Defenders of the Faith,Refresh Your Memory

This article is addressed to all defenders of the faith who are constantly haranguing BJP to stop disrupting Parliament and save Indian democracy.Public memory is short,media's shorter.A section of the media also suffers from selective amnesia.The Vajpayee-Ied government was the first non-Congress government which governed India for over six years.It won an election in 1999,to return to power.It did suffer the fate of all earlier non-Congress governments in 1998,but acquired stability in its next term.Its success led many to believe that Congress was not going to return to power any time soon.The resulting frustration in the Congress led to a complete change in its parliamentary behaviour.One has merely to look at the record of the thirteenth Lok Sabha to realise how often the Congress resorted to disruption and how flimsy were the grounds of those disruptions.Let me chronicle a few just to set the record straight and refresh the memory of the defenders of the faith.If frequent adjournment of the Lok Sabha due to interruptions and disorderly scenes resulted in the loss of time of 10.66% during the Twelfth Lok Sabha,it increased to 19% during the Thirteenth Lok Sabha.In February 2000,a circular issued by the Gujarat government,allowing its employees to take part in the activities of the RSS paralysed the business of Lok Sabha for at least 10 days.In December 2000,the House was paralysed once again for eight days when CBI filed a chargesheet against three Union ministers in the Babri Masjid case.A major part of the budget session of 2001 was lost because of the Tehelka sting operation.The same thing happened when the Comptroller and Auditor-General report on the purchase of coffins for the armed forces was presented to Parliament.Parliament was disrupted and George Fernandes was boycotted by the Congress in Parliament.He was described as a Kafan Chor.When the US forces invaded Iraq in early 2003,despite the fact that the prime minister himself made a statement expressing strong opposition to any military action in Iraq,the Congress insisted on Parliament passing a resolution condemning the US action.They disrupted the proceedings of Parliament again for many days until finally the great democrat Shri Atal Bihari Vajpayee instructed us to work out a compromise which we did.Only then was Parliament allowed to function.Compare Sonia Gandhi's belligerence today to the statesmanship of Vajpayee then.The examples of unprecedented corruption in recent years have been brought in the public domain by none other than a constitutional body like CAG.This has made the prime minister depart from established practice and make a statement in Parliament on August 27,2012,criticising CAG.An extraordinary statement indeed by a person who has spent all his life as an economic administrator and should know more than anyone else about the role and responsibility of CAG.The defenders of the faith are quiet on this point.They never tire of reminding us that according to our parliamentary procedure reports of CAG are automatically referred to the PAC and are examined by the PAC.This is absolutely correct.So,the report of the CAG on the 2G scam came to the PAC.Indeed,this was exactly the argument given by the government to reject our demand for a JPC.The prime minister repeatedly expressed his faith in the PAC and its chairman.He even offered to appear before the PAC personally,knowing fully well that the PAC cannot call ministers;an offer which he has not found fit to repeat for JPC.In fact,JPC is stalemated on the issue of summoning the prime minister and the finance minister as witnesses which BJP members are demanding and the ruling party members are opposing stoutly.But let us return to the theme of the PAC.PAC spent eight months deliberating on the 2G scam.It examined 22 witnesses during this period but when the time came to examine the Cabinet Secretary,the Principal Secretary to the PM and the then Solicitor-General,Attorney General Vahanvati,the ruling party members disrupted the proceedings and did not allow the examination of these witnesses.The defenders of the faith kept quiet.Subsequently,the secretariat of the PAC prepared the report as is the practice in all Parliamentary Committees.When the report was presented to the committee,the ruling party members indulged in rowdy behaviour to disrupt the meeting of the PAC.In my long parliamentary career,I have never seen such behaviour in any committee.When the chairman of the PAC adjourned the meeting because of this disruption,a ruling party member even occupied his chair and conducted mock proceedings to reject the report.They even conducted a press conference and abused the chairman.All this was done under the direction of the senior-most ministers of the government.The defenders of the faith kept quiet.Parliament of India let it pass.The draft report of the JPC was effectively buried.An attempt is being made to repeat the same thing even in the JPC.The message is loud and clear,we shall indulge in corruption with impunity.The fact of the matter is that anyone who dares to enquire into the misdeeds of this government,whether it be CAG,PAC,JPC,or any other constitutional body,will be rubbished by the UPA government on the strength of its numbers.Truth will be suppressed,their sins will be swept under the carpet and the stale excuse on every occasion will be that they were only following NDA policies or that BJP is also equally guilty.The tragedy is that with the help of a section of the media,they sometimes succeed in their propaganda.When Congress disrupts Parliament,it is performing a sacred national duty.When we do so,we are committing a grave crime.When Sonia Gandhi beckons her members to attack LK Advani,it is an act of courage and leadership.When the prime minister criticises CAG,he is being bold.My appeal to the defenders of the faith is to refresh your memory,go back a little into the past,do a little research and then defend the faith.

In this post-Anna, post-Baba Ramdev phase, it seems there is no limit to the brazenness of our netas and babus when it comes to corruption. But then, salt cannot be made more salty.

There is an advertisement, often shown on TV, in which a young boy exhorts his father to be honest and pay taxes, since the money will help the government build infrastructure, etc. Unfortunately, there is no ad showing the daughter of a government official or politician encouraging him to avoid taking bribes.

Everyday corruption is breaking the backs of the aam aadmi,including the much-reviled middle class. The index of middle-class misery can be measured by adding up the official tax rate, the inflation rate and the corruption rate.

In this article, we attempt to estimate the real cost of bribes and corruption using various calculation methods and assumptions. And here’s the big number: the informal “taxes” we pay in the form of bribes probably add up to Rs 4,00,000 crore annually – nearly 6 percent of GDP. Add the big corruption scandals, and the figure could add up to 12 percent of GDP (explained below).

However, this bribe-related taxation is not discussed in open forums by businesspersons since they are worried about the next round of bribe-giving that may fall due. On the contrary, they even take out full-page advertisements to defend the stealing of public money – whether it is the allocation of coal blocks or airport land.

It is smaller businessmen who bear the brunt of this corrupt state. The smaller the business, the larger the share of bribe one has to pay the minions of the powers-that-be. For instance, a retail vegetable vendor earning Rs 400-500 a day may end up paying Rs 40-50 as bribe to the police and other agencies. This comes to nearly 10 percent of his gross income, and a phenomenal proportion of net revenue.

Government employees collect taxes on two accounts – the client account, which is intended for the government’s coffers, and the “personal account”, for their own pockets. Often, the “personal account” collections significantly exceed what is collected on the government account.

Innovative mechanisms are thought of by government officials to do this, as in the case of a registrar’s office in Tamil Nadu where regular “bribe collectors” are employed by officials. This way, even if they are caught, the actual bribe collectors can always deny any wrongdoing.

Collections on the “client account” can be done only by employees in tax-related (like direct and indirect taxes) departments. But “personal account” collections can happen in almost any human endeavour involving the state – and it can be collected through inaction, speed, inducement, lure, threat or intimidation by any government employee or his agent. It is to be noted that without political patronage “personal account” taxes – bribes, in simple terms – cannot exist.

We can call this “bribe taxes” to distinguish them from taxes imposed by budgets. It is also a total solution situation – imposed on us from womb to tomb. To get a birth certificate, parents need to pay a bribe upwards of Rs 1,000 in some states (depending on the number of originals needed). For collecting a death certificate, the payment can run into thousands of rupees if the government official senses that it is important for transferring a huge amount of assets.

Recently, there was a report suggesting that in government hospitals in Bangalore, a newborn child is shown to the mother only on payment to hospital employees engaged to provide this “service” to patients. The “fee” is Rs 300 for a boy baby and Rs 200 for a girl, which reveals an obnoxious gender bias, even in corruption.

Government employees collect bribe taxes from citizens on many counts, some of which are presented in the accompanying table. It is clear that the bribe tax collection is a birth-to-death levy and, more important, is no longer considered improper.

An informal survey was done over the last three years in different parts of an Indian city to obtain an idea of the type of bribe taxes collected in practice and to estimate the amounts changing hands.

This, coupled with various media reports about graft cases/Lokayukta reports published in newspapers, has been used by this writer to arrive at bribe tax details. This does not cover large amounts of bribe taxes pertaining to major/minor projects awarded at the state and central levels. It is estimated that for all categories, the revenue generated in one city on account of bribe taxes could be around Rs 5-8 crore a day. And this is only for those nodal points not directly involved in collecting government taxes.

Based on an average of 250 days of activity in government offices, the annual bribe tax would be at least Rs 2,000 crore in each major city. At the national level of, say, 50 cities/towns (minimal estimate) it adds up to a whopping Rs 1,00,000 crore for 2010-11.

According to the Economic Survey 2011-12, the combined tax receipts of the central and state governments in 2010-11 were Rs 12,37,344 crore. If we use the thumb rule that in general taxes are under-collected upto 20 percent of what is due (again, probably an underestimate), then the actual taxes would have been Rs 15,46,680 crore. The difference of Rs 3,09,336 crore arises out of bribe tax reasons.

Putting the earlier estimate of Rs 1,00,000 crore generated in all government activities plus this estimate of Rs 3,09,336 crore of bribe tax in tax departments, we get an estimate of Rs 4,09,336 as bribe taxes. Our GDP at market prices during 2010-11 was Rs 76,74,148 crore and corruption money thus amounts to nearly 6 percent of GDP.

This is without taking into account the huge corporate transactions on contracts worth billions of rupees on airports, expressways, coal blocks, spectrum allotments, power plants, IT parks, defence purchases, etc. If we add them all, the bribe tax collections would be at least 12 percent of GDP, when the aggregate tax-to-GDP ratio is around 16 percent.

This implies that on a bribe tax plus regular tax basis, our tax-GDP ratio is nearly 30 percent, which is highly comparable to many developed economies. We may conclude that our “effective tax rate” is around 30 percent of our national income, which is twice what is shown as the “nominal tax rate”. Hence, the chorus by Leftist economists that India is an under-taxed nation is an untenable theory, based only on regular taxes.

In this case, several hundreds of miles separate reality and Leftist experts. The bribe tax is one of the important reasons why a large number of posts in various government departments are apparently auctioned to the highest bidder by our political masters.

Needless to add, bribe tax collections are done with the connivance and/or encouragement of the top political leaders, who get a large share. The important issue is the use of the humongous amount of bribe tax by receivers. A substantial portion of the unorganised credit market is serviced by bribe tax amounts and the police is said to be emerging as a major credit provider/collector in the unorganised trade and retail markets. This has far-reaching implications for civil society and the credit markets.

The Gangotri of corruption is the illegal money stashed abroad and recycled as foreign direct investment (FDI) or portfolio flows into the country. The brazenness exhibited during the 2G scam and the recent Coalgate scam does not augur well for our republic, since it sends a signal that bribery, thievery and thuggery are all acceptable forms of governance as long as you can use organs of coercion like the CBI and the Enforcement Directorate to arm-twist your opponents.

Carrying on trade/business

Smaller the business larger the percentage. Retail pushcart dealers/ street vendors estimatedly pay police or their agents Rs.20 to Rs. 30 per day from their earnings of Rs. Rs.100 to 500. Fast food restaurants pay Rs. 500 to 1000 per week to the health inspectors of the local municipality.

Identity establishment

Birth certificates/ death certificates/Ration Card/passport/Caste certificates. The amount varies from Rs. 100 to Rs. 1000, depending on the bargaining power and urgency. Minimum is Rs 100.

Acquiring Contracts

For roads, water pipes, cables, houses for low income groups, stadium, parks etc. varies from 1 to 3 percent of the amount

Availing “Free” services

Government hospitals, schools, Electricity Board, water works, RTO. It varies from Rs 10 for a bedpan service at a government hospital to Rs.10, 000 for vehicle fitness inspection certificate.

Closing the Eye-- Services

Traffic Police, building set-off, wrong construction, basement parking as shops, illegal electric/water/phone connection, violating labor laws. Bringing in foreign goods not allowed above specified limit. Keeping cattle in city, felling public trees etc. The amount is negotiable with a minimum of Rs.100. At the very low level it is paying half the fare in public buses with out ticket.

Provision of Government Gratis

Old age pension, free credit by some Govt. schemes, land compensation, fire compensation, riot compensation. It is again anything between 2 to 50 per cent of the amount. In many situations the “fee” is after delivery like American plaintiff lawyers who collect a percentage

as fees [contingent claims] after winning the case

Reducing Waiting Time

All activities of Government. The percentage varies from 2 to 20 per cent with a minimum of Rs. 100 to Rs.200

Mandya, Karnataka August 30: In a late-night operation by ABVP-Bajarangadal activists stopped a train carrying Bangla Infiltrators, more than 120 Bangladesh Infiltrators were arrested by Railway Police at Mandya, Karnataka.

North-East Exodus crisis at railway station recently, it is suspected that Several Bangla Infiltrators were taken shelter in houses of Bangalore, which were occupied by NE citizens earlier.

This is what Happened:

It was a train carrying passengers from Yeshwantpur of Bangalore to Kannur of Kerala. In the same train, hundreds of ABVP activists were returning from Bangalore to their natives after attending a state level conference in which national leaders including Sunil Ambekar participated.

In few compartments, there were few passengers speaking in Urdu, Bengali, Hindi and were discussing something own their own. ABVP activists came to know that these passengers belong to Bangladesh. When enquired, the reality came to light that nearly 250 Bangladeshi infiltrators were travelling. ABVP activists informed their friends and also communicated to Bajarangadal activists near Mandya, where train was stopped by them. Later ABVP activists informed police. DYSP Channabasappa lead police team was successful to arrest 120 Bangla infiltrators, meanwhile around 50 to 75 other Infiltrators got escaped and ran away.

After the arrest, these Bangla infiltrators were sent to from Mandya to a Bangalore jail. Police also traced narotic-analgesic drugs including Opium, Hallucinogens like Ganja etc from these Infiltrators. These Bangla Infiltrators were possessing fake identity cards, documents. All such documents were seized by police.

Bajarangadal State Co-Convener Manjunath has lead this joint operation, thanked the timely help of railway and local police, local media. He said “Karnataka has been a shelter for Bangladesh infiltrators. Government has to take immediate action to deport such illegal Bangla immigrants”

समाज की वर्तमान समस्याओं का स्थायी तथा प्रभावशाली समाधान करने के लिए युवाओं में नेतृत्व विकास जरूरी है। इस लक्ष्य को लेकर शांतिकुंज हरिद्वार की ओर से ओड़िशा के 30 जिलों के प्रतिभाशाली युवकों को एक वर्ष का प्रशिक्षण देने का कार्यक्रम शुरू किया गया है। इसमें नेतृत्व विकास समेत वैदिक व नैतिक क्रांति लाने का लक्ष्य भी रखा गया है। रविवार को सेक्टर-2 स्थित गायत्री शक्ति पीठ में गायत्री परिवार के पदाधिकारियों ने इस बारे में विस्तार से जानकारी दी गई।

इस शिविर में उपस्थित गायत्री परिवार के अखिल भारतीय युवा प्रकोष्ठ के प्रमुख केपी दुबे, अखिल ओड़िशा गायत्री परिवार के प्रमुख बालकृष्ण पंडा, स्थानीय पदाधिकारी प्रशांत नायक ने राज्य स्तरीय युवा जागरण शिविर के बारे में जानकारी दी। उन्होंने विद्यार्थियों को शिक्षा, स्वास्थ्य तथा स्वावलंबन के क्षेत्र में विशेष परिवर्तन लाने के लिए योजना तैयार की गई है। इस कार्यक्रम में राज्य भर के विभिन्न अंचलों से आऐ पांच सौ से भी ज्यादा युवा शामिल थे। इन युवाओं को आगामी एक सितंबर से एक महीने तक प्रशिक्षण दिया जाएगा। इस कार्यक्रम में शिक्षा, स्वास्थ्य, कुटीर उद्योग तथा स्वावलंबन के बारे में युवाओं को प्रशिक्षण दिया जाएगा।

नगरपालिका की उपेक्षा का शिकार गोपबंधुपाली अमरनाथ बस्ती के लोगों ने सोमवार श्रमदान व आर्थिक सहयोग के जरिये सड़क निर्माण का काम शुरू किया। इसमें जीपी यंग क्लब के सदस्यों की भूमिका अहम रही।

गोपबंधुपाली अमरनाथ मंदिर के निकट सड़क जर्जर हो गई थी एवं बारिश के दिनों में इसमें पानी जमने से लोगों को कई तरह की परेशानी हो रही थी। इसकी मरम्मत के लिए नगरपालिका का बार बार मांग के बावजूद पहल नहीं होने पर जीपी यंग क्लब की अगुवाई में बस्तीवासियों ने चंदा कर तीस मीटर सड़क कंक्रीट करने का निर्णय लिया। सोमवार को बस्तीवासियों ने श्रम दान के जरिये कंक्रीट सड़क का निर्माण कार्य शुरू किया। बुधवार को अगले चरण का काम किया जायेगा। क्लब से जुडे़ बाबू सिंह, शरत दास, ब्लाक कांग्रेस अध्यक्ष भीम महतो, आरिफ अली, रोबिन सिंह, सुनील नायक, रवि सिंह, विशु सामंत, अनवरी बेगम, रीता माझी, कृष्णा बेहरा, मो. मकसूद समेत अन्य बस्ती वासियों ने इस इलाके की नालियों की नियमित सफाई व मरम्मत नहीं होने पर क्षोभ जताया। सड़कों की मरम्मत के बाद नालों की सफाई व मरम्मत का काम भी खुद करने की बात उन्होंने कहा है।

$img_titleजोधपुर 23 अगस्त 2012 : विश्व हिन्दू परिषद् के तत्वाधान में आसाम में बंगलादेशी घुसपैठियों द्वारा हिन्दुओ पर हुए अत्याचार तथा बंगलादेशी घुसपैठियों के समर्थन में देश में जगह जगह हुए हिंसक आन्दोलन के विरुद्ध विशाल धरना एवं प्रदर्शन किया गया। धरने-प्रदर्शन में हजोरों लोगो ने भाग लिया. महिलाओं की भागीदारी भी भारी संख्या में थी.
संतों का सहभाग
धरने में संत अमृतराम, सैनाचार्य अचलानंद गिरि, संत रामप्रसाद, संत हरिराम, संत राम प्रकाश, वाल्मीकि संत तारूनाथ व प्रमुख ग्रंथी जयपालसिंह सहित पचास से ज्यादा संत शामिल थे।
असम में बांग्लादेशी घुसपैठियों की हिंसा के विरोध व राज्य की जनता की सुरक्षा के लिए विहिप सहित जोधपुर के प्रमुख संगठनों ने गुरुवार को सुबह 11 से दोपहर 1 बजे तक नई सड़क पर धरना दिया। धरने के बाद संतों की अगुवाई में रैली निकाली। कार्यकर्ताओं ने प्रदर्शन किया और कलेक्टर को ज्ञापन सौंपा।
$img_titleसंतों के संबोधन के बाद करीब 12 बजे नई सड़क से लोगों का हुजूम रैली के रूप में नारेबाजी करते हुए कलेक्ट्रेट की ओर रवाना हुआ। सबसे आगे संत चल रहे थे। उनके बाद विहिप, अखिल भारतीय विद्यार्थी परिषद, सेवा भारती व विभिन्न इलाकों से आये आर्यवीर शाखाओं के नवयुवक, भारतीय जनता पार्टी,एवं अन्य लोग बांग्लादेशी घुसपैठियों को देश से बाहर निकालने व केंद्र सरकार की नीतियों के विरोध में नारे लगाते चल रहे थे। ट्रैफिक पुलिस द्वारा, पावटा से नई सड़क चौराहे तक ट्रैफिक डायवर्ट करने के कारण दो चौराहों व उससे जुड़ी सड़कों पर लगभग दो घंटे तक जाम लगा रहा।

बंगलादेश आये घुसपैठियों को अपना मतदाता मानकर, सरकार ने उन्हें दी सुविधाओं के कारण ही आज पूर्वांचल की स्थिति बेकाबू हो रही है; वहॉं हिंदू बेघर हो रहा है ऐसा आरोप पुराना बस स्टँड नेहरुपार्क की विशाल सभा में अधिकांश वक्ताओं ने किया.
पूर्वांचल में हुई हिंसा का निषेध करने के लिए, विश्‍व हिंदू परिषद, बजरंग दल और अन्य हिंदू संगठनों के तत्वाधान में पुराना बस स्टँड नेहरुपार्क में विशाल सभा हुई.
सभा के प्रमुख वक्ता राष्ट्रीय स्वयं सेवक संघ के प्रान्तीय सेवा प्रमुख रूद्र कुमार ने कहा कि आज समाज के सामने बिकट स्थिति निर्माण हुई है. इस स्थिति में समाज हित के लिए सबको जागना होगा. लव्ह जिहाद के माध्यम से हिंदू लड़कियों के धर्मांतर का अभियान चलाया जा रहा है. खेडापा रामद्वार के संत सुरजन दास जी महाराज ने कहा कि आज की नीतियों के चलते भविष्य में हिंदू अल्पसंख्यक होने का खतरा है. विभाग मंत्री परमेश्‍वर जोशी ने सरकार की नीतियों की आलोचना करते हुए कहा कि कभी लक्षित हिंसा कानून लाने का प्रयास कर, तो कभी जम्मू-कश्मीर को अधिक स्वायत्तता देने का प्रयास कर सरकार हिंदूओं के लिए समस्या निर्माण कर रही है और देश की अखंडता के साथ खिलवाड कर रही है.

Dr Bhat was addressing a massive protest gathering in front of town hall condemning the attack on North East Indians especially o Assam citizens. The protest was held by Save Assam Forum, Karnataka Unit which also demanded the central goverment to stop illegal migration and restore peace in North East Indian states.

Jugantha Das, a student hails from Assam said “People of Assam facing tragic situations there due to mass infiltration of Bangladeshis. We demand the government to take immediate necessary actions so that Assam Imbroglio will end soon”. He also praised the timely help of RSS Swayamsevaks at Railway Station Bangalore, for providing food, safety and security a continuous 90 hours for about 27,000 North East passengers during the recent NE Exodus episode.

Memorandum Submitted to Hon President of India

Respected Sir,
Tragic circumstances under which Assam is passing through is a matter of grave concern for all countrymen. The Save Assam Forum Karnataka (SAFK) expresses its deep anguish over the pain, sufferings and losses faced by the people of Assam in the recent outburst of violence in Bodoland Territorial Area District (BTAD) and Dhubri. The fact that a large number of people have been killed, many are injured and lakhs have been rendered homeless due to loot and arson shows that the situation is alarming. It is an irony that people have to live in refugee camps in their own country because of hostilities from foreign infiltration.

The SAFK is also pained to know that a large number of students and young employees of North East states in several parts of our country especially Bangalore, Mumbai, Pune and Chennai are returning to Assam and other North-eastern states in an atmosphere of fear and threat.

The present situation in Assam that erupted on 20 July is not an isolated or sudden one, but it is another episode in the series of such violent incidents took place earlier. There have been skirmishes and conflicts leading to wide spread violence in the past due to a large presence of illegal Bangladeshi infiltrators.

Tensions between Bangladeshi Muslim and local communities have prevailed in the region for many years now. In this context, we can quote several incidents, the Idgah incident at Fakiragram being the recent one, or the Udalguri violence four years back. The ever increasing number of Bangladeshi Muslim infiltrators has not only disturbed peace and amity in the region but created socio-economic and political problems also. The people of Assam and other NE states are well aware of this as they are experiencing it. Time and again, various organisations have raised the issue of Bangladeshi infiltration and demanded from the Govts-both state and union-to put a halt to this vexed problem. At the national level SAFK and many others have also been voicing the same opinion for last three decades. But unfortunately, these demands have met with no tangible solution.

The recent violent incidents in Mumbai point to the fact that the situation has taken alarming proportion and different dimension. The Mumbai incident and also the attack on students at Pune deserve to be condemned by all. Such violent eruptions have been witnessed at Ranchi also. Considering these developments, there appears to be a larger conspiracy to create tension and spread violence in other parts of the nation. It is for all and particularly for the government in all states and the union government to take all necessary measures to keep the situation under control so that the peace is maintained.

There is a complaint in Assam by visitors that many people in the relief camps where Muslims are taking shelter, are not coming from the villages which have faced violence. I demand the Govt. authorities to enquire into this and take necessary steps as per the situation.

Save Assam Forum would like to bring to your notice about the works carried by Swayamsevaks of Rashtriya Swayamsevak Sangh in crisis hit Assam. The swayamsevaks of RSS, and organisations inspired by the RSS, have rushed to the relief work in Assam soon after the violence erupted. RSS Swayamsevaks are rendering succor to the affected people in the Bodo areas. They are working in more than 60 camps, providing food provisions, cooked food, medicine, clothes, utensils and other needs. Teams of medical doctors from Gujarat and Uttar Pradesh visited the area for three weeks and rendered medical aid. More works of relief and rehabilitation are being contemplated.

Workers of SAFK have met North East students and others during the recent North East exodus crisis, at Bangalore and offered all help for their safety and security. We tried to persuade these youth to stay in Bangalore and other cities. Also, they have announced help line numbers. Food and security have been provided by us to these youth who were travelling by trains to Assam. We request state governments and the union government to punish the people who created panic among Assam people at different parts of the country by threat, assault and through SMS.

Save Assam Forum, Karnataka appeals to the general public of North East and also throughout the country to maintain total peace and amity by all efforts. It is extremely necessary to keep vigil that nobody misuses the situation or spreads rumours and no tension or provocation is created in any part of the country.

Save Assam Forum, Karnataka also assures all help, safety and security to our brethren of Assam & other North East States working or studying in other parts of the country. We appeal them not to get panic. The people of Assam and North East are not alone but the entire country is with them at this hour of distress.

It has been the considered opinion of SAFK on the basis of ground realities that the frequent outburst of violence is the result of the tension between the local communities who are genuine citizens of the nation and the Bangladeshi Muslims who are illegal infiltrators. The SAFK demands from the Govt to implement all effective steps immediately to curb the infiltration from Bangladesh and to detect them here, delete their names from electoral lists, and to deport back in order to put a permanent halt to this problem. Also, the National Register of Citizens (NRC) should be prepared without further delay and non-citizens should be treated accordingly.

Sir, we,would like to request you to consider this memorandum, requesting to restore the peace and social harmony in North East India and providing security for North East Indians at any part of the nation.

$img_titleनई दिल्ली, 27 अगस्त 2012 : राष्ट्रीय स्वयंसेवक संघ उत्तर पूर्व विभाग दिल्ली प्रांत द्वारा सीरी फोर्ट आडिटोरियम में बांग्लादेशी घुसपैठ एवं असम हिंसा समस्या-समाधान विषय पर विचार गोष्ठी 24 अगस्त 2012 को सम्पन्न हुई। गोष्ठी में असम के पूर्व पुलिस महानिदेशक श्री एस.पी. कार जी मुख्य अतिथि के रूप में तथा राष्ट्रीय स्वयंसेवक संघ के सहसरकार्यवाह श्री कृष्ण गोपाल जी मुख्य वक्ता के नाते उपस्थित थे।

श्री एस. पी. कार ने असम की स्थिति के बारे में अपने अनुभवों को गोष्ठी में रखा। उन्होंने बताया कि लोगों की जमीनी समस्याओं को उन्होंने अपने 36 सालों के पुलिस कार्यकाल में देखा व समझा है। बी.टी.ए.डी. पर बोलते हुए उन्होंने कहा कि मौजूदा घटनाक्रम 6 जुलाई से प्रारम्भ हुआ। यह स्थिति अचानक नहीं बनी बल्कि धीरे-धीरे इसका निर्माण किया गया। असम में 2011 तक 10 से 11 जिले बांग्लाभाषी मुस्लिम बहुल हो गए हैं। यह स्थानांतरण सरकार के जानकारी में हुआ।

राष्ट्रीय स्वयंसेवक संघ के सहसरकार्यवाह श्री कृष्ण गोपाल जी ने अपने उदबोधन में कहा, आज पूर्वोत्तर तथा वहां के लोगों को जानने की आवश्यकता है। पूर्वोत्तर पर जानकारी देते हुए उन्होंने कहा कि पूर्वोत्तर अनेकों धार्मिक स्थानों का भारत के पौराणिक ग्रंथों में उल्लेख है। उन्होंने महाभारत में पूर्वोत्तर से जुड़े प्रसंगों पर विस्तार से चर्चा की। वहां के होम राजाओं की भाषा संस्कृत थी। आज भी संस्कृत में लिखे अनेकों ताम्रपत्र व लौह पत्र वहां मिल जाएंगे। एक महत्त्वपूर्ण बात आसाम के बारे में यह है कि गुवाहाटी से आगे कभी भी अरब, तुर्क व मुगल कभी भी नहीं बढ़ सके। 17 बार आक्रमण हुए किन्तु पूर्वोत्तर में उन्हें सफलता नहीं मिली, आक्रमणकारियों को यहां से भागना पड़ा। विश्‍व प्रसिद्ध नेवल वार में जो यहां सराय घाट पर हुई, 30 हजार नाव लेकर आसाम के लोग लड़ रहे थे और मुगलों के पास 3 लाख की सेना थी। वर्षों तक वह यहां पड़े रहे लेकिन आसाम को जीत नहीं सके। आज म्यानमार, कंबोडिया चीन, तिब्बत, थाईलैण्ड में अगर इस्लाम नहीं पहुंचा है तो इसका श्रेय सिर्फ और सिर्फ आसाम को जाता है, जिसके निवासियों ने इस्लामी आक्रमण को रोका।

पूर्वोत्तर भारत तथा पूर्वी एशिया के लोगों के धर्म तथा उनकी संस्कृति को जिन्होंने बचाए रखा वे लोग आसाम के ही लोग थे। यह विश्‍व इतिहास का एक महत्त्वपूर्ण अध्याय है। आसाम के इतिहास का एक और प्रसंग है। 1206 में बख्तयार खिलजी दिल्ली से गंगा के मैदानों को जीतता हुआ, नालंदा को रौंदता हुआ बंगाल तक आ गया और बंगाल से फिर चला तिब्बत और चाइना जीतने के लिए। आसाम के घने जंगलों में आ गया और इन्ही आसाम के घने जंगलों में जहां पर आज संघर्ष चल रहा है, बोडो लोगों का यह जो स्थान है बीटीडी, यहां आ गया और अपनी डेढ़- दो लाख की सेना लेकर के यहां मर गया। 1206 में बख्तयार खिलजी को मारने वाले, उसकी सारी सेना को नष्ट करने वाले वो वही लोग हैं जो आज संघर्ष कर रहे हैं। वो ही हैं बोडो कम्युनिटी - हिन्दू कम्युनिटी जो 1206 में बख्तयार खिलजी से लड़े, जीते और उसको सेना सहित समाप्त कर दिया। वहां पर बख्तयार खिलजी की कब्र मौजूद है।

श्री कृष्ण गोपाल जी ने लोगों से आह्वान किया कि जब भी मौका मिले उत्तर पूर्व के बच्चों से मिलें। वे आप को नया कुछ जरूर बता देंगे। उन्होंने असम के बारे में बताते हुए कहा कि 1905 में बंगाल को ब्रिटिशों ने बड़ी प्लानिंग से बांटा, धूर्तता तथा चतुराई से बांटा, ईस्ट बंगाल और वैस्ट बंगाल आसाम का क्षेत्र जो हम आज देख रहे हैं, ये पूरा आसाम था। केवल मणिपुर और त्रिपुरा स्टेट था। ये पूरे आसाम की जनसंख्या केवल 31 लाख थी। ईस्ट बंगाल की जन संख्या 3 करोड़ थी। बहुसंख्यक मुसलमान थे। इसके साथ आसाम को कनेक्ट कर दिया गया। एक नया स्टेट बनाया ईस्ट बंगाल एण्ड असम। कर्जन बड़ा धूर्त था। कर्जन अकेला नहीं सारी ब्रिटिश पार्लियामेंट धूर्तों की पंचायत थी। उस समय सारे भारत में क्रिश्‍चयनों की संख्या एक प्रतिशत से भी कम थी। इसको बढ़ाने के लिए उन्हें सॉफ्ट कार्नर ढूंडा पूर्वोत्तर। इसके लिए आसाम को दो हिस्सों में बांटा - मैदानी क्षेत्र और पहाड़ी क्षेत्र। पहाड़ी क्षेत्र में मिशनरियों को भेजा तथा मैदानी क्षेत्र में मुस्लिम विस्थापितों को भेजा। उन्हें पता था हिन्दू हमारा विरोध करेंगे, मुसलमान नहीं। जो नया ईस्ट बंगाल आसाम स्टेट बनाया गया उसमें दो करोड से ज्यादा मुसलमान थे। ये उठ कर आसाम की ओर रहने के लिए चल दिए।

आसाम का इतना बड़ा क्षेत्र था, बड़े बड़े मैदान, जंगल, पहाड़ खाली पड़े थे। उस समय इस क्षेत्र में स्थानीय हिन्दू समाज की 31 लाख आबादी थी केवल। ये है मूल समस्या की जड़। यहां से 1911 में फिर आसाम का विभाजन रद्द हो गया, किन्तु यह स्थानांतरण रुका नहीं अनवरत चलता रहा। हमने सोचा 1947 के बाद यह स्थिति रुक जाएगी, 1947 में एक भी जिला, ब्लाक, कमिश्‍नरी असम में मुस्लिम बहुल का नहीं था। आज 9 जिले मुस्लिम बाहुल्य के हैं, साढ़े तीन हजार गांव ऐसे हैं जहां एक भी हिन्दू है ही नहीं। चार हजार गांव मुस्लिम बांग्लादेशियों ने और बसा दिए। पूरा धुबरी जिला बांग्लादेशियों से भरा पड़ा है। ये कैसे हो गया, क्या सेकुलरिज्म का यह मतलब होता है कि बहुसंख्यक समाज को अल्पसंख्यक में बदल दो? विश्‍व मे ऐसा होता है क्या कहीं, हां भारत में ऐसा होता है। केन्द्र सरकार की पहले से चली आ रही वोट बैंक की राजनीति के कारण असम तथा देश के अन्य क्षेत्रों में आज यह स्थिति बनी है।

उन्होंने बताया कि नागरिकता केवल राशनकार्ड, वोटर लिस्ट में नाम लिखवाने, संपत्ति खरीदने अथवा ड्राइविंग लाइसेंस बनवाने से नहीं मिलती। नागरिकता प्राप्त करने का अलग प्रावधान है। यह व्यक्ति के पूर्वजों से तय होता है। उसके पिता, दादा से तय होता है कि उनका जन्म इस देश मे हुआ था या नहीं। आज इन अवैध बांग्लादेशियों की समस्या केवल असम की नहीं है। पूरे देश में चाहे वह दिल्ली, मुंबई, हैदराबाद, इलाहाबाद, लखनऊ हो, यह अवैध बांग्लादेशी देश के लिए समस्या बने हुए हैं। गाय की तस्करी से लेकर नकली नोटों की सप्लाई, अवैध हथियार हों या महानगरों में चोरी व लूट की वारदातें, इन सब में बांग्लादेश से आए घुसपैठिए संलिप्त रहते हैं। पुलिस इनको ढूंढने में अपनी असमर्थता बता देती है। लेकिन इन्हें पहचानना इतना कठिन नहीं है, इसके लिए समाज को थोड़ा जागरूक हो इनके विरुध खड़ा होना होगा।

NEW DELHI, August 27, 2012 : The government admitted on Wednesday that it had received a report from a global trade union umbrella body, warning that foreign investment in multi-brand retail would lead to largescale displacement and poor treatment of Indian workers.

In a written reply in the Rajya Sabha, Minister of State for Commerce and Industry Jyotiraditya Scindia said that UNI Global Union, Switzerland, had presented a paper on “Wall-Mart’s Global Track Record and the Implication for FDI in Multi-Brand Retail”. UNI global union represents over 900 trade union organisations and an estimated 20 million workers in the service industries. “The paper dwells on the business practices of Walmart in some countries and concludes, inter alia, that without adequate safeguards put in place, FDI in multi-brand retail will lead to widespread displacement and poor treatment of Indian workers in retail, logistics, agriculture and manufacturing,” Scindia said.

The report had been presented to the government in March. Last November, the cabinet had passed the proposal to allow 51 per cent Foreign Direct Investment (FDI) in the multi-brand retail space. But, it immediately caused a political firestorm and stringent opposition from its alliance partners.

The decision had been put on hold, but there had been recent hints from the government that it was planning to again unfreeze this policy.

In another written reply, Scindia said that the government had taken steps to evolve a “broader consensus” among various stakeholders. He noted that consultations have been held with various stakeholders, including small and medium industry associations, food processing industry associations, farmers associations and consumer associations.

The minister added that 10 states and union territories have so far given their support for the FDI proposal in writing. The support has come from all the Congress-ruled states of Delhi, Manipur, Assam, Uttarakhand, Rajasthan, Maharashtra, Daman and Diu, and Dadra and Nagar Haveli.
“The chief minister of Jammu and Kashmir, through press statements, has publicly endorsed the policy and asked for its implementation,” added Scindia. The world’s biggest retailer, Walmart, has made no bones about its interest in India’s retail sectors, once it’s opened up to foreign investment. It is currently operating along with Bharti group, a chain of wholesale cash and carry stores.

In a reply to another query, Scindia informed the Rajya Sabha that a writ petition had been field by social activist Vandana Shiva against Bharti Walmart and Bharti Retail for “directly and indirectly carrying out retail trading in violation of the FDI policy prohibiting multi-brand retail trade”.

Program coordinator Shekhar Jain told that we are really hurt by the recent ongoing violence and thus we feel that it is us (youths) who have responsibility to come forward and to show that we are against all violence and riots. He added that this human chain is a way to show our unity and solidarity, we also want to say that these violence and riots cannot disintegrate our society and we through our unity will rise every time together.

Pankaj Pathak from Mission Bhartiyam told that we were hurt by this violence and it’s after effects.

Ansaar Ahmed from NCHRO who joined the human chain told that this is the time of national emergency, our society is in danger and people must know that they are human first.

Large number of students joined the move and conveyed their will towards unity and harmony. People who were there at India Gate also joined hands and showed solidarity for people of North-East India. They souted slogans that 'we are one.'

Youths with the slogans of peace, non-violence and harmony formed. Many placards were pinned with persons that displayed condemnation of violence and riots; one placard states 'Na Bodo Na Muslamaan, Sabse Pehle Hai Insaan. '

GUWAHATI, April 27, 2012 : Five muslims have been murdered in northeast India by an armed gang from the ethnic Bodo community in fresh violence, after more than a month of clashes.

"A group of seven Muslim villagers in two vehicles were returning home from a relief camp when they came under attack," said Sanjit Krishna, police chief of the western Chirang district, in Assam state.

Five were found dead near Choudhurypara village, about 220 kilometres from Assam's main city of Guwahati, while police are trying to trace the other two.The party had apparently been trying to reach their village after a few days of calm in the area and had dared to venture out on Saturday from their guarded government relief camp.

An estimated 90 people have died and 400,000 people from both communities are taking refuge in camps spread across four western Assamese districts of Chirang, Kokrajhar, Dhubri and Baksa.

In a separate incident early on Sunday, four Muslim villagers were wounded in an attack by tribal Bodos in Kokrajhar. The wave of violence, a recurrence of problems that have plagued the volatile region for decades, has had far-reaching consequences in India.

Rumours that migrants from the northeast, who travel widely in India to study or work, would be attacked by Muslims in retaliation for the violence in Assam saw tens of thousands flee southern cities such as Bangalore. The government has since unveiled wide-ranging efforts to counter internet content seen as fanning the panic, with orders given to block hundreds of websites and webpages.

The orders even covered material found on the websites of reputed media organisations such as Australia's ABC network or London's The Daily Telegraph, leading to allegations of censorship. The government also ordered the blocking of half a dozen fake Twitter accounts mimicking the prime minister and has also targeted two journalists.

Advises students to integrate,
not lend credence to rumours

BANGALORE, August 27, 2012 : Following the panic exodus of people from the northeast residing in Bangalore over the last three days, a delegation from Arunachal Pradesh has sought land to construct an Arunachal Pradesh Bhavan in Bangalore as a confidence-building measure.

The request came from Sanjay Takam, MP from Arunachal Pradesh, and Kesayno Damo, Deputy Resident Commissioner, Arunachal Pradesh, during their meeting with Karnataka Home Minister R. Ashok here on Saturday.

Historical factors
“The northeast … is haunted by unemployment, historical isolation and socioeconomic underdevelopment. There are not many good educational institutions in the region, which has forced our students to come to places like Bangalore to study,” Mr. Takam pointed out. “The Arunachal Pradesh Bhavan could come to the rescue of students and workforce from the northeast at times of crisis like this.”

Assuring the delegation of help, Mr. Ashok, who is also the Deputy Chief Minister, advised it to send a formal proposal. He said only 5 per cent of the close to 3 lakh settlers from the northeast had moved out. “We will provide accommodation for all the students in a convention hall if that will make them feel secure,” he said.

‘Don’t spread rumours’
Mr. Takam and Mr. Damo, who interacted with over 100 students to understand their apprehensions, advised them to stay in groups for the next few days and also learn the local language. “You should also embrace the local culture,” Mr. Takam said, and added: “Tell your friends who have gone home not to spread rumours. Let them not aggravate the situation and create more problems.”

In the interaction, Dipankar Kalita, a student from Assam, said most of the alleged incidents and threats were rumours. “But,” he pointed out, “over the past few days people have been taking advantage of the situation and are actually threatening people.”

‘Not just rumours’
While Yabi Tamchi, a student of St. Joseph’s College of Science and Arts, was torn between leaving and staying back, Zedino Seyie, a Mount Carmel College student, said it was not just all rumours and there were some nasty incidents. She, however, said the victims had to share part of the blame as they were too scared to go to the police. She told The Hindu, “If we cannot go by the law, justice cannot come to us.”
