Rs 16,000 cr in fakes, ‘printed in Pakistan’ and circulated all over

The face value of fake Indian currency notes, or FICN, in circulation is over Rs 16,000 crore, the National Investigation Agency estimates. Such notes, believed to have been routed from Pakistan, have been seized not only from India but also from Nepal, Bangladesh, Afghanistan and Holland, says an NIA report, which also names Denmark, Singapore, Sri Lanka, Malaysia, Thailand and the UAE among the countries from where FICN is being sent.

The NIA, the CBI, the DRI and police have detected only 28 to 30 per cent of fake currency actually circulating in the market, according to an estimate by the Central Economic Intelligence Bureau (CEIB), which carried out a study last December.

“The quantum of fake currency floating around in the country is enough to keep the terrorist machinery well-oiled and running. The closest that one possibly gets to a figure is the one calculated by a government committee in 2011 — over Rs 16,000 crore,” says the NIA report (a copy with The Indian Express).

The suspects

New Delhi is convinced the fake notes are sourced from Pakistan. FICN was one of the key issues discussed during the March 2011 home secretary-level talks between the two countries in Islamabad. Since then, Indian agencies have registered 19 cases with “strong evidence” to suggest the currency is being printed in Pakistan with the support of the government.

India has identified four major players in Pakistan, apart from don Dawood Ibrahim, as being behind the supply. It has given Pakistan a dossier on the four. Subba Bhai sends notes through Nepal. Iqbal Kana, who hails from Kairana in UP, has been supplying to various parts of the country, including Delhi where police in January seized Rs 2.25 crore that he had allegedly sent, and the south where the NIA arrested five of his associates trying to expand their base. The other two suspected operatives, Mohammad Safi and Imran Ahmed, are said to be sending notes through Jammu and Kashmir, West Bengal and western India, sometimes using the sea route too.

“The FICN is being pumped either with the help of active terrorists infiltrating through our borders or with the help of couriers who travel to Dubai, Bangladesh, Nepal and other countries and then supply the FICN to border smugglers in exchange for a proportionate amount of genuine Indian currency,” the NIA report says.

An NIA official explained how such notes are valued: “From the questioning of those arrested, it has emerged that the price of a fake Rs 100 note in Pakistan varies between Rs 26 and 30 . From there, Kana and others supply these to middlemen in border areas at Rs 30-35, depending on the quality of each note. The notes are then given to buyers in India at Rs 40-45. All along, Pakistan’s ISI plays a pivotal role.”

The NIA is learnt to have identified a certain Major Tayeeb, who handles “the FICN division” of the ISI, besides non-state actors involved in the supply. During the probe into the 26/11 attacks, the NIA found David Headley too had been provided with FICN by the ISI for his recce.

The government has decided to classify offences involving high-value FICN as terror acts with an amendment to the Unlawful Activities Prevention Act.

The signature

“Many covert features of genuine Indian currency were successfully imitated,” says a report by the Reserve Bank of India after forensic tests on FICN seized by the NIA. It says these features can be achieved only through “sophisticated machinery which is sold only to sovereign governments, as revealed in the examination of experts of the Bank Notes Press, Mysore”. The government is likely to hand over the analysis to Pakistan.

“It can be concluded that the notes have been printed on highly sophisticated machines which a common man cannot acquire, since such machines involve huge capital investment,” says a report by a committee set up in 2011 at the Security Printing and Minting Corporation of India Ltd. “The pulp [has been] found to be 100 per cent rag in the FICN, which is normally used in making currency papers. The perfection of window and watermarks formation indicates the manufacture of FICN paper on a regular currency-making machine, which can only be owned by a country/state.”

Tests found the FICN had an imitation of a latent image — the vertical band that shows the denominational value in numerals, and which is visible only when held at eye level. Experts checked the legal tenders of neighbouring countries and found only those in Pakistan have a latent image. Also, the numbers on each note’s right panel were similar to those on Pakistan’s legal tenders. There were other similarities between the FICN and Pakistan’s legal tenders — the same pH value for chemical nature, the same density in g/sq m, and clear signs of having been printed on the same Simultan dry offset press.

The supply

Security agencies have found that the racketeers have been using migrant workers as couriers. A case in point is Akbar Sheikh, arrested by the CBI at Guwahati railway station. Working for a certain Hakim based in Malda, he was carrying Rs 4.99 lakh in fake notes of denominations Rs 1,000 and Rs 500. Interrogation of those arrested has shown that most of these migrants, who cross the border for various purchases, had been using fake notes for such transactions.

Another mode of supply through migrants emerged following the arrest of some workers by the Maharashtra anti-terrorism squad. The ATS found that money was being deposited into bank accounts, and the accused would use that to buy fake currency in small batches and put these into circulation.

The NIA report says notes have also been recovered at international airports from diplomatic bags — containers in which countries send material to missions abroad. “In seizures [from] international airports of Bangladesh and Nepal, such fake currency notes have been seized from diplomatic bags from Pakistan,” the report reads. “It has also been observed that Malaysia, Bangkok, Sri Lanka and Singapore have been used for shipment of high-quality FICN.”

The Odisha Society of England has decided to establish a permanent Lord Jagannath temple in United Kingdom. A search for a suitable location for the shrine in London has started.

National coordinators of the Odisha Society of England Braja Nayak and Bandini Nayak met Chief Minister Naveen Patnaik at his residence, Naveen Nivas, on Wednesday and discussed the problems faced by Odia residents in the United Kingdom along with the problems they face when they visit Odisha. They urged the Chief Minister to open an NRO Cell in the State to help Odias settled in the UK, the United States, Canada, Australia, Europe and the Middle East.

Such discussions were initiated during the recent visit of the Chief Minister to the UK. Patnaik agreed for all kind of help and support to the non-resident Odias. He also proposed to the Odisha Society of England to establish an Odisha House or Odisha Bhavan in the UK to showcase the State’s rich cultural heritage.

Those present at the meeting included Odisha Tourism Development Corporation chairman Dr Jyotiskar Mohapatra, who said the State Tourism Department has proposed to appoint Odias settled abroad as honorary goodwill ambassadors to promote the State’s cultural heritage in their respective countries and attract more and more tourists to the State.

It was learnt that location of suitable land either in London, Birmingham or Wallsall to establish the proposed Jagannath temple is being taken up with the local administrations. The Chief Minister instructed the OTDC Chairman to take follow-up action.

Over 20,000 people witnessed the Return Car Festival (Bahuda Yatra) of Lord jagannath, Lord Balabhadra, Goddess Subhadra at Sukinda on Saturday.

Upholding the tradition of nearly 150 years, the endowment officials along with devotees pulled the chariot to a little distance to mark the start of the festival on Friday. And the festival was fully conducted on Saturday.

The same traditional practice was also followed on the Rath Yatra day on June 21.

Local ‘King’ Bhudev Bhupati Harichandan Mohapatra performed the ceremonial chariot sweeping on both the occasions. Unlike many other places, both Hindus and Muslims participated on the occasions. Finance Minister Prafulla Chandra Ghadai also witnessed the rare festival of brotherhood.

The festival was successfully conducted under the direct supervision of Rathayatra Managing Committee president and Sukinda Tehsildar Manas Ranjan Mohanty.

In puri, Ten lakh brave incessant rains to witness Suna Vesha

Over Ten lakh devotees had a real test of their devotion as they thronged the Badadanda (Grand Road) in front of the main gate of the Jagannath temple, braving incessant rains for two hours to witness the famous Suna Vesha of Lord Jagannath, elder brother Balabhadra and sister Devi Subhadra on their individual Raths on Saturday night.

The rains almost paralysed all activites in the city and the dressing of the lords in their unique golden attires was delayed by two hours.

A special set of servitors brought huge gold ornaments and jewelries from the temple treasury to the Raths amid tight security. Three separate sets of dressers took about two hours to dress Jagannath, Balabhadra and Subhadra simultaneously on the three chariots. And the darshan was opened by 6 pm.

Precious jewel-studded gold ornaments of various types and styles measuring about 100 kilo grams were used to dress the deities. The ornaments included giant limbs like feet, hands and insignias like mace, lotus, wheel and conch. The huge gold tiaras besides a number of special necklaces and garlands presented a spectacular look.

The deities too wore big “kundalas”(earrings) on their earlobes besides chest guards all made of gold. The darshan of this special vesha would continue till late in the night when the ornaments would be returned to the temple treasury by the servitors on duty.

In view of possible terror threat to the festival, additional spy cameras and mobile phone jammers were installed at strategic places while a three-layer security blanket was thrown around the three Raths during the Suna Vesha darshan.

The residents faced immense problem in going to their houses, thanks to the faulty traffic arrangements.

The inventory of all ornaments and assets of the lords in the temple treasury conducted by the State Government in 1978 revealed that there were 367 items of jewel-studded gold ornaments in use weighing four quintals and 251 items of silver ornaments weighing 14 quintals. These apart, there were rare size diamonds, emeralds, ruby and other precious stones listed in the inventory. According to temple sources the temple treasury consists of seven vaults while the administration opened one for the inventory and the other six vaults remain unopened till date.

The deities would remain on the Raths on Sunday and enter the sanctum sanctorum of the main temple on Monday night in Pahandi procession. On Sunday, they would be offered Adharpana, a special drink on the Raths.

Lord Jagannath would present Rasgollas to his spouse, the angry Mahalaxmi, on Monday to persuade her to open the temple gate which remains closed for the lords by her order as Jagannath had left for his aunt’s abode with his siblings without informing her.

महाप्रभु के प्रसिद्ध सोने का वेश

शुक्रवार को तीनों रथ सिंहद्वार के सामने पहुंच जाने के बाद आषाढ़ शुक्ल एकादशी तिथि में आज महाप्रभु के प्रसिद्ध सोने का वेश किया गया। इस वेश के देखने के लिए लाखों श्रद्धालुओं का समागम हुआ। मौसम अनुकूल रहने से महाप्रभु के इस मनोरम वेश को देखने के लिए राज्य तथा राज्य बाहर के दर्शनार्थियों का हुजूम उमड़ा था। सोने वेश के लिए बड़तढ़ाऊ यानी सोना वेश का दर्शन करने के लिए जुटी श्रद्धालुओं के भीड़ से श्रीक्षेत्र उत्सव मुखर हो उठा है। बाहुड़ा यात्रा के बाद लोग शहर से वापस नहींलौटे हैं। अपराह्नं के समय महाप्रभुओं के सोने का वेश होने का कार्यक्रम निश्चित किए जाने के बावजूद वेश आरंभ होने से पहले रथ के चारों तरफ लाखों श्रद्धालु जमा हो गए थे। आज परंपरा अनुसार तीनों रथ पर मंगल आरती, मइलम, तड़पलागी, वेश, गोपाल बल्लभ भोग, सकाल धूप, मइलम, जात्रांगी महास्नान, वेश, मध्याह्नं धूप, मइलम, संध्या आरती आदि नीति 3:45 बजे के अन्दर खत्म होने के बाद अपराह्नं 4 बजे महाप्रभु के सोने का वेश आरंभ हुआ था। 5:30 बजे महाप्रभु को सम्पूर्ण वेश में सजा दिया गया। पुष्पालक, खुण्टिया, दइतापति, तलुच्छ और भीतरछ सेवायतों ने दारू विग्रहों को सोने के वेश में सज्जिात करवाए थे। नाना स्वर्ण अलंकार और आयुध में महाप्रभुओं को बड़तढ़ाऊ वेश में सज्जिात किया गया था। इस वेश के लिए कड़ी सुरक्षा व्यवस्था के बीच श्रीमंदिर के रत्न भण्डार से स्वर्ण आभूषण और आयुध लाया गया था। हजारों दर्शक श्रीमंदिर से वेश के लिए अलंकार और आभूषण लाए जाने का दृश्य देख रहे थे। कुंतल-कुंतल सोने में तीनों महाप्रभु को सजाया गया। स्वर्ण अलंकार आभूषण और आयुध के साथ विभिन्न पुष्प अलंकार से सजाया गया । श्री जगन्नाथ, प्रभु बलभद्र और देवी सुभद्रा के वेश दर्शन के लिए सिंहद्वार व श्रीमंदिर के चारों तरफ तथा पूरा बड़दाण्ड जन सैलाब से भर उठा था। करीबन 10 लाख लोग महाप्रभुओं के सोने के वेश का दर्शन किए थे। रात के 10:30 बजे तक महाप्रभु का वेश रहा था। तीनों रथ के नीचे एक तरफ से घूमकर लाखों श्रद्धालु चलकर महाप्रभुओं के सोने के वेश का दर्शन कर रहे थे।

इस वेश में महाप्रभु बलभद्र, सोने से निर्मित श्री पयर, श्रीभुज, किरिटी, ओड़ियानी, कुण्डल, चन्द्र सूर्य, आड़कानी, घागड़ामाली, कदम्बमाली, तिलक, चंद्रिका, अलका, झोबाकण्ठ, बाहाड़ामाली, बाघनखी माली, सेवती माली, त्रिखण्डिका, कमरपट्टी में सज्जिात हुए थे। बलभद्र के दोनों श्री हस्त में शोभा पा रहा था हल और मुसल। श्री जगन्नाथ जी को सुवर्ण श्री पयर, श्रीभुज, किरिटी, ओड़ियानी, चन्द्रसूर्य, आड़कानी, कर्ण, घाघड़ामाली, कदम्ब माली, झोबा कण्ठी, हरिणा कदम्बमाली, बाहाड़ामाली, तिलक, चन्द्रिका अलका, ताबीजमाली, सेवती माली और त्रिखण्डिका कमरपट्टी में सजाया गया था। श्री जगन्नाथ दोनों हाथों में सोने का चक्र और चांदी का शंख धारण किए थे। देवी सुभद्रा को किरटी, ओड़ियानी, कान, चन्द्र सूर्य, घाघड़ामाली, कदम्बमाली, सेवती माली में सज्जिात किया गया था। सुभद्रा दो तड़गी या आयुध में सज्जिात हुई थी। सभी अलंकार, आभूषण और आयुध में सज्जिात सिद्ध ग्रहों के दर्शन के लिए शाम होने के बाद दर्शनार्थियों की संख्या कई गुना बढ़ गई थी। वेश में रहते हुए श्री विग्रहों की आरती की गई थी। समुद्र के तरंगमाला के तरह शहर के चारों दिशा से इसवेश के दर्शन को सिंहद्वार के सामने भक्तों का तांता लगा था। बड़दाण्ड पूरी तरह भक्तों से सट गया था। दर्शनार्थी बैरिकेड के जरिए एक मुखी रास्ते में प्रवेश और प्रस्थान कर रहे थे। शांति श्रृंखला रक्षा और जनसमागम को पुलिस विभाग की तरफ से रैपिड एक्शन फोर्स तैनात किया गया था। उज्जवल आलोक के रोशनी में रथ की चारों दिशाएं सुशोभित हो रही थी। सोनावेश में सज्जिात महाप्रभुओं के विग्रह भक्तों के आंखों को झलसा दे रहा था। रथयात्रा और बाहुड़ा यात्रा की तूलना में इस साल सोने वेश में काफी ज्यादा दर्शनार्थियों का समागम हुआ है। केन्द्रांचल राजस्व आयुक्त तथा श्री मंदिर के मुख्य प्रशासक डा.अरविन्द पाढ़ी, उपमुख्य प्रशासक अरविन्द अग्रवाल, आरक्षी अधीक्षक अनूप साहू तथा अन्य वरिष्ठ पुलिस अधिकारी उपस्थित रहकर सभी व्यवस्था को देख रहे थे। रथ के ऊपर लोगों ने अच्छी तरह से वेश दर्शन करने को दइतापति निजोग के अध्यक्ष रामकृष्ण दासमहापात्र, संपादक प्रेमानंद दासमहापात्र, जगन्नाथ जी के बाड़ग्राही, जगन्नाथ स्वांई महापात्र, रामचन्द्र दास महापात्र, विनायक दास महापात्र, जयकृष्ण दास महापात्र, गुणधर दास महापात्र प्रमुख उपस्थित रहकर सभी प्रकार की व्यवस्था ग्रहण किए थे। रात के 11 बजे के बाद महाप्रभुओं का ओलागी हुआ था।

लज्जा दिवस

कटक : पिपिली पिड़िता की 10वीं को राज्य भर में भाजपा महिला युवा मोर्चा ने लज्जा दिवस के तौर पर मनाया है। इसको ले एक धरना व प्रतिवाद सभा जिलाधीश कार्यालय के सामने आयोजित किया गया। राज्य महिला मोर्चा की अध्यक्षा जयंती पढि़यारी इसमें मौजूद रही। कटक नगर महिला युवा मोर्चा की अध्यक्षा स्वागतिका बडु की अगुवाई में चले इस आंदोलन में राज्य अध्यक्षा श्रीमती पढि़यारी ने कहा कि पिपिली घटना की सीबीआई जांच, पीड़िता के परिवार वालों को पर्याप्त सुरक्षा एवं आर्थिक मदद, घटना में दोषियों के खिलाफ 302 दफा के तहत कार्रवाई एवं सरकारी मुलाजिमों द्वारा किए जाने वाली लापरवाही के चलते घटने वाली यह घटना हेतु अधिकारियों के खिलाफ सख्त कार्रवाई की जानी चाहिए। इस घटना में स्थानीय विधायक व राज्य सरकार पर महिला मोर्चा ने निशाना साधा। इस आंदोलन में महिला नेत्री विजयलक्ष्मी त्रिपाठी, बासंती मिश्र, बीणा त्रिपाठी, गीतांजलि महान्ति, रमादेवी, कुनी साहू, पूर्णिमा डोरा, पुनम साहिनी शामिल थी।

बहुचर्चित पिपिली कांड को लेकर भाजपा ने एक बार फिर नवीन पटनायक सरकार के खिलाफ मोर्चा खोल दिया है और राज्यपाल को इस आशय का ज्ञापन प्रेषित कर इस कांड की जांच सीबीआई से कराए जाने और मृतका बबीना बेहरा को न्याय दिलाए जाने की मांग की है।

शनिवार को संबलपुर जिला भाजपा की ओर से पिपिली कांड का प्रतिवाद करते हुए जिलाधीश कार्यालय के सामने प्रदर्शन किए जाने समेत जिलाधीश के हवा से राज्यपाल के नाम ज्ञापन सौंपा गया। इस ज्ञापन में भाजपा ने आरोप लगाया है कि नवीन पटनायक के सरकार के राज में महिलाओं पर अत्याचार काफी बढ़ा है। पिपिली कांड इसका सबूत है। दुराचारियों ने न केवल बबीना बेहरा के साथ सामूहिक दुराचार किया बल्कि डाक्टरों और पुलिस की लापरवाही से बबीना की असमय मौत भी हो गई। मामले को रफादफा करने की हरसंभव कोशिश की गई और मामले की जांच क्राइम ब्रांच के हवाले किया गया है। जिसका कोई इस नतीजा नहीं निकलने वाला ऐसे में, जिला भाजपा को उपाध्यक्षा सरोजनी बंछोर, रश्मिता आचार्य, वेणुधर दास, हरिहर महानंद, गुरुचरण बाग, पवित्र महानंद एवं अन्य ने दोषियों के खिलाफ हत्या का मामला दर्ज करने और घटना की जांच सीबीआई से कराए जाने की मांग की है।

शनिवार के पूर्वाह्नं स्थानीय एडीएम कार्यालय के समक्ष आयोजित धरना-प्रदर्शन में भाजपा के प्रदेश अध्यक्ष जुएल उरांव ने शामिल होकर नवीन पटनायक सरकार की जमकर खिंचाई की। उन्होंने कहा कि नवीन राज में राज्य की कानून व्यवस्था बद से बदतर होती जा रही है। राज्य में पिपिली कांड की भांति महिलाओं पर बढ़ते अत्याचार, हत्या समेत अन्यान्य आपराधिक वारदातें इसका ज्वलंत उदाहरण हैं। उन्होंने पिपिली छात्रा दुराचार कांड की शिकार बेबानी बेहरा पर राज्य के मंत्री प्रदीप महारथी समेत अन्यान्य सरकारी मशीनरी के अत्याचार पर चर्चा करने समेत मुख्यमंत्री से तुरंत इस्तीफे की मांग की। छात्रा दुराचार कांड की शिकार बेबीना बेहरा की मौत के बाद शनिवार को उसके दशाह कार्यक्रम पर आयोजित लज्जा दिवस व विक्षोभ-प्रदर्शन में भाजपा जिलाध्यक्ष धीरेन सेनापति, महिला मोर्चा की अध्यक्ष शिवानी देव समेत प्रमिला सोना, कल्पना लेंका, सुब्रत पटनायक, खगेंद्र प्रधान, दुर्गा तांती आदि शामिल थे। जिसके बाद इस मामले में सीएम का इस्तीफा, बेबीना के साथ हुए सामूहिक दुष्कर्म व हत्या की सीबीआई जांच, दोषियों के खिलाफ मुकदमा चलाने, पचास लाख का मुआवजा देने समेत अन्यान्य मांगें शामिल हैं। विक्षोभ-प्रदर्शन में अन्य लोगों में ममता महंती, लक्ष्मी थापा, सविता मंडल, सुशीला शर्मा, लीना नायडू, पुष्पा नायक, रंजीत नायक, प्रबाल बारिक आदि शामिल थे।

राउरकेला : ओडिशा माध्यमिक शिक्षा बोर्ड की परीक्षा में शिवाजी मार्ग स्थित हिन्दी माध्यम के स्कूल सरस्वती शिशु विद्यामंदिर के शुभम कुमार अग्रवाल 87.33 फीसद अंक के साथ अव्वल आये हैं। स्कूल का परिणाम भी इस वर्ष अच्छा रहा और 98 फीसद विद्यार्थी उत्तीर्ण हुए।

सरस्वती शिशु विद्यामंदिर से इस वर्ष 50 विद्यार्थियों ने परीक्षा दी थी जिसमें से 20 प्रथम श्रेणी, 20 द्वितीय श्रेणी तथा 9 तृतीय श्रेणी से उत्तीर्ण हुए जबकि मात्र एक विद्यार्थी अनुत्तीर्ण हुआ। छेंड निवासी विनोद कुमार अग्रवाल व मां अनिता अग्रवाल के पुत्र शुभम कुमार अग्रवाल कुल 600 अंकों में 524 अंक प्राप्त कर स्कूल में अव्वल आये हैं। उसे हिन्दी में 78, अंग्रेजी में 80, संस्कृत में 92, गणित में 92, विज्ञान में 91, सामाजिक विज्ञान में 91 अंक प्राप्त किये हैं। स्कूल प्रबंधन की ओर से शुभम को इस सफलता के लिए बधाई देने के साथ इसके उज्ज्वल भविष्य की कामना की है।

नई दिल्ली। राष्ट्रपति पद के लिए संप्रग के उम्मीदवार प्रणब मुखर्जी को चुनौती देने वाले पूर्व लोकसभा अध्यक्ष और भाजपा के राष्ट्रपति पद के उम्मीदवार पीए संगमा ने एक बार फिर से विदेशी मूल का मुद्दा उठा दिया है। उन्होंने कहा है कि देश का प्रधानमंत्री किसी विदेशी को नहीं बनाना चाहिए।

उनका यह बयान पूर्व राष्ट्रपति एपीजे अब्दुल कलाम की अप्रकाशित पुस्तक के लीक हुए अंशों के बाद दिया गया है जिसमें कलाम ने लिखा है कि सोनिया चाहती तो वह प्रधानमंत्री बन सकती थीं। उन्हें ऐसा करने से रोकने के लिए उनके पास कोई विकल्प नहीं था।

संगमा ने कहा कि इस मुद्दे पर उनकी राय न पहले बदली न ही अब बदली है और न ही भविष्य में बदलेगी। उन्होंने कहा कि वह जीते जी किसी भी विदेशी मूल के नागरिक को देश के प्रधानमंत्री बनने के लिए समर्थन नहीं कर सकते हैं।

गौरतलब है कि वर्ष 1999 में विदेशी मूल के व्यक्ति को प्रधानमंत्री न बनाए जाने के मुद्दे पर पीए संगमा, शरद पवार और तारिक अनवर ने काग्रेस छोड़ कर राष्ट्रवादी काग्रेस पार्टी बनाई थी।

हालांकि इसी वर्ष मई में संगमा ने माना था कि अब यह मुद्दा खत्म हो चुका है। उन्होंने इस बाबत सोनिया से मिलकर माफी भी मांगी और उनसे पुरानी बातें भूलने की भी बात कही थी। गौरतलब है कि कलाम के संस्मरणों की नई किताब टर्निग प्वाइंट आने वाली है। राष्ट्रपति चुनाव में काग्रेस का समर्थन न मिलने के बाद संगमा अपने पुराने रुख पर लौटे हैं।

KOZHIKODE, JUNE 30, 2012 : The Kerala Police on Friday morning arrested top CPI(M) leader P Mohanan through a dramatic move for the May 4 murder of rebel leader TP Chandrasekharan. The arrest triggered violent CPI(M) protests leading to confrontations with the police who had to resort to lathi-charges and tear-gas and grenade lobbing. The CPI(M) would observe a shutdown on Saturday in the district.

Mohanan, arrested for murder on the basis of statements of arrested conspirator and CPI(M) functionary PK Kunhananthan, is member of the party’s district secretariat in Kozhikode, the second senior-most leader of the organization in the district and a firm soldier of its neo-liberalist faction. He is husband of CPI(M) legislator KK Lathika.

A court in Vadakara, Kozhikode on Friday afternoon remanded Mohanan in judicial custody for 14 days but left him in police custody till June 6. The police had to carry out several rounds of lathi-charge as thousands of stone-pelting CPI(M) workers created a war-like situation in front of the court by blocking the vehicle taking Mohanan to police camp.

Protestors pelted stones at the police and the court. Several policemen, protestors and newsmen suffered injuries. Many vehicles were damaged in the incident. That the police would have a tough time was obvious even before Mohanan was brought to the court as hundreds of activists were waiting at the court premises for the arrival of the police vehicle carrying him.

Mohanan, 56th accused in the murder case as per the police’s remand report filed in the court, was charged with murder, suppression of information and other offences. The police have so far arrested nine senior CPI(M) leaders in connection with the murder of Chandrasekharan.

IT was through a dramatic move that the Kerala Police’s special investigation team probing the Chandrasekharan murder arrested Mohanan at Koilandy, 25 km north of Kozhikode city at 8.40 am Friday. The police followed his car in a vehicle, blocked it and took him into custody, stunning him and the CPI(M) leaders who were with him.

Mohanan was then taken to the police station in Koilandy where leaders like district CPI(M) secretary TP Ramakrishnan and Mohanan’s wife Lathika and several party workers raised protests at the way he was arrested. “The arrest is unjustifiable. We are certain that Mohanan is innocent. The manner of the arrest is even more unjustifiable,” said Ramakrishnan.

The arrested leader was then taken to the SIT’s camp in Vadakara where more CPI(M) workers assembled in protest. Attempt to manhandle the crew of a television channel led to some tension but leaders and the police were able to restore calm after some time. The SIT started quizzing Mohanan immediately after he was brought to the camp office.

According to sources, the police arrested Mohanan on the basis of the statements of Kunhananthan, the chief conspirator behind the murder who had surrendered on June 23. He had reportedly told the police that Mohanan had prior knowledge of the rebel’s murder. Sources justified the arrest drama saying this was necessary to avoid Mohanan’s going into hiding.

The CPI(M)’s State secretariat reacted strongly to the arrest saying the Congress-led ruling UDF was settling political scores using the police. The party would counter such moves with people’s power, it said. Home Minister Thiruvanchoor Radhakrishnan asked the CPI(M) to “put the word back in the sheath” referring to the violence in front of the Vadakara court.

Chandrasekharan’s widow KK Rema said she and the RMP (the outfit Chandrasekharan had floated with his associates in 2008 after leaving the Marxist party) had expected Mohanan’s arrest and the only concern was on why it had been delayed so far. “Mohanan has always been trying to destroy the RMP. We believe that the arrests won’t stop here,” she said.

BHOPAL, JUNE 29, 2012 : Mohan Lal Cheepa has been appointed as the first vice-chancellor of the city-based Atal Bihari Vajpayee Hindi University, official sources said today.

Madhya Pradesh Governor Ram Naresh Yadav issued an order naming Cheepa as the first vice chancellor of the university, founded by the state government in honour of noted Hindi poet and former prime minister Atal Bihari Vajpayee.

The tenure of the appointment will be for four years or 70 years of age, whichever is earlier, sources said.

Professor Cheepa belongs to Jaipur and had earlier served as the VC and Head of the Maharishi Dayanand University, Ajmer, they added.

The role of the US in “fanning Islamic militancy” has been highlighted by a visiting Pakistani professor who was the star performer at a seminar sponsored by The Democracy Forum in London.

Nuclear physicist Dr Pervez Hoodbhoy, from Quaid-e-Azam University in Islamabad, was a keynote speaker at the seminar entitled ‘The role of education in combating terrorism’. In his view, the US has played a major role in contributing to the Islamic radicalisation that currently prevails in both Afghanistan and Pakistan.

His views were spelt out at the well attended function, chaired by Dr William Crawley of the Institute of Commonwealth Studies and addressed by The Democracy Forum head and British Conservative MP Stephen Hammond. Other participants included Professor Jack Spence from King’s

College, London, Shiraz Maher from the International Centre for the Study of Radicalisation, Mushtak Parker, Editor of Islamic Banker magazine and retired ambassador and visiting professor at the Centre for Policy Research in New Delhi G Parthasarathy. The seminar was brought to a close by retired British Crown Court Judge Sir Mota Singh.

In his speech, Hoodbhoy started by commenting on the changes to the education curriculum in Pakistani schools, quoting from a 1995 primary education document published by Pakistan’s Ministry of Education.

The document states that after the completion of Class V, all children should be able to “understand Hindu Muslim differences and the resultant need for Pakistan”. “Children should be also able to understand India’s evil design against Pakistan,” it further says.

Other requirements for Class V graduates are to “acknowledge and identify forces that may be working against Pakistan” and to “make speeches on Jehad and Shahidat”.

At least as important, according to Hoodbhoy, was the earlier meddling of US government agencies like USAID and the CIA, encouraging Islamic radicalisation which shaped the world view of both young Pakistanis and their Afghan counterparts.

The US role in this process is especially relevant today as the Taliban stage a comeback in parts of Afghanistan in anticipation of the American pullback from the country in 2014. Squads of Taliban-backed morality police are active in provinces like Nuristan where they mete out Draconian punishments to anyone who watches television, listens to music or participates in any other types of activity deemed to be un-Islamic.

Back in the 1980s, the US government spent millions of dollars to produce educational textbooks for Afghan refugee children that were filled with violent images and militant teachings from the Koran.

Published by the University of Nebraska in the US, these textbooks were subsequently exported to the madrassas (schools) operating along the Pakistan-Afghanistan border.

“They distributed millions of Korans to Madrassas with the aim of fanning radicalism,” Hoodbhoy explained. “It was viewed as the most efficient way of fighting the Soviet Union by putting this across as a religious war. The policy was evolved between the US and Pakistan and Saudi Arabia was the funder. But it was very close consultation between General Zia (Pakistan’s late president) and the CIA which conducted the biggest covert war in history (against the Soviet Union.)”

At the time, President Bush explained that some 10 million US-supplied books intended for Afghan school children would teach “respect for human dignity, instead of indoctrinating students with fanaticism and bigotry.”

Yet, the content in one of the mathematics textbooks written in Dari and Pushtu, read out by Hoodbhoy, included the following:

“One group of Mujahed attacks 50 Russian soldiers. In that attack, 20 Russians were killed. How many Russians fled?"

Another mathematics problem states: “A Kalashnikov bullet travels at 800 metres per second. A Mujahed has the forehead of a Russian in his sights 3,200 metres away. How many seconds will it take the bullet to hit the Russian’s forehead?”

Still another textbook publishes a verse from the Koran, followed by a tribute to the Mujahideen who are described as obedient to Allah and willing to sacrifice their wealth and life to impose Islamic law on the government.

World Hindu Economic Conference emphasizes need for Hindu model of economy to overcome the global threat caused by undue exploitation of the resources, breakdown of the institution of family in western societies and lack of ethical framework in the present economic system.
