‘कम से से कम अब मैं सुबह नौकरी पर जाने के लिए बस तो पकड़ता हूं. इससे पहले 12 साल तक तो मैं सुबह छह बजे उठता था और अपने दोस्तों के दरवाजों पर कंकड़ मारकर उन्हें जगाता था. इसके बाद दोपहर के खाने तक हम गप्पें मारते थे, अखबार पढ़ते थे और कैरम, वॉलीबॉल और क्रिकेट खेलते थे. उसके बाद टीवी पर खबरें देखना होता था. कई साल तक दिन यूं ही गुजरे.’
कभी-कभी प्रशासन और सरकार को उनकी सुध आई भी. कुछ समय पहले प्रधानमंत्री मनमोहन सिंह कैंप में आए थे. उनसे मुलाकात के दौरान 80 साल के एक बूढ़े ने अपने छोटे से कमरे के छोटे से दरवाजे की ओर इशारा करते हुए पूछा, ‘जब मैं मरूंगा तो लोग मेरी लाश कैसे बाहर निकालेंगे.’ सिंह भावुक हो गए. उन्हें अहसास हुआ कि नाम के ये घर लोगों को सर्दी, गर्मी और बरसात से भले ही बचा लेते हों मगर रहने वालों से उनका आत्मविश्वास छीन लेते हैं. शायद इसी घटना की प्रतिक्रिया में उन्होंने पंडितों के लिए करोड़ों रुपये के पैकेज का एलान कर दिया. उन्होंने कहा कि पंडितों को जम्मू से कुछ दूर एक नए शहर में फिर से बसाया जाएगा. एक प्रधानमंत्री ज्यादा से ज्यादा यही कर सकता है. वो राहत पैकेज दे सकता है. मगर पंडितों के दिमाग में बसा डर और शक और अतिवादी मुसलमान के मन में सुलग रहा गुस्सा दूर नहीं कर सकता.
जख्म भले ही भर जाते हों मगर उनकी टीस रह-रहकर सालती है. खासकर तब जब आप चाहकर भी किसी के लिए कुछ न कर पाएं. 1989 में जब शरणार्थी जम्मू पहुंचने लगे तो विजय बकाया वहां के जिला कलेक्टर थे. कश्मीरी पंडित समुदाय से ही ताल्लुक रखने वाले बकाया के पास उनके लिए न कोई जवाब था, न पैसा और न जगह. बकाया याद करते हैं, ‘वे अपने ट्रक मेरे घर के बाहर खड़े कर देते थे. नौजवान, जिंदगी में पहली बार अपने गांवों से बाहर निकली बूढ़ी औरतें..सबके चेहरों पर सवाल. पेशेवर नौकरशाह होने की वजह से मैं उनके साथ घुलमिल नहीं पा रहा था. मेरी बीवी और मां ने मुझसे झगड़ना शुरू कर दिया कि मैं उनके लिए कुछ कर क्यों नहीं रहा.’
खदेड़े जाने से पहले पंडित वादी की ठंडी आबोहवा में रहते थे. जम्मू इस मामले में बिल्कुल अलग ही दुनिया थी - गर्म, धूलभरी और डरावनी. जम्मू में पंडितों की भीड़ बढ़ रही थी. जिस जगह वे जमा हो रहे थे वो सांपों का इलाका था. कुछ पंडित उनके काटने से मारे गए. कुछ और लू की भेंट चढ़ गए. बकाया कहते हैं, ‘जम्मू में हमारे पास एंटी वेनम सीरम नहीं था. हमें ये दिल्ली से मंगवाना पड़ा.’ दूसरी समस्या गर्मी की थी. पंडितों को राहत पहुंचाने के लिए बड़ी संख्या में बर्फ की सिल्लियां कैंपों में रखी गईं.

अखबारों में प्रशासन की काफी आलोचना हुई. इससे अधिकारी गुस्से में आ गए. उन्होंने शरणार्थियों पर कायर होने का ताना मारते हुए कहा कि पंडितों को वादी छोड़ने की जरूरत नहीं थी और उन्होंने जम्मू में भी मुश्किलें पैदा कर दी हैं. बकाया कहते हैं, ‘मेरे मन में हमेशा एक ही सवाल होता था, आखिर उन्हें भागने की जरूरत क्या थी?’
बकाया को इसका जवाब कुछ साल बाद मिल गया. वो याद करते हैं, ‘ये 1990 में चरार-ए-शरीफ के जलने के समय की बात है. मैं श्रीनगर में था और शहर में कर्फ्यू लगा हुआ था. रात 12 बजे के बाद की बात रही होगी. अचानक पास की मस्जिद से एक जोर का शोर उठा. मैं भागकर बालकनी में आया. मैंने देखा कि मस्जिद के बाहर लोगों की भारी भीड़ जमा थी और मस्जिद के लाउडस्पीकर से नारे गूंज रहे थे. कश्मीर में अगर रहना है, अल्लाह हो अकबर कहना है. यहां क्या चलेगा, निजाम-ए-मुस्तफा. मेरा दिल जोर-जोर से धड़कने लगा. सिर्फ नारे सुनकर मेरा ये हाल था. उन पंडितों का क्या हुआ होगा जो ऐसे लोगों से घिरे थे. पंडितों की बात सही थी. हमारे पड़ोसी वहां नहीं थे. न कोई सुरक्षा थी न गश्त होती थी. मुझे अपने सवाल का जवाब मिल गया था.’
मगर शरणार्थी पंडितों के सवाल अब भी अनसुलझे हैं. प्रत्येक परिवार को हर महीने अधिकतम 4000 रुपये, नौ किलो चावल, एक किलो चीनी और प्रति व्यक्ति दो किलो आटा मिलता है. ये गुजर-बसर के लिए मिलने वाली राहत है. 39 साल के संजय राजदान अपनी मां, पत्नी और दो बेटों के साथ मुथि कैंप में रहते हैं. 33 साल की उम्र में उनकी शादी हुई और 35 साल की उम्र में उन्हें नौकरी मिली. तीन साल पहले उन्होंने Þाीनगर का अपना घर पांच लाख रुपये में बेच दिया. उन्हें नहीं लगता कि उनकी जिंदगी कभी कैंप से बाहर निकल पाएगी. राजदान कहते हैं, ‘बहुत लंबा वक्त हो गया है. घाटी में रह रहे पंडित भी अब हमसे घुलमिल नहीं पाते. लगता यही है कि मेरी कहानी एक शरणार्थी के रूप में ही खत्म हो जाएगी.’
28 साल के अशोक पंडिता उन कुछ शरणार्थियों में से हैं जिन्हें बाकी के बनिस्बत कामयाब कहा जा सकता है. वो दिल्ली में एक अच्छी कंपनी में सीनियर इंजीनियर हैं. पंडिता के लिए कामयाबी का ये सफर काफी मुश्किलों भरा रहा. वो बताते हैं, ‘कुपवाड़ा में हमारा समृद्ध परिवार था. अखरोट का बगीचा था. बचपन में गांव के कुछ लोग दो-तीन महीने के लिए गायब होकर फिर लौट आते थे. मुझे ये जानने की उत्सुकता होती थी कि आखिर ये लोग कहां जाते हैं. धीरे-धीरे मुझे अहसास होने लगा कि कुछ बदल रहा है. टीचर मुझसे मेरे देश का नाम पूछते तो मैं हिंदुस्तान कहता और मुसलमान बच्चे पाकिस्तान. हालांकि मुझे पता नहीं था कि इनमें क्या फर्क है. फिर एक दिन जिया-उल-हक की मौत हो गई और सरकारी प्राइमरी स्कूल होने पर भी वहां दो दिन की छुट्टी का एलान कर दिया गया. मुङो इंदिरा गांधी की मौत का दिन भी याद है. हमारे स्कूल में खुशियां मनाई जा रहीं थीं. उन्होंने एक महीने की छुट्टी घोषित कर दी थी.
एक दिन कुपवाड़ा में मुस्लिम नेताओं ने एक बैठक की. बैठक के बाद लोगों ने पुलिस और सेना पर हमला शुरू कर दिया. उन्होंने एक सिपाही को मार दिया. सेना ने जवाब में फायरिंग की जिसमें कई मुसलमान मारे गए. इससे पूरे इलाके में तनाव फैल गया.’
पंडिता के पिता में इतनी हिम्मत नहीं थी कि वो बेटे को सच बता पाते इसलिए एक दिन उन्होंने कहा कि वो कुछ दिन के लिए जम्मू घूमने जा रहे हैं. पंडिता कहते हैं, ‘मैं बहुत खुश था क्योंकि मैंने जम्मू नहीं देखा था. मैंने अपना क्रिकेट का सामान वहीं छोड़ दिया. हमने अपनी गाय भी छोड़ दी. शायद मैं थोड़ा बड़ा होता तो विरोध करता. जम्मू में हमें बहुत दिक्कतें हुईं. पढ़ाई में तेज होने की वजह से स्कूलों में हमें ज्यादा तरजीह मिलने लगी. इससे स्थानीय लोग हमारे दुश्मन हो गए. हिंदू ही हमसे लड़ने लगे थे. शुरुआती दिनों में हम यहां कहीं ज्यादा असुरक्षित थे. हम पर दबाव बहुत ज्यादा था. कश्मीर के आतंकवादियों से कहीं ज्यादा नफरत में जम्मू के लोगों से करता हूं. जम्मूवालों ने मुसीबत में हमें लात मारी. मेरा बस एक ही मकसद था — खूब पढ़ना और वहां से बाहर निकलना. जिंदगी मुश्किलों भरी थी. आंधी-तूफान के दौरान हमें सारी रात जगे रहकर अपने तंबू को उड़ने से बचाना होता था. स्थानीय हिंदू हमें कायर कहते थे. हम कुछ नहीं कर सकते थे. मुङो अपने समुदाय की नपुंसकता पर झल्लाहट होती थी. फिर अचानक बाल ठाकरे ने महाराष्ट्र में कश्मीरी पंडितों के लिए शिक्षा कोटे का एलान कर दिया. इस कोटे की वजह से ही मैं जलगांव से इंजीनिय¨रग कर पाया. मैं बाल ठाकरे का बड़ा अहसानमंद हूं.’
हालांकि पंडिता अब भी खुश नहीं हैं. वजह है जम्मू में रह रहे पंडितों में पड़ती आपसी फूट. अपने लिए बन रहे अपार्टमेंट्स के चक्कर में पंडित आपस में ही झगड़ रहे हैं. उनमें से कुछ इस चक्कर में हैं कि उन्हें अच्छा घर अलॉट हो जाए और ऐसा करने के लिए वो सरकारी अधिकारियों को घूस दे रहे हैं. पंडिता कहते हैं, ‘इतना कुछ झेलने के बाद उन्हें ऐसा करते देख कर बहुत बुरा लगता है.’
हालांकि कुछ लोग ऐसे भी हैं जो हालात से निपटने के उपाय खोजने की कोशिश कर रहे हैं. उदाहरण के लिए जम्मू में बनी सबसे नई राजनीतिक पार्टी जम्मू एंड कश्मीर नेशनल यूनाइटेड फ्रंट. चार अगस्त 2008 को चुनाव आयोग इसका पंजीकरण भी कर चुका है. पार्टी की पहली सदस्य हिंदू देवी माता रानी हैं जिनके नाम पर पार्टी नेतृत्व ने पांच रुपये की सदस्यता शुल्क की रसीद काटी है. 57 वर्षीय विजय छिकन इसके कोषाध्यक्ष हैं. उनके मुताबिक पार्टी के 10,000 सदस्य हैं जिनमें 6000, चालीस साल से कम उम्र के हैं. पार्टी का चिन्ह दफोदिल (उर्दू में नरगिस) है और उसका एजेंडा है कश्मीरी पंडितों का पुनर्वास, पंडित समुदाय के नौजवानों को उनके अधिकार और कश्मीरी हिंदुओं के लिए आरक्षण.
कभी छिकन की कश्मीर में अपनी फैक्ट्री हुआ करती थी. उनके कई मुसलमान दोस्त थे जिनमें एक नौजवान बिजली मिस्त्री भी था. एक दिन छिकन को लगा कि वो उनका पीछा कर रहा है. वो बताते हैं, ‘मुझे शक हुआ कि कुछ गड़बड़ है. मैं डर गया. मुङो याद आया कि किस तरह मेरे एक दोस्त की हत्या से पहले उसका ऐसे पीछा किया गया है. मैं एक दुकान में घुस गया और दुकानदार को बातों में उलझकर वक्त काटता रहा. इस दौरान वो भी कुछ दूर स्थित एक दुकान में इंतजार कर रहा था. जब मैं दुकान से बाहर निकला. वो भी बाहर निकल आया. जब वह बहुत करीब आ गया तो मैंने अचानक मुड़कर उससे पूछा कि क्या वो मुझसे कुछ कहना चाहता है. उसने कहा कि उसे किसी मसले पर मुझसे बात करनी थी. मैंने उससे सुबह आने को कहा. रात को मैं घर में न रहकर अपनी ससुराल में रहा फिर वहां से जम्मू चला आया. बाद में पता चला कि उसे मेरी हत्या की जिम्मेदारी दी गई थी.
शरणार्थी की जिंदगी ने छिकन की सोच को जमा दिया है. हर चीज से पहले अब वो कश्मीरी पंडित को रखते हैं. वो कहते हैं, ‘अब जम्मू से भी पंडित बड़ी संख्या में बाहर निकल रहे हैं और मुङो इससे चिंता होती है. जल्द ही दूसरे समुदायों में शादियां होने लगेंगी और हमारा अस्तित्व खतरे में पड़ जाएगा. हमारे भीतर 5000 साल पुराने ‘प्योर जीन्स’ हैं. हमें इसे इसी तरह कायम रखना चाहिए. हमें अपनी संस्कृति को बचाना होगा. जसा आजकल चल रहा है उसे देखते हुए तो लगता नहीं कि भविष्य में कोई बुजुर्ग पंडितों से सलाह-मशविरा लेगा. कंप्यूटर से मैचमेकिंग होने लगेगी और ये नस्ल तबाह हो जाएगी.’
पंडितों को किसी पर भरोसा नहीं. एक समय था जब वो इस बात पर हैरान होते थे कि उनका देश उन्हें बचाने के लिए आगे क्यों नहीं आया. अब उन्हें इसकी वजह मालूम है. पंडित अब अपने वोट को हथियार बनाना चाहते हैं. इसका एक तरीका ये है कि वो एक ही जगह पर रहें. इसीलिए वो अपने लिए अलग से एक शहर की मांग कर रहे हैं.
संजय राजदान के घर में उनका बेटा पहाड़े का सबक सीख रहा है, पांच इकम पांच, पांच दूने सात..एक दिन उसकी गणित सही हो जाएगी और तब वो हिसाब मांगेगा. बेहतर होगा

[Yesterday, Swami Jayendra Saraswati Ji, Sankaracharya of Kanchi Kamakoti Matham, met Cardinal Jean-Louis Pierre Tauran, president of Vatican’s Pontifical Council for Inter-religious Dialogue, and others, in Mumbai for a Hindu-Catholic dialogue. The meeting was closed door, but informed sources said it was high voltage and shut the door on future dialogue unless all church denominations agree to eschew conversions. Below is the text of the prepared speech of Pujya Perivaar, which He relied upon when making His presentation – Editor]
1] Exactly one month ago to the date, the Pope went to Jerusalem where Jesus was born, for a similar dialogue that the Vatican had undertaken with the Chief Rabbinate of Israel. At the end of that meeting when the Pope and Ashkenazi Chief Rabbi Yona Metzer jointly addressed the Press and Media, the Chief Rabbi thanked the Pope for assuring the Chief Rabbinate that the Catholic Church would desist and cease from all missionary and conversion activities among the Jews. This is construed as endorsed and agreed by the Pope since he was present in the press meet. We need a similar commitment from the Church for Hindus.
2] After such inter-faith meetings, the points agreed have to be faithfully abided. Otherwise the will be no point in holding such meetings. Unless the Church reassures Hindus that it will not conduct itself in a manner that wounds Hindu sensibilities and follows up on those assurances, such inter-faith meetings, no matter how frequently they are held, will be futile and will not serve any meaningful cause.
3] In 1999, Pope Johan Paul II had stated that the mission of the Vatican was to plant the Cross in Asia in the third millennium to facilitate the Christianizing of the world, which alone would cause the Second Coming of Jesus Christ. The Pope must tell us the rationale for the First Coming of Jesus Christ when there was no Christianity or the Church to undertake the mission to Christianize the world.
4] We see the USCIRF (US Commission on International Religious Freedom) as an intrusive mechanism of a foreign government to interfere in the internal affairs of this country. The USCIRF, which has been permitted to visit this country to hold meetings with our people to ascertain religious freedom in our country, must no longer be permitted to enter this country on this intrusive mission. We will not allow external interference into our internal affairs.
5] We know that very large amounts of money come into this country for Churches and Christian groups, ostensibly for charitable work. These funds should be used only for social causes like health, education etc and should not be used for religious conversion. During these dialogues, it should be agreed that the funds should be distributed to all Organisations who do charitable work, irrespective of the organisations’ religious faith. A common pool should be created and a Committee formed to distribute and monitor the usage of these funds.
6] It has become easy for the Missionaries to convert Hindus. All Hindu Organisations and Associations should work together to educate Hindus and eradicate the conversion activity.
7] Hindu dharma is by nature diverse and so all different panthas and sampradayas co-exist on this bhumi without seeking to destroy the others. Hindu dharma has nurtured and supported all faiths and religions because that is the way of dharma. We expect that religions which have come into this bhumi from other lands will respect this vital characteristic of Hindu dharma and not do anything to subvert or disturb the sense of nationhood of this country. Hindu dharma and the Hindu people welcome Christians and Muslims, Parsis and Jews to make this land their home. We expect from these religions that they will not seek to destroy our faith, our religion and wound our religious sensibilities. We encourage all religions to live with mutual respect and harmony in a shared sense of nationalism which should bind us all as one nation. Nationalism should come first.
8] We are aware of the preaching that they [church] will cure diseases and ailments if the individual converts to their faith. This is illegal as per the DRUGS AND MAGIC REMEDIES ACT 1954.
9] Most of the countries in the world (USA, UK, Japan, Middle-east nations, Pakistan, Sri Lanka etc.), adopt national resolutions and statements of intent proclaimed by their governments and their tallest religious bodies, affirming their determination to protect and defend the culture and the religion from which their cultures derive. In India alone we pass resolutions which officially and legally promote an irreligious and unspiritual creed called secularism. Secularism is an administrative quality; it cannot be the soul of this nation. The soul of this nation is religious and spiritual. We call upon our government and other important religious bodies to recognize this truth and affirm their commitment to protect the soul of this nation.
10] The Buddhist Mahasangha and the Joint Committee of Buddhist Organizations have declared their intention to get the Sri Lankan government to pilot and pass a national anti-conversion Bill and make it law. We welcome this move and strongly endorse this measure.
11] The Church in India must stop forthwith the use of Hindu religious words, phrases and symbols like Veda, Agama, Rishi, Ashrama, Om and other such in what is referred to as ‘inculturation’ tactics, but which are only intended to deceive the vulnerable sections of our people who are the intended targets for religious conversion. This is also insulting to and wounding the religious sensitivities of Hindus. Similarly it has been brought to our notice that some churches are scripting a new Bible for the new converts by usurping sections of our sacred Vedas, Upanishads and Puranas and incorporating them into the Bible. This must stop immediately and all such Bibles must be withdrawn from circulation. We urge the Indian government to look into the issue and do the needful

In the name of a strange religious diplomacy called inter-faith dialogue, Swami Jayendra Saraswati, Shankaracharya of Kanchi Kamakoti Matham, will today meet Cardinal Jean-Louis Pierre Tauran, president of the Vatican’s Pontifical Council for Inter-religious Dialogue, and other religious leaders, in Mumbai. The catholic delegation will include native Catholics like Cardinal Oswald Gracias, president of the Catholic Bishop’s Conference of India and Bishop Thomas Dabre of Pune.
The meeting, at the initiative of the Catholic Church, allegedly aims to spread understanding among different religious groups, but actually intends to arraign India’s native Hindu majority for so-called attacks on minorities (read Christians). It highlights problems (sic) of Christians in Kandhamal, Orissa, but omits to mention the brutal gunning down of octogenarian Swami Laxmanananda Saraswati and four disciple-monks on Janmasthami day, 2008, with AK-47 rifles.
Seen in this perspective, the meeting may be viewed as a precursor to the forthcoming visit of the US Commission for International Religious Freedom, which the Sonia Gandhi-led UPA scandalously permitted to enter India to examine the status of religious freedom in Gujarat and Orissa – states where poor native peoples are constantly being pressurised to change their faith by groups with access to huge funds and menacing weaponry. For the Christian West, freedom of religion means only the freedom to convert non-Christians to Christianity; and never the freedom to practice the faith of one’s birth, if that faith is non-Christian.
More recently, Swami Ramcharan Das of Puri, Orissa, was hacked to death outside his ashram. Clearly this privilege of being dispatched to the other world for the offence of the valiant defence of Hindu Dharma has been reserved for sannyasis alone.
Jews exempted
Given the gritty determination with which all denominations of the church, from the Catholics to the Protestants to the newer charismatic cults, pursue conversions in the non-monotheistic world, with money and all kinds of dubious allurements and muscular pressures, it comes as a shock to learn that the Vatican has chickened out of evangelism among the Jews.
This is all the more surprising when one notes that Christians boldly peddle the Bible in Muslim countries or areas where they feel either dominant or secure – in Iraq, Afghanistan, Pakistan, even our Kashmir Valley! Islam’s menacing jihadi visage is apparently no deterrent in this regard, no doubt because of the comforting presence of American guns in Iraq, Afghanistan and Pakistan, and the political subservience of the regimes in all countries. Faith and Empire, Faith and Trade, have ever gone hand in hand – so it is even today.
Yet on 12 May 2009, the Jerusalem Post reported – “Vatican to stop missionizing Jews” (by Abe Selig). During his historic journey to Jerusalem last month, Pope Benedict XVI met the chief Sephardic and Ashkenazi rabbis at Heichal Shlomo and agreed that the Catholic Church would cease all missionary activity among Jews.
Christian friends say this abject surrender of the Church’s mission to evangelise the world before the Jewish community with which the Church has been in fratricidal conflict since its inception two millennia ago, is the culmination of the Second Vatican Council – a little-understood but immensely significant meeting which entrenched the Jewish Bible (Old Testament) as the fountainhead of Christian theology. This completely undermined Christian resistance to Jewish religious supremacy.
Many Catholics believe the Second Vatican Council was the consequence of covert Jewish arm-twisting in the aftermath of Hilter’s holocaust, in which the papacy was implicated by Jews.
For non-Christians, the 1962-65 ecumenical council known as Vatican II was a menacing call to resume the conversion agenda with gusto to reaffirm the supremacy of the old colonial powers in the new era. But unknown to non-monotheists, it was also an abject surrender before the Jews, the first children of the common patriarch, Abraham. [We shall be dealing with these subjects in subsequent days].
The ecumenical council absolved Judaism of the historical allegation of having killed Jesus. A chorus of Hindu voices proclaiming Christianity as the Religion of Colonial Powers, and freedom of religion a mask for the political subversion of native faiths, could put all Christian forces on the defensive. Conversion is nothing but cultural rape and religious annihilation.
Hindus should demand that the United Nations (another western stooge) declare missionary activity a crime against humanity.

In the name of a strange religious diplomacy called inter-faith dialogue, Swami Jayendra Saraswati, Shankaracharya of Kanchi Kamakoti Matham, will today meet Cardinal Jean-Louis Pierre Tauran, president of the Vatican’s Pontifical Council for Inter-religious Dialogue, and other religious leaders, in Mumbai. The catholic delegation will include native Catholics like Cardinal Oswald Gracias, president of the Catholic Bishop’s Conference of India and Bishop Thomas Dabre of Pune.
The meeting, at the initiative of the Catholic Church, allegedly aims to spread understanding among different religious groups, but actually intends to arraign India’s native Hindu majority for so-called attacks on minorities (read Christians). It highlights problems (sic) of Christians in Kandhamal, Orissa, but omits to mention the brutal gunning down of octogenarian Swami Laxmanananda Saraswati and four disciple-monks on Janmasthami day, 2008, with AK-47 rifles.
Seen in this perspective, the meeting may be viewed as a precursor to the forthcoming visit of the US Commission for International Religious Freedom, which the Sonia Gandhi-led UPA scandalously permitted to enter India to examine the status of religious freedom in Gujarat and Orissa – states where poor native peoples are constantly being pressurised to change their faith by groups with access to huge funds and menacing weaponry. For the Christian West, freedom of religion means only the freedom to convert non-Christians to Christianity; and never the freedom to practice the faith of one’s birth, if that faith is non-Christian.
More recently, Swami Ramcharan Das of Puri, Orissa, was hacked to death outside his ashram. Clearly this privilege of being dispatched to the other world for the offence of the valiant defence of Hindu Dharma has been reserved for sannyasis alone.
Jews exempted
Given the gritty determination with which all denominations of the church, from the Catholics to the Protestants to the newer charismatic cults, pursue conversions in the non-monotheistic world, with money and all kinds of dubious allurements and muscular pressures, it comes as a shock to learn that the Vatican has chickened out of evangelism among the Jews.
This is all the more surprising when one notes that Christians boldly peddle the Bible in Muslim countries or areas where they feel either dominant or secure – in Iraq, Afghanistan, Pakistan, even our Kashmir Valley! Islam’s menacing jihadi visage is apparently no deterrent in this regard, no doubt because of the comforting presence of American guns in Iraq, Afghanistan and Pakistan, and the political subservience of the regimes in all countries. Faith and Empire, Faith and Trade, have ever gone hand in hand – so it is even today.
Yet on 12 May 2009, the Jerusalem Post reported – “Vatican to stop missionizing Jews” (by Abe Selig). During his historic journey to Jerusalem last month, Pope Benedict XVI met the chief Sephardic and Ashkenazi rabbis at Heichal Shlomo and agreed that the Catholic Church would cease all missionary activity among Jews.
Christian friends say this abject surrender of the Church’s mission to evangelise the world before the Jewish community with which the Church has been in fratricidal conflict since its inception two millennia ago, is the culmination of the Second Vatican Council – a little-understood but immensely significant meeting which entrenched the Jewish Bible (Old Testament) as the fountainhead of Christian theology. This completely undermined Christian resistance to Jewish religious supremacy.
Many Catholics believe the Second Vatican Council was the consequence of covert Jewish arm-twisting in the aftermath of Hilter’s holocaust, in which the papacy was implicated by Jews.
For non-Christians, the 1962-65 ecumenical council known as Vatican II was a menacing call to resume the conversion agenda with gusto to reaffirm the supremacy of the old colonial powers in the new era. Know your enemy
The Second Vatican Council exhorted the faithful, clergy and laity alike to reach out to non-Christian peoples to engage them in dialogue. This Council made the startling submission that the Catholic Church acknowledged that while all religions had some elements of truth in them, only the Christian faith had all the truth and that the Catholic Church alone was the repository of that truth. The Catholic Church states that the essence of the Christian faith is its salvific quality – the power to ‘save’. It accepts that all religions may have some salvific capacity in them but only the Christian faith is wholly salvific.
Hindus who promote inter-faith dialogue must know what they are getting into when they sit across the table with an intolerant, fascist religion. They must know the enemy before them for what it is, as it is, in its own words. Hindus go to the table with absolutely no knowledge of the nature of the enemy and go to these meetings with no prior planning and equipped with little besides their smug tolerance and pacifism. At the end of all such ‘dialogues’ Hindus have either failed to assert their position or ended up signing documents and resolutions most insulting to Hindus. These inter-faith dialogues, because Hindus did not care to know the enemy, have always ended favorably for the Church. This of course is not to say that these resolutions and declarations are in any way binding upon Hindu society which knows exactly how to deal with jihad and the evangelising missionaries. The problem is with idiot Hindus who think there is an intellectual and pacifist way to deal with issues of survival.
Non-resident Hindus and Hindu PIOs living in Europe and America, and globe-trotting gurus and sannyasis with growing numbers of foreign bhaktas and foreign funds have been guilty of drawing Hindus at home and high Hindu religious organizations into the vortex of inter-religious or inter-faith dialogue with foreigners. Growing NRI Hindu and non-Indian Hindu influence on a section of Hindu religious leaders and formerly Hindu political leaders has made these leaders look more and more at overseas Hindus and their interests to the detriment of Hindu interests in the country. It must be emphasized that in all these dialogues Hindu religious leaders have belonged to non-traditional, new cult, or neo-vedantin sects. The Mumbai inter-faith dialogue for the first time will have the high-voltage presence of the senior pontiff of the Kanchi matham while all other Hindu sanyasis at this meet come from the non-traditional stream.
This point deserves close attention for only one reason. Religious leaders of traditional mathams are rooted in centuries-old tradition and are the living symbols of a timeless heritage with the extraordinary responsibility not only to preserve that heritage but to hand it down to the next generation. This is a mind-boggling and breath-taking responsibility. Mathathipathis, Adeenams and Mandaleshwars do not act as individuals driven by personal beliefs or fleeting interests and are therefore very unlikely to give in to any demand from the Church and even more unlikely to make any concession harmful to Hindu dharma or dharmi. And that is why at all these dialogues we find only Hindu religious leaders from non-traditional streams engaged in a dialogue with the Church, in the Church’s own territory or in territory loyal to the Church. Hindu religious leaders knowingly and willingly start with this disadvantage. One does not meet the enemy on his territory unless one is Srikrishna.
The intense discussion of the Superiors General in New York in 2000 points to an existential dilemma among a section of the Catholic Hierarchy – if religious conversion or ‘taking the gospel to those who have not heard it yet’ is the Church’s whole and only mission, then what is the purpose of inter-faith dialogue and what is the relationship between Proclamation and Dialogue? Good question; and it has been answered unambiguously by Pope John Paul II and Cardinal Ratzinger. Pope John Paul II declared on Indian soil in November 1999 that he intended to plant the Cross in Asia in the third millennium; what he did not say explicitly was that ‘Dialogue’ was all bunkum and that Dialogue and Proclamation were the classic good cop-bad cop ploy by the Church. Cardinal Ratzinger declared in Dominus Jesus that Christ was the path and the destination; what he did not say explicitly was that the soporific, all religions have some elements of truth in them and all religions have some salvific power in them was bunkum too.
When Hindus sit down to ‘dialogue’ with the enemy, they must keep the following in mind –
The Church, as it is understood and as it is in reality, is the White Church. The coloured drops in the Hierarchy of the Church are only permitted colour and flavour.
The White Church is racist and has expanded across what were once non-White continents only by brute force.
The White race’s religion, trade, history, politics and science all share the same characteristics – exploitative, avaricious, intolerant, brutal and destructive whose only objective is to wield absolute control over all things in Creation.
The White Church began by first controlling the Sovereign (King) and then expanded its horizons by controlling/converting peoples, then nations and then continents.
The Catholic Church was assisted in its mission to convert the world to Christianity by Sovereigns and freebooters alike, by armies and traders alike, by the clergy and laity alike.
The Church’s expansionist path in the beginning took the “trade-routes and highways” of the Roman Empire and then took the trade-routes and highways of expanding, colonizing Spanish and Portuguese Empires and then the trade-routes and highways of British, French and Dutch Empires.
The White Catholic Church, White Christian Empires and White agents of Trade have not just worked in tandem but have walked hand in hand to the mutual benefit, growth and entrenchment of all three

This much is White Christianity’s distant and recent history. This should be kept in mind of all those who think the Church is the padri in popular Hindi and vernacular films and who maintain in public discourse and private conversations that the only mission of the Church is to provide education, healthcare and beatific smiles for those in distress. Those desirous of indulging in religious diplomacy (or so they think) by sitting across table with the White Church must also keep in mind what the White Church has said in New York in May 2000.
For better understanding of what follows, it must be borne in mind that Christianity and Islam have NO native land because they are both only derivatives of the parent religion – Judaism. Therefore they do not subscribe to concepts like Matrubhumi, and Pitrubhumi (not fatherland but land of our pitrus or ancestors). They also reject Hindu nationalist assertion that the Hindu nation, religion, culture and dharma, while it is universal and may exist anywhere in the world with no conflict, tension or disharmony with other ways of life and worldview because of its very nature, Hindu nation, religion, culture and dharma was born on a specific territory and the sense of nation, nationhood and nationalism is only territorial even when the nationalism is narrowly construed as being only religious, only cultural, only civilisational or only dharmic.
Hindu nationalists assert that the Hindu nation is all these. This is the territory of Bharata, Hindusthana, India and it is a nation or territory with well-defined borders even from historic times. This is the territory of Sanatana Dharma. Sanatana Dharma may be universal but it is not amorphous that predatory religions can deny the territorial content of Hindu nationhood so that this territory too may be Christianized.
Our religious leaders and non-sanyasi vacuous ‘scholars’ who advocate inter-faith dialogue with the Church as some defining gesture of Hindu tolerance must keep all this in mind to understand what the White Church is saying about its mission, its new goals and new opportunities and the methods that these opportunities provide. The White Church has always converted every social, economic, political trend in the world to its benefit and advantage. In the following excerpts from the statement of the Superiors General in New York in May 200, which is of critical importance to understand the Church, the White Church has a name for the two fascist, expansionist, and genocidal Abrahamic faiths – Islam and Christianity; the name is ‘great translocal religions’. The name is pregnant with all kinds of possible interpretations. Non-Christian, non-Islamic faiths and religions which have existed for millennia before these two religions are simply “local, oral traditions”. Not religions mind you, not civilizations, not worldviews, and above all, not universal; just simply “local, oral traditions”. This is what it is saying now -
- “One thing that globalization is changing (we will return to others in the final part of this presentation) is the meaning of territory and the nation-state. Because the information and capital flow made possible by communications technology, boundaries of the nation-state, which have been a staple of political economy since the Treaty of Westphalia in 1648, have ever decreased significance. With the flow and migration of peoples, as well as the incursion of global cultural forces on local communities, "culture" as territory has ever decreasing significance. While neither nation-state nor cultural territory will completely disappear (as was the fear in earlier stages of discussion of globalization), its significance is greatly diminished. What does this mean for a mission that defines itself as ad gentes, if the world is no longer so neatly divided into cultural and ethnic groups? Missionary institutes ad gentes have tried to redefine ad gentes as ad extra (that is, simply going out from where one is), or more recently, as ad altera (that is, to those who are made "other").
- The first is that the converts who join the great translocal religious traditions (such as Christianity or Islam) come largely from local, oral traditions. Indeed, history would seem to indicate that people in local, oral traditions (sometimes called indigenous religions) shift rather readily to join a translocal tradition such as Christianity, Buddhism, or Islam. But once having done so, they are unlikely to move from one translocal tradition to another. Only those who have not yet been fully integrated into the translocal tradition or those who have been alienated from it are likely to change their affiliation. If that is indeed the case, then mission ad gentes will end for Christianity (and Islam) when the final indigenous peoples have been reached.”
Hindus generally being idiot Hindus, let us break this astounding presumption into small parts. Hindus and tribal communities “readily” convert to Islam or Christianity and these Christian and Muslim converts do not abandon the religion to which they have converted to re-convert to Islam or Christianity. That is, when a Hindu converts to becoming a Christian, then that same converted Hindu Christian will not convert again to becoming Hindu Muslim convert; not unless the Hindu who converted to the Church has not been integrated fully with the Christian community.
Read this, understand this and beware. This is full of significance for the way the Church in India operates to pressure Indian polity for concessions for so-called dalit and BC Christians. Ditto with how the Muslims pressure Indian polity to keep the Muslim flock contented in the pen. And that is why the Sachar Committee report assumes significance for Hindu nationalists.
- “The story of empire and mission has been told often, by opponents and defenders of mission alike. It is not my intention to recount that history here once again. Rather, I would like to focus on one aspect of that history: namely, that the expansionist designs of Europe provided the infrastructure for an organized and concerted mission ad gentes. Empire not only provided a necessary infrastructure for transportation, protection, and even fiscal support for missionaries, but no doubt figured into the thinking of how mission itself was to be organized, both on the home front and in the distant lands. Individual efforts of missionaries can be traced through history. But the mobilization of religious institutes -- and later the founding of institutes specifically for that purpose -- followed the pathways and even assumed the military rhetoric of the empire-builders.
Now, the Church admits to how it has always played both sides of the game in any conflict to the advantage of its expansionist designs. Do Hindus who engage in inter-faith dialogue at the behest of the White Church have the sense to know the enemy with whom they are “engaged” from its own words, from its own description?
- “In saying this, I do not wish to reduce organized mission ad gentes to a byproduct of empire. That would be simplistic and inaccurate. Missionaries often became the opponents of empire, siding with local people against their colonizers. Missionaries preserved local culture through writing down indigenous oral languages even as empire was crippling or destroying it. What I am trying to do here is trying to indicate some factors arising from this convergence of empire and mission ad gentes which may be instructive for our own time.
- The convergence of mission ad gentes and empire created a powerful way of thinking wherein the notion of mission ad gentes became bound up with territory. One sees this as early as the founding of the Propaganda Fide in Rome in the seventeenth century and as late as the establishment of the "jus commissionis" in the twentieth century. Rather than models (of religious conversion) wherein going ad gentes meant going to the sovereign (the King) to effect his conversion, mission was seen as Christianizing a territory. The convergence of empire and mission provided models of mission which were derived from the empire and colonizing process.
- Most prominent throughout the period of European empire was the civilizing model, which meant bringing European education, technical training, and health care ad gentes. Put in late twentieth century terms, models of human promotion go hand in hand with mission. Today we would think more in terms of social justice or the defense of human rights. In both the earlier and more recent models, what evangelization is becomes extended in terms of an infrastructure which supports mission.
- Two characteristics of globalization today which are of significance here are its homogenizing power, whereby it interlinks the world and communicates the same message throughout this network; and its fragmenting power, which in local settings disrupts social arrangements, creates resistance, and heightens the sense of the particular and the local. How does this aspect of globalization interconnect with mission ad gentes?
- In responding to the interlinkage through communication as a form of homogenization, missionary institutes and the Church itself should utilize its resources as a transnational and non-governmental organization to bring people together in the solidarity of the human family, and form networks of support and advocacy. Missionary institutes should show by how they live and operate that transnational organizations need not be oppressive, but can bring together human and material resources for the betterment of life for humankind. They should use their resources to reach the gentes, who are now scattered throughout the world, as a result of migration and refugee status, those gentes who drift into our huge cities and lose their identities in the process. We need to think through as missionaries and missiologists how the homogenizing factors in the world today are shaping our thinking and our relationships.
- Globalization also fragments the world. Here it seems to me that the mission ad gentes is called to address the consequences of that fragmentation, where people reshape and construct new identities to resist the encroachments of globalization, where refugees and displaced persons have to rebuild lives and heal memories. The work of mission here is a work of reconciliation; that is, restoring human dignity and healing a broken society. It is about telling the truth, seeking justice, and creating a new moral vision. Indeed, it seems to me that reconciliation may well be the metaphor for mission as we enter the twenty-first century.”
The Superiors General, the White Catholic Church has nothing to hide because there are in effect, no real challenges to their agenda, which they have articulated with an openness that is insulting, but which is a commentary on Hindu powerlessness to deal with this agenda. The Church is backed and supported thoroughly by the US and the EU. The US and the EU will first create, trigger and nurture conflicts around the world (and these are always countries and regions where the Church has not been successful so far) and once the people have been devastated by prolonged conflict, then the Church will step in to administer the healing touch!
US and European aid agencies and funding agencies – USAID, DFID, Red Cross, World Vision, these are the foot-soldiers of the White Church. Human rights, religious freedom, freedom of conscience, social justice, justice with peace are the new weapons of war in this war-by-other-means. Truth and Reconciliation is the new Church Opening Gambit in this great chess game between the Church and its victims; and we the idiot Hindus mindlessly parrot the slogans the White Church has coined for entrapment, and which have been legitimised by the supporting White Christian nations as the new liberal universal political ideology for the world. The globe-trotting Sri Sri Ravishankar is one of the “spiritual” (not religious, by his own admission) leaders who will be sitting across the table today and he conducted with much media fanfare his own variation of the (in)famous “truth and reconciliation” circus with the dalits in India.
Swami Chidananda Saraswati, another loose-cannon from something called ‘Divine Life Society, Uttaranchal’ who will also be present at the table today, was also present in Advani’s house last year with the Archbishops of Orissa and Delhi, and penned his name to the declaration called infamously, the Delhi Declaration, which the BJP proudly mentioned in its election manifesto. The Delhi Declaration stated that Swami Chidananda Saraswati would re-build the churches burned down by angry tribal communities after Christian terrorists gunned down the venerable Swami Laxmanananda Saraswati. This Chidananda Saraswati signed the Delhi Declaration which also stated that he deplored not only “unethical religious conversion’ but also “unethical re-conversion”. He deserves nothing but the strongest condemnation, not only for his pathetic understanding of religious conversion, but also for his poor understanding of the critical necessity for re-conversion on Hindu Bhumi to the parent religion.
The presence of the revered mathathipathi of the Kanchi matham is the only saving grace in this whole disgraceful event. Hindu Nationalists and Hindu Bhaktas are hoping passionately that the Pujya Kanchi seer will tell the White Church on its face that until the Church declares that it will no longer undertake or countenance religious conversion in India, this will be the last inter-faith dialogue with the Church on Hindu Bhumi.

Know your enemy
The Second Vatican Council exhorted the faithful, clergy and laity alike to reach out to non-Christian peoples to engage them in dialogue. This Council made the startling submission that the Catholic Church acknowledged that while all religions had some elements of truth in them, only the Christian faith had all the truth and that the Catholic Church alone was the repository of that truth. The Catholic Church states that the essence of the Christian faith is its salvific quality – the power to ‘save’. It accepts that all religions may have some salvific capacity in them but only the Christian faith is wholly salvific.
Hindus who promote inter-faith dialogue must know what they are getting into when they sit across the table with an intolerant, fascist religion. They must know the enemy before them for what it is, as it is, in its own words. Hindus go to the table with absolutely no knowledge of the nature of the enemy and go to these meetings with no prior planning and equipped with little besides their smug tolerance and pacifism. At the end of all such ‘dialogues’ Hindus have either failed to assert their position or ended up signing documents and resolutions most insulting to Hindus. These inter-faith dialogues, because Hindus did not care to know the enemy, have always ended favorably for the Church. This of course is not to say that these resolutions and declarations are in any way binding upon Hindu society which knows exactly how to deal with jihad and the evangelising missionaries. The problem is with idiot Hindus who think there is an intellectual and pacifist way to deal with issues of survival.
Non-resident Hindus and Hindu PIOs living in Europe and America, and globe-trotting gurus and sannyasis with growing numbers of foreign bhaktas and foreign funds have been guilty of drawing Hindus at home and high Hindu religious organizations into the vortex of inter-religious or inter-faith dialogue with foreigners. Growing NRI Hindu and non-Indian Hindu influence on a section of Hindu religious leaders and formerly Hindu political leaders has made these leaders look more and more at overseas Hindus and their interests to the detriment of Hindu interests in the country. It must be emphasized that in all these dialogues Hindu religious leaders have belonged to non-traditional, new cult, or neo-vedantin sects. The Mumbai inter-faith dialogue for the first time will have the high-voltage presence of the senior pontiff of the Kanchi matham while all other Hindu sanyasis at this meet come from the non-traditional stream.
This point deserves close attention for only one reason. Religious leaders of traditional mathams are rooted in centuries-old tradition and are the living symbols of a timeless heritage with the extraordinary responsibility not only to preserve that heritage but to hand it down to the next generation. This is a mind-boggling and breath-taking responsibility. Mathathipathis, Adeenams and Mandaleshwars do not act as individuals driven by personal beliefs or fleeting interests and are therefore very unlikely to give in to any demand from the Church and even more unlikely to make any concession harmful to Hindu dharma or dharmi. And that is why at all these dialogues we find only Hindu religious leaders from non-traditional streams engaged in a dialogue with the Church, in the Church’s own territory or in territory loyal to the Church. Hindu religious leaders knowingly and willingly start with this disadvantage. One does not meet the enemy on his territory unless one is Srikrishna.
The intense discussion of the Superiors General in New York in 2000 points to an existential dilemma among a section of the Catholic Hierarchy – if religious conversion or ‘taking the gospel to those who have not heard it yet’ is the Church’s whole and only mission, then what is the purpose of inter-faith dialogue and what is the relationship between Proclamation and Dialogue? Good question; and it has been answered unambiguously by Pope John Paul II and Cardinal Ratzinger. Pope John Paul II declared on Indian soil in November 1999 that he intended to plant the Cross in Asia in the third millennium; what he did not say explicitly was that ‘Dialogue’ was all bunkum and that Dialogue and Proclamation were the classic good cop-bad cop ploy by the Church. Cardinal Ratzinger declared in Dominus Jesus that Christ was the path and the destination; what he did not say explicitly was that the soporific, all religions have some elements of truth in them and all religions have some salvific power in them was bunkum too.
When Hindus sit down to ‘dialogue’ with the enemy, they must keep the following in mind –
The Church, as it is understood and as it is in reality, is the White Church. The coloured drops in the Hierarchy of the Church are only permitted colour and flavour.
The White Church is racist and has expanded across what were once non-White continents only by brute force.
The White race’s religion, trade, history, politics and science all share the same characteristics – exploitative, avaricious, intolerant, brutal and destructive whose only objective is to wield absolute control over all things in Creation.
The White Church began by first controlling the Sovereign (King) and then expanded its horizons by controlling/converting peoples, then nations and then continents.
The Catholic Church was assisted in its mission to convert the world to Christianity by Sovereigns and freebooters alike, by armies and traders alike, by the clergy and laity alike.
The Church’s expansionist path in the beginning took the “trade-routes and highways” of the Roman Empire and then took the trade-routes and highways of expanding, colonizing Spanish and Portuguese Empires and then the trade-routes and highways of British, French and Dutch Empires.
The White Catholic Church, White Christian Empires and White agents of Trade have not just worked in tandem but have walked hand in hand to the mutual benefit, growth and entrenchment of all three

This much is White Christianity’s distant and recent history. This should be kept in mind of all those who think the Church is the padri in popular Hindi and vernacular films and who maintain in public discourse and private conversations that the only mission of the Church is to provide education, healthcare and beatific smiles for those in distress. Those desirous of indulging in religious diplomacy (or so they think) by sitting across table with the White Church must also keep in mind what the White Church has said in New York in May 2000.
For better understanding of what follows, it must be borne in mind that Christianity and Islam have NO native land because they are both only derivatives of the parent religion – Judaism. Therefore they do not subscribe to concepts like Matrubhumi, and Pitrubhumi (not fatherland but land of our pitrus or ancestors). They also reject Hindu nationalist assertion that the Hindu nation, religion, culture and dharma, while it is universal and may exist anywhere in the world with no conflict, tension or disharmony with other ways of life and worldview because of its very nature, Hindu nation, religion, culture and dharma was born on a specific territory and the sense of nation, nationhood and nationalism is only territorial even when the nationalism is narrowly construed as being only religious, only cultural, only civilisational or only dharmic.
Hindu nationalists assert that the Hindu nation is all these. This is the territory of Bharata, Hindusthana, India and it is a nation or territory with well-defined borders even from historic times. This is the territory of Sanatana Dharma. Sanatana Dharma may be universal but it is not amorphous that predatory religions can deny the territorial content of Hindu nationhood so that this territory too may be Christianized.
Our religious leaders and non-sanyasi vacuous ‘scholars’ who advocate inter-faith dialogue with the Church as some defining gesture of Hindu tolerance must keep all this in mind to understand what the White Church is saying about its mission, its new goals and new opportunities and the methods that these opportunities provide. The White Church has always converted every social, economic, political trend in the world to its benefit and advantage. In the following excerpts from the statement of the Superiors General in New York in May 200, which is of critical importance to understand the Church, the White Church has a name for the two fascist, expansionist, and genocidal Abrahamic faiths – Islam and Christianity; the name is ‘great translocal religions’. The name is pregnant with all kinds of possible interpretations. Non-Christian, non-Islamic faiths and religions which have existed for millennia before these two religions are simply “local, oral traditions”. Not religions mind you, not civilizations, not worldviews, and above all, not universal; just simply “local, oral traditions”. This is what it is saying now -
- “One thing that globalization is changing (we will return to others in the final part of this presentation) is the meaning of territory and the nation-state. Because the information and capital flow made possible by communications technology, boundaries of the nation-state, which have been a staple of political economy since the Treaty of Westphalia in 1648, have ever decreased significance. With the flow and migration of peoples, as well as the incursion of global cultural forces on local communities, "culture" as territory has ever decreasing significance. While neither nation-state nor cultural territory will completely disappear (as was the fear in earlier stages of discussion of globalization), its significance is greatly diminished. What does this mean for a mission that defines itself as ad gentes, if the world is no longer so neatly divided into cultural and ethnic groups? Missionary institutes ad gentes have tried to redefine ad gentes as ad extra (that is, simply going out from where one is), or more recently, as ad altera (that is, to those who are made "other").
- The first is that the converts who join the great translocal religious traditions (such as Christianity or Islam) come largely from local, oral traditions. Indeed, history would seem to indicate that people in local, oral traditions (sometimes called indigenous religions) shift rather readily to join a translocal tradition such as Christianity, Buddhism, or Islam. But once having done so, they are unlikely to move from one translocal tradition to another. Only those who have not yet been fully integrated into the translocal tradition or those who have been alienated from it are likely to change their affiliation. If that is indeed the case, then mission ad gentes will end for Christianity (and Islam) when the final indigenous peoples have been reached.”
Hindus generally being idiot Hindus, let us break this astounding presumption into small parts. Hindus and tribal communities “readily” convert to Islam or Christianity and these Christian and Muslim converts do not abandon the religion to which they have converted to re-convert to Islam or Christianity. That is, when a Hindu converts to becoming a Christian, then that same converted Hindu Christian will not convert again to becoming Hindu Muslim convert; not unless the Hindu who converted to the Church has not been integrated fully with the Christian community.
Read this, understand this and beware. This is full of significance for the way the Church in India operates to pressure Indian polity for concessions for so-called dalit and BC Christians. Ditto with how the Muslims pressure Indian polity to keep the Muslim flock contented in the pen. And that is why the Sachar Committee report assumes significance for Hindu nationalists.
- “The story of empire and mission has been told often, by opponents and defenders of mission alike. It is not my intention to recount that history here once again. Rather, I would like to focus on one aspect of that history: namely, that the expansionist designs of Europe provided the infrastructure for an organized and concerted mission ad gentes. Empire not only provided a necessary infrastructure for transportation, protection, and even fiscal support for missionaries, but no doubt figured into the thinking of how mission itself was to be organized, both on the home front and in the distant lands. Individual efforts of missionaries can be traced through history. But the mobilization of religious institutes -- and later the founding of institutes specifically for that purpose -- followed the pathways and even assumed the military rhetoric of the empire-builders.
Now, the Church admits to how it has always played both sides of the game in any conflict to the advantage of its expansionist designs. Do Hindus who engage in inter-faith dialogue at the behest of the White Church have the sense to know the enemy with whom they are “engaged” from its own words, from its own description?
- “In saying this, I do not wish to reduce organized mission ad gentes to a byproduct of empire. That would be simplistic and inaccurate. Missionaries often became the opponents of empire, siding with local people against their colonizers. Missionaries preserved local culture through writing down indigenous oral languages even as empire was crippling or destroying it. What I am trying to do here is trying to indicate some factors arising from this convergence of empire and mission ad gentes which may be instructive for our own time.
- The convergence of mission ad gentes and empire created a powerful way of thinking wherein the notion of mission ad gentes became bound up with territory. One sees this as early as the founding of the Propaganda Fide in Rome in the seventeenth century and as late as the establishment of the "jus commissionis" in the twentieth century. Rather than models (of religious conversion) wherein going ad gentes meant going to the sovereign (the King) to effect his conversion, mission was seen as Christianizing a territory. The convergence of empire and mission provided models of mission which were derived from the empire and colonizing process.
- Most prominent throughout the period of European empire was the civilizing model, which meant bringing European education, technical training, and health care ad gentes. Put in late twentieth century terms, models of human promotion go hand in hand with mission. Today we would think more in terms of social justice or the defense of human rights. In both the earlier and more recent models, what evangelization is becomes extended in terms of an infrastructure which supports mission.
- Two characteristics of globalization today which are of significance here are its homogenizing power, whereby it interlinks the world and communicates the same message throughout this network; and its fragmenting power, which in local settings disrupts social arrangements, creates resistance, and heightens the sense of the particular and the local. How does this aspect of globalization interconnect with mission ad gentes?
- In responding to the interlinkage through communication as a form of homogenization, missionary institutes and the Church itself should utilize its resources as a transnational and non-governmental organization to bring people together in the solidarity of the human family, and form networks of support and advocacy. Missionary institutes should show by how they live and operate that transnational organizations need not be oppressive, but can bring together human and material resources for the betterment of life for humankind. They should use their resources to reach the gentes, who are now scattered throughout the world, as a result of migration and refugee status, those gentes who drift into our huge cities and lose their identities in the process. We need to think through as missionaries and missiologists how the homogenizing factors in the world today are shaping our thinking and our relationships.
- Globalization also fragments the world. Here it seems to me that the mission ad gentes is called to address the consequences of that fragmentation, where people reshape and construct new identities to resist the encroachments of globalization, where refugees and displaced persons have to rebuild lives and heal memories. The work of mission here is a work of reconciliation; that is, restoring human dignity and healing a broken society. It is about telling the truth, seeking justice, and creating a new moral vision. Indeed, it seems to me that reconciliation may well be the metaphor for mission as we enter the twenty-first century.”
The Superiors General, the White Catholic Church has nothing to hide because there are in effect, no real challenges to their agenda, which they have articulated with an openness that is insulting, but which is a commentary on Hindu powerlessness to deal with this agenda. The Church is backed and supported thoroughly by the US and the EU. The US and the EU will first create, trigger and nurture conflicts around the world (and these are always countries and regions where the Church has not been successful so far) and once the people have been devastated by prolonged conflict, then the Church will step in to administer the healing touch!
US and European aid agencies and funding agencies – USAID, DFID, Red Cross, World Vision, these are the foot-soldiers of the White Church. Human rights, religious freedom, freedom of conscience, social justice, justice with peace are the new weapons of war in this war-by-other-means. Truth and Reconciliation is the new Church Opening Gambit in this great chess game between the Church and its victims; and we the idiot Hindus mindlessly parrot the slogans the White Church has coined for entrapment, and which have been legitimised by the supporting White Christian nations as the new liberal universal political ideology for the world. The globe-trotting Sri Sri Ravishankar is one of the “spiritual” (not religious, by his own admission) leaders who will be sitting across the table today and he conducted with much media fanfare his own variation of the (in)famous “truth and reconciliation” circus with the dalits in India.
Swami Chidananda Saraswati, another loose-cannon from something called ‘Divine Life Society, Uttaranchal’ who will also be present at the table today, was also present in Advani’s house last year with the Archbishops of Orissa and Delhi, and penned his name to the declaration called infamously, the Delhi Declaration, which the BJP proudly mentioned in its election manifesto. The Delhi Declaration stated that Swami Chidananda Saraswati would re-build the churches burned down by angry tribal communities after Christian terrorists gunned down the venerable Swami Laxmanananda Saraswati. This Chidananda Saraswati signed the Delhi Declaration which also stated that he deplored not only “unethical religious conversion’ but also “unethical re-conversion”.
