NCERT ignores Odisha’s Buddhist heritage sites

NCERT ignores Odisha’s Buddhist heritage sites

Despite the Odisha Government’s efforts over the last decade, there is limited awareness about the Buddhist sites of the Ratnagiri-Lalitagiri-Udaygiri belt not only in India and abroad but even in the State.

A main reason for this is that while other major Buddhist sites in India such as Bodh Gaya, Sanchi and Nalanda are mentioned in school textbooks across the country, the important NCERT (National Council of Educational Research and Training) books, which are used by the CBSE and by people taking various competitive examinations including the civil services do not mention the Buddhist sites of Odisha, laments leading non-resident Odia (NRO) Chitta Baral.

In particular, there is a map of major Buddhists sites in India in the NCERT 12th grade history book available at http://ncert.nic.in/ncerts/l/lehs1dd.zip. There is no site from Odisha in this map, not even Ratnagiri-Lalitagiri-Udayagiri.

But Ratnagiri-Lalitagiri-Udaygiri is more than a major Buddhist site in India, and many scholars and researchers of India and abroad have compared Ratnagiri with Nalanda, which is considered one of the first proto-university of the world.

The organisers of the first symposium on Buddhist heritage of Odisha have compiled various quotes from research papers and books on this, and the compilation is available at http://bit.ly/ratnagiri. “Readers are requested to explore this link to get a sense of what we have in Ratnagiri-Lalitagiri-Udaygiri, Odisha, and what researchers around the world think about it,” says Prof Baral.

“The goal of our first symposium on the Buddhist heritage of Odisha to be held on July 5 in Seattle as part of the annual OSA (Odisha Society of Americas) convention is to address the above anomaly and strategise to have Ratnagiri mentioned in the NCERT and other text books and lay the groundwork for establishment of a Ratnagiri-Puspagiri international university as a revival of Ratnagiri and Puspagiri Mahaviharas, similar to the recent establishment of the Nalanda International University in Bihar.

In the symposium, USA-based researchers (some non-Indians) will discuss the issue and lend their support. The tentative agenda of the symposium and its goals are in the web pages given above.

The plan is to follow up this event with a larger symposium in Bhubaneswar where textbook writers from the NCERT, CBSE, ICSE and other boards can be invited and told about Odisha's Buddhist heritage, especially about Ratnagiri-Lalitagiri-Udaygiri, and taken to those sites and encouraged to include them in their textbooks.

The organisers think that having Ratnagiri-Lalitagiri-Udaygiri mentioned in textbooks that are read by tens of millions of children of India in their formative years will be more effective and long-lasting than any ad campaign, even the ones costing hundreds of crores.

Surjeet is home, after 30 years in Pakistan prison

Surjeet is home, after 30 years in Pakistan prison

After 30 years of incarceration in Pakistan on charges of being a spy, Surjeet Singh returned home Thursday to a tumultuous and teary welcome from family and friends.

Held in Pakistan on spying charges in the early 1980s, Surjeet, 69, was released from Lahore's Kot Lakhpat jail early Thursday and made the road journey to Wagah, on the Pakistan side of the border, before entering his homeland.

Smiling and waving to family members, friends and supporters, Surjeet thanked Pakistani border officials as he walked across the zero line at the international border.

He was garlanded and hugged by family members and fellow villagers from Phidde in Ferozepur district. Dozens of camera crews and media persons jostled with each other to capture the moment.

"I am very happy to return after 30 years and meeting my children and family," Surjeet said.

"Indian prisoners are treated well in Pakistan jails. Sarabjit Singh is also doing well there. He has sent no message with me. Leave it to me, I will get him released... Please don't ask anything more," Surjeet told reporters here, referring to Sarabjit Singh, also from Punjab who has been in Kot Lakhpat jail.

Dressed in a white kurta-pyjama and black turban and carrying two bags, Surjeet was brought to the Wagah border on the Pakistan side in a prison van.

Though he had been freed, his left hand was in handcuffs. The accompanying policemen got down with him but did not open the handcuffs.

He smiled and hugged his lawyer. Once the formalities were completed, he crossed to the Attari side of the joint border checkpost, about 30 km from Amritsar, where his family and friends waited excitedly to meet him.

His son Kulwinder, holding a box of sweets, couldn't hold back his tears. The family had given up hope of seeing him again, presuming him to be dead after he went missing near the border in Ferozepur sector in 1982.

"I was only two-three years old when he went missing. This is the biggest day of my life," said Kulwinder, with his mother Harbans Kaur next to him.

"We are very happy that he is being finally released. We will have big celebrations," said Kulwinder, who arrived here Thursday morning with family members, relatives and villagers.

Indian border officials took Surjeet, who had spent 30 years in Pakistani jails on charges of spying, into a room for a briefing. Surjeet completed his life term in 2005.

"We are all very eager to receive him. We will make him very comfortable here," Surjeet's daughter-in-law said in his village.

From Attari, his family members took Surjeet to Amritsar to offer prayers at the holiest of Sikh shrines, Harmandar Sahib (popularly known as Golden Temple).

Pakistan authorities are also likely to allow nearly 300 Indian fishermen to walk back to India after their release from Karachi prison Wednesday. Most of the fishermen are from Gujarat.

They were in Pakistani custody for periods ranging from a few months to three years after they were accused of violating Pakistan's territorial water off the coast of Gujarat.

Surjeet's release came in the midst of the controversy and flip-flop over the release of Sarabjit Singh.

The Pakistan side had Tuesday evening announced that Sarabjit, who is facing death penalty on terrorism charges, would be released after his death sentence was commuted by Pakistan President Asif Ali Zardari.

End of an ordeal: The Odisha children, who were rescued from a home in Kanyakumari, bid farewell before boarding a train to their native village. EPS

Pointing to serious gaps in the anti-human trafficking setup in the State, 19 children, hailing from Odisha and Jharkhand, were found illegally confined in an unauthorised children’s home in the district.

This has come to light barely four-days after a batch of 18 Odisha children were rescued from a church premise in Kanyakumari district.

The Social Welfare Department unearthed the racket while probing the recent incident in Kanyakumari district. “We found that the children were brought to Kanyakumari by the accused priest Claret from the Blessing Welfare Society located at Sirumugai in Coimbatore district,” said a highly-placed source.

The Coimbatore district police had alerted the Social Welfare Department about large number of Odisha children illegally held at the Blessing Welfare Society home nearly nine months. But apparently, the officials had not considered the tip-off with due seriousness even in the wake of 23 Nepal girls rescued from the Micheal Job Orphange.

Rajkumar, who was running the home, is now under judicial custody after the Kanyakumari police arrested him three days ago. “The children were taken from the parents by promising that they will be given quality education and other facilities. But the children were not even sent to school and were kept confined in a room under inhumane conditions,” said Pradip K Patra, state coordinator of Integrated Child Protection Scheme (ICPS), Odisha, who is in the State to retrieve the children.

Nellai Group Homeward

The Tirunelveli Child Welfare Committee was on Wednesday ordered to take back the 18 children rescued from a church, to their native, Odisha. B Nalan of the CWC said the children left for Odisha on a train via Chennai on Wednesday.

Source:

RSS former Chief Inaugurates 11th National Training Camp of Muslim Rashtriya Manch

RSS former Chief Inaugurates 11th National Training Camp of Muslim Rashtriya Manch

Puskar, Rajasthan June 27: “Muslims in India have not come from outside but belong to this country and is an inseparable part of the national life of this country like their Hindus”, observed K S Sudarshan, former Sarsanghchalak of Rashtriya Swayamsevak Sangh (RSS) here on Tuesday.

KS Sudarshan, Former RSS Sarasanghachalak

Sudarshan was delivering inaugural speech at the inauguration of the 11th National Training Camp of Muslim Rashtriya Manch (MRM) at Hotel New Park here at the historical township of Pushkar. MRM National Convener Mohd,. Afzal, co-convener and incharge of the camp Abbas Ali Bohra, Chhattisgarh Waqf Board Chairman Salim Ashrafi and former national convener of MRM Salavat Khan were prominently present on the dais.

Sudarshan said that all those living in India were Hindus. He narrated an incident from the life of Shahi Imam of Jama Masjid of Delhi while he was on haj pilgrimage to Mecca. There he was asked to state his identity which came out to be Hindu as he was from Hindustan. Hence, Sudarshan said “we are all Hindus and this is our country Hindustan”.

Delving into the historical beginning of Muslim Rashtriya Manch a decade ago the former RSS Chief said that he had asked former President of All India Imam Council Maulana Jameel Iliyasi as to why the Muslims considered themselves as ‘minority’ when they belonged to this society and country as much as the Hindus?

The former RSS chief, K.S. Sudarshan, meets Shia leader Maulana Hamidul Hasan at his residence in Lucknow on Sunday, November 09, 2009

The former RSS Chief who was most respectfully referred to as ‘Param Sarsanghchalak’ by Imran Chaudhary and Mohd Afzal, explained in detail how the British rulers wedged a divide between the Hindus and Muslims after 1857 war which both had fought together and how the Congress in independent India reduced the Muslims to a mere vote bank. He also narrated the role of the then RSS Chief M S Golwalkar in persuading Maharaja Hari Singh of Kashmir to merge his state in India.

He appealed the Muslims to understand this game of the Congress party and save themselves from being reduced to mere vote bank in the future.

MRM National Convener Mohd Afzal in his speech traced the beginning of MRM and said that the MRM endeavored to impress upon the people that Islam is really the religion of peace and that there was no place for violence and terrorism in the name of Islam.

Referring to the fatwa issued by the Darul-uloom Deoband against terrorism in the name of religion, he said that it was the efforts and campaign by the MRM that prompted Deoband to issue such a fatwa denouncing terrorism and wanton killings in the name of jihad and religion.

He said that the MRM activists have unfurled the national tricolor at Srinagar in Kashmir and sang Vande Mataram there braving all adverse situations. Not only this, the MRM participated in the MRM delegates participated in the Amarnath Shrine Board agitation and submitted a memorandum containing signatures of 10 lakh Muslims from the country to the President demanding ban on cow slaughter.

He said that the MRM believed in the concept of Hindutva which according to him was all encompassing and included the gurudwaras, churches and baba garib nawaz meaning the Sikhs, Christians and Muslims are covered by the term Hindu.

Referring to the current debate on RSS Chief Mohan Bhagwat’s statement on who should become the next prime minister of the country, Afzal said amidst thunderous applause that the MRM felt that the next prime minister should be a ‘swayamsevak’ of RSS.

He said that the MRM would set up a blood bank shortly and to mark the beginning of this project a blood donation camp would be conducted on June 27 at the camp venue. He said that Abbas Ali Bohra, national co-convener of the MRM has declared to finance the project.

Earlier, Dr Munnavar Chaudhary, Convener of Rajasthan made the introductory remarks while Abubaker Naqavi, co-convener conducted the program.

The three-day event will discuss issues in Jammu and Kashmir in the light of the report of the interlocutors appointed by the union government on Kashmir problem, and other organizational matters. Mentor of MRM Indresh Kumar will also be interacting with the participating delegates.

The three-day event is being attended by over 200 activists from 25 states.

Muslim Rashtriya Manch is a pro-Muslim organisation which follows the Ideology of Rashtriya Swayamsevak Sangh, RSS.

LeT ‘plot’: All alert in Puri

28th June 2012 12:20 PM

http://newindianexpress.com/states/orissa/article553110.ece

A day after Assam DGP Jayanta Narayan Choudhury sounded an alert over probable LeT threat to Odisha, the State Government swung into action and beefed up security measures at Puri. The nine-day Rath Yatra is slated to conclude on Friday with Bahuda.

Security was heightened at the 12th century Sri Jagannath temple while DRDO defence establishments in Balasore tightened the arrangements. Chief Minister Naveen Patnaik said the State Police has strengthened the measures and is prepared to meet the challenges.

The Jagannath temple has been subjected to three-tier security with bomb disposal and anti-sabotage teams pressed in the vicinity of the shrine. Public must intimate about any suspicious movement, Puri Police said.

At least four units of dog squads and bomb disposal squads each were pressed in and around the shrine while the beach was kept under strict surveillance.

“One of the major challenges for the police in the pilgrim town is keeping a tab on stray vehicles, given the unregulated nature of parkings. That will now come under strict checking,” senior police officials said.

In view of Rath Yatra, the Puri Police has already created parking lots at Zilla School, SCS College, Girls School, Baliapanda and Talabania areas. It was gearing up to scan the unorganised parking lots. More policemen were deployed at all the entry points for checking vehicles entering the town. All the hotels and lodges in the City were being subjected to fresh checks while a close surveillance was kept on foreign nationals.

Since the pulling of chariots is over, the inflow of pilgrims to the town as well as the temple has thinned down. However, police were in no mood to leave anything to chance since ‘Bahuda Yatra’ too draws a large number of devotees.

Sources pointed out that the Assam DGP’s input was the same which the State Police had received a few days before the Rath Yatra. “It was a general input, but nothing is being taken lightly,” sources said.

'Report on J&K contrary to India's stand on the state'

'Report on J&K contrary to India's stand on the state'

तारीख: 6/26/2012 2:37:32 PM

$img_title(VSK-INDRAPRASTHA)

Dismissing the interlocutors report on the state of Jammu and Kashmir and questioning the credentials of the interlocutors, National Convener of Jammu Kashmir Study Center, a Jammu-based research group, Arun Kumar, says that the report only captures the perception of the country.

Arun Kumar asserts that the report dilutes India's stand on J&K. Kumar argues that while the country has always maintained that J&K is an internal matter, the report says, 'J&K should be acting as a bridge between Indian, Pakistan and central Asia', a considerable shift from India's traditional stand on the issue.

Kumar feels that though many of the observations cited in the report might be correct, the conclusions drawn are a complete mismatch, mainly because the recommendations of the report were predecided.Arun Kumar spoke to rediff.com's Priyanka.

How do you see the report?
Broadly speaking, we feel that the mandate and mission of the entire exercise is in itself debatable. The interlocutors were appointed by the home ministry. All their programs and meetings there were arranged by the government. And the ministry decides to put up the report online after keeping it with themselves for seven months saying the views expressed are not of the government? What does this mean? Were they (the interlocutors) representatives of the government of India?

So, you think this report has been made by the home ministry?
Of course, the interlocutors had gone to the state of Jammu & Kashmir on behalf of the home ministry. This is a home ministry's report. Whatever recommendations the interlocutors have made are those of the home ministry. Furthermore, we suspect that the recommendations made were scripted well in advance. We knew it would be like this.

Look at how the interlocutors were chosen. The interlocutors are neither residents nor stakeholders of the state of Jammu and Kashmir. MM Ansari (former central information commissioner and one of the interlocutors) has never even been to J&K before this report. Their credentials are doubtful. There is non-seriousness about the report.

$img_titleWhat are the issues in the report that trouble you the most?
There are many. For instance, the report says that the state of J&K should be acting as a bridge between Indian, Pakistan and central Asia. How can J&K being a bridge when it is an integral part of India.

The report uses the term 'Pakistan Administered Kashmir' whereas we say 'Pakistan Occupied Kashmir'. How can they use such a term? This word is used by the separatists. We have been fighting in the United Nations for 64 years that Pakistan is the aggressor and we are the victim. Pakistan has never addressed this region as Pakistan Administered Kashmir; they call it 'Azad Kashmir'.

In a decision taken by the Pakistan supreme court in 2004, the court said that it cannot interfere in matters related to Azad Kashmir. Hence, something that has been established that the region is not a part of Pakistan is being challenged by the report.

The interlocutors are speaking the language of the separatist because they are their agents. Look at their credentials. Both Dilip Padgaonkar (eminent journalist) and Radha Kumar (noted academician Radha Kumar) were regulars at Ghulam Nabi Fai's (Kashmiri separatist) conferences.

What do you think the report is trying to build?
In 2006, Prime Minister Manmohan Singh and General Musharraf had come together to work on a track to diplomacy and a pact was believed to have been agreed upon. Besides others, the pact, broadly, said that LOC (Line of Control) would be accepted as the international border, and the state of Jammu & Kashmir would be given maximum autonomy on both sides. It thus tried to achieve a win-win situation for both India and Pakistan.

The purpose of this report is to legitimise the pact between Manmohan Singh and Musharraf.

How is this win situation for India?
The question that comes to everybody's mind is whose report is this? Is this the government of India's report? The interlocutors appointed by it.

Our stand has always been that Jammu & Kashmir is an internal matter. But soon after the pact, the prime minster says that both Pakistan and India are victims. Later, it is conceded that a dialogue should be started with representatives from PoK and people from Pakistan. You are then accepting it as a dispute. Gradually, they are shifting from what our policy on J&K has always been.

$img_titleThe report makes some grave observations about conditions in Kashmir?
The report cites that the reasons of victimhood of Kashmir are rigged elections, arrest of popular leaders and human right abuses and violence perpetrated by militants, and security forces. How can you equate the two?

Look carefully at the use of words; you can't say the security forces perpetuated violence.

The report later concludes that all these factors collectively resulted in a start point for religious extremism. Hence there are demands in the state ranging from 'azadi', 'establishment of Islamic state', 'autonomy self rule' and 'an achievable nationhood'.

And all this happened because 'Special Provisions' under article 370 was taken back? I can assure you that nobody in Jammu & Kashmir can tell you that. Don't you see any international party or Pakistan's role here?

Doesn't the report capture the popular or majority sentiment of what the people of the state feel?
All the major political leaders who claim to represent the entire state -- Omar Abdullah, Mehbooba Mufti, Mirwaiz, Yasin Malik, Sajjad Lone, all of them represent only two districts out of the 22 districts in the state. And all of them represent only one section, namely the Kashmiri speaking Sunni Muslim. Don't the remaining 20 districts have any leader or representation?

18 percent of the state population is Gujjar Muslim. Where is their leader? 90 percent of the population in Kargil is Muslim. Where is their leader? Basically, they have captured the perception of the country. These people are not the real voice of the state.

What are the other problem areas in the report?
The report has not addressed the real issues of Jammu & Kashmir. There is a chapter on economics that says that there is heavy corruption in the 16 flagship schemes started by center, and no infrastructure development can happen without assistance from the central government. After making all these observations, they say employment can't be generated because there is no investment, and hence the special status of the state should remain.

There is a total mismatch between the observations made and the conclusions drawn. Furthermore, there is nothing about the settlements of over 10 lakh PoK refugees. Where is the roadmap on how to bring Kashmiri pundits back?

There are about four lakh refugees on the west part of the state. They have been living without citizenship for the past 64 years. Why doesn't the report address their problems?

There is a false concept of Kashmir alone being the victim. Isn't Jammu a victim; isn't Laddak region a victim?
There is no 73rd and 74th amendment in the state and panchayati raj has not been implemented. After making all these observations, the report recommends that Parliament should not extend any new law.

All this is politics of appeasement. As long as you see problems in Jammu & Kashmir from a Hindu-Muslim angle, as long as vote bank politics rules, there will be no solution. You will have to see it as a national security issue.

Faltering half-steps on J&K

Faltering half-steps on J&K

तारीख: 6/27/2012 2:42:33 PM

(VSK-CHENNAI)

Nirmala Sitharaman

Nearly 36 hours after the last session of Parliament and seven months after its submission, the Jammu and Kashmir interlocutors’ report quietly appeared in the public domain. Two years ago, following the state administration’s failure to handle the summer of stone pelting and an all-party meeting in Delhi, the ministry of home affairs appointed a three-member group to assess and report the ground situation.

Not withstanding the repeated demand by Opposition parties, the terms of reference were left to the individual members to define and interpret. Even as the group’s work began, continued and ended, the members’ interpretation of the terms of reference kept coming, bewildering the nation. Titled A New Compact with the People of Jammu and Kashmir the interlocutors assert “the political settlement we propose”. They believe a broad consensus “exists on critical issues” and to build on this consensus they recommend the setting up of a constitutional committee to review all Central Acts and Articles of the Constitution of India extended to the state after 1952.

The great stalwarts who framed our Constitution did not provide any special status to J&K through Article 370, and that this was a transitory provision was specified by the use of the words “for the time being”. We know that J&K has been declared and treated as a constituent of the Indian Union even as per Article 370(1)(d). However, the interlocutors recommend deletion of the word “temporary” and replacing it with “special”. Needless to say, this recommendation implies amending the Constitution and making the much abused Article 370 permanent.

By now, it is understood that Article 370 has been invoked to deprive the people of J&K the benefits of developmental legislations that help provide opportunities to people of the rest of the country. The interlocutors have a penchant to give sweeping and grandiose solutions where simple and perhaps “doable” ones can serve better. This also leads them to contradict themselves. The report stresses the need for participatory self-governance and urges greater devolution of powers for the panchayati raj institutions. The state government, misusing Article 370, has not allowed the 73rd and 74th amendments to our Constitution to come into force in the state. A simpler recommendation would have been to remove Article 370 itself and to fully implement panchayati raj.

On June 23, the nation remembered Shyama Prasad Mukherjee, who became a martyr fighting that in India there cannot be two nishan (flags), two pradhan (Prime Ministers) and two samvidhan (Constitutions). The report suggests going back to those days by recommending usage of the terms wazir-e-azam and sadar-e-riyasat. This ingenious suggestion shows that the interlocutors have not applied their mind to think afresh with changing times.

That the group has appropriated more authority for itself than the country was given to believe is evident from their suggestion for an agreement with Pakistan on Kashmir, which they describe as a “win-win” situation. The reference to the sovereignty of Pakistan on the erstwhile princely state are domains that are tenuously brought into the terms of reference; this was unwarranted and avoidable. It disregards the stated Indian position and undermines our sovereignty. And that too after declaring: “...the sovereignty, territorial integrity, security shall not be compromised.” Consistent with their grandiloquence, the interlocutors recommend that the strategic importance of Jammu and Kashmir as a bridge between Central and South Asia should be kept in mind.

The interlocutors attempt to project the Nehru-Sheikh Abdullah accord (1952) as more sacrosanct than the constitutional provisions. They audaciously comment on the verdicts of the Supreme Court. Courts are guardians of the Constitution. In the absence of well-defined law on a particular matter, the Supreme Court’s verdict serves as law. No accords, albeit between a Prime Minister and a Chief Minister can be treated as a substitute for prevailing law. In particular, the Nehru-Abdullah accord does not have any constitutional validity. At best, it can be considered as a gentlemen’s agreement that can serve a political purpose.

The report claims that the political settlement they propose takes into account the deep sense of victimhood prevalent in the Valley. Together with this, the language they use when talking about the Army or police such as “brutalisation” forms the undercurrent of this report. However, the Kashmiri Pandits and others, broadly classified as “displaced persons” who are in their own country living in migrant camps and do not have voting rights, seem to have made no impression on the interlocutors. Their recommendations, cultural confidence-building measures and suggestions for building a consensus among key stakeholders — none have any specific suggestions on how the displaced persons will be enabled to return. It seems the interlocutors have ignored the Kashmiri Pandits completely barring a one-line reference: “Making the return of all Kashmiris, mainly Pandits (Hindu minority) a part of state policy.”

The lack of development in Ladakh and Kargil areas also seem to be of no concern. It may just be a coincidence that the interlocutors did not hold a round table conference for consultation in the Ladakh region, while they held the same in Jammu and Srinagar.

It is necessary to recall that in February 1994, Parliament had passed a resolution not just stating that Jammu and Kashmir inclusive of Pakistan-occupied Kashmir (PoK) is an integral part of India, but also resolving to retrieve PoK. However, contrary to this resolution, we find the report calling PoK as Pakistan Administered Kashmir and together with other recommendations, nearly conceding this territory to Pakistan.

It can thus be seen that through the proposed “New Compact”, the interlocutors have rejected the idea of greater integration and thrown out everything our Constitution-makers had envisaged.

UN help sought for religious freedom

$img_title(VSK-CHENNAI)

CHENNAI, JUNE 27, 2012 : The United Nations Organisation (UNO) was on Saturday requested to conduct a probe into the genocide, oppression, and the systematic annihilation of people of Tamil origin in Lanka. The call was made by an inter-religious, inter-denominational forum, here on Saturday.
The UNO should ensure religious freedom in Sri Lanka, the forum represented by Archbishop of Madras-Mylapore A M Chinnappa, Prof Saraswathi, India Towheed Jamaath(INTJ) president S M Bakkar, Tamilaga Muslim Munnetra Kalagam leader Hyder Ali, National League leader Basheer, Tamilaga Hindu Thurraviyar Peravai Swami Sada Sivananda, PUCL leader T S S Mani and Transnational Government of Tamil Eelam MP Advocate Pandimadevi said.
The forum said that no religious symbols, be it Christian, Muslim or Hindu, were allowed to exist in the post-war Lanka as religioius fanatics are bringing down places of worship. Mani observed that theocracy followed in Lanka had given no room for secularism. Enlisting the number of Catholic priests abducted and murdered by the Lankan government, Chinnappa said that the information has been passed to the Vatican. “Since Bishop of Mannar Rayappu Joseph exposed such abductions and murders, his life is under threat”, he said.
The forum also flayed DMK chief M Karunanidhi for his attempt to gain political mileage through the issue when he could have saved the lives of thousands of Lankan Tamils while the civil war was at its pinnacle. Chinnappa said the forum’s next course of action would be based upon mass mobilisation of support.

Nalanda University project marred by irregularities, nepotism

Nalanda University project marred by irregularities, nepotism

$img_title(VSK-CHENNAI)

NEW DELHI / PATNA, 26 JUNE 2012 : Nalanda University, a prestigious project of the UPA government, is yet to take off. It has been marred by irregularities and nepotism. In the centre of the storm is the newly appointed Vice Chancellor, Dr Gopa Sabharwal. Nobel laureate Amartya Sen, chairman of the Interim Governing Board of Nalanda University and Nalanda Mentor Group (NMG), had recommended her as one of the three candidates. In his letter on February 6, 2009 to the then External Affairs Minister, Pranab Mukherjee, the Nobel laureate says ‘it has been a difficult choice’ (selecting a Rector).

He recommended three names in the following order—1. Dr Gopa Sabharwal (Sociologist, Delhi University and Lady Sri Ram College) 2. Dr Ramchandra Guha (Historian, biographer and writer) and 3. Dr Pratap Bhanu Mehta (Political scientist, President, Centre for Policy Studies). The Nobel Laureate’s letter, written on a Harvard University letterhead, is a single page communication. It carries no details about the selection process, search committee or annexes any document submitted by the candidates. There is no information about the total number of candidates considered for the said post.

Sabharwal was eventually chosen though she doesn’t have the necessary qualifications; she was only a reader in the sociology department of Lady Sri Ram College, Delhi. The UGC states that vice-chancellors of central and state universities should be distinguished academics who have been university professors for a minimum of ten years.

Appointment Before kAct Enforced: Sabharwal was made ‘Vice Chancellor Designate’ through a DO letter dated September 9, 2010 instead of the mandatory Office Order. Fresh communication dated March 19, 2012 signed by Sanjay Singh, Secretary (East), Ministry of External Affairs confirmed her as the Vice-Chancellor, Nalanda University with retrospective effect from October 8, 2010. This was before the Nalanda University Act, 2010, was enforced by the Ministry w.e.f November 25, 2010.

Orders Galore: At the time Dr. Sabharwal was officially claiming to be the Vice-Chancellor, Nalanda University, the MoS, External Affairs E Ahmed—in a statement to the Rajya Sabha on August 25— 2011, denied that any Vice Chancellor has been appointed. On two of the three office orders, Dr. Sabharwal had signed as ‘Vice Chancellor’ even before her confirmation.Copies were marked to the Registrar, Delhi University. The first is dated January 20, 2011 appointing Dr Anjana Sharma, Associate Professor of English, Delhi University as OSD (University Development) in Nalanda University. Incidentally Dr Sharma has co-authored a book with Dr Sabharwal. Sources say the Ministry of Finance has not sanctioned the post. Sabharwal explains, “The decision to get them on board was taken during the last board meeting in Patna. Dr. Sharma joined us as the OS, in order to get the university functioning.” However, not even construction has started. Sabharwal also appointed Dr Padmakar Mishra, Deputy Registrar, Delhi University as OSD (Finance). Both appointments were made without issuing public notifications, mandatory for government jobs.

Capital Affair: The VC, meanwhile, works out of an office in Delhi. The university’s Governing Board is in a fix over toilets for her and her OSD in the Rajgir Office. Dr Anjana Sharma is on record saying that since there was no proper toilet facility in Rajgir, they chose Delhi. In the building lease and other document, Delhi is marked as the Headquarters of the university in contravention of the Nalanda University Act, which clearly states that the HQ shall be located in the district of Nalanda only. Sabharwal explains, “You cannot start office functions or classes at Rajgir without all the facilities on campus.”

$img_title(विश्व संवाद केंद्र, इन्द्रप्रस्थ)
