Bangladeshi spies posed as fishermen?

PARADIP: Of the 16 Bangladeshi fishermen who were arrested last month in Balasore for trespassing on Indian waters, two have been found possessing dual passports.
Informing this to mediapersons on Monday, Paradip SDPO-cum-Nodal officer of Coastal Security Santanu Das said Prafulla Das and Bimal Das had passports of both India and Bangladesh.
Without divulging details for security reasons, the police officer said the two were staying in a coastal state of the country and passed on significant information to some Bangladeshi nationals about access to Indian waters.
On October 23, Balasore fishermen had spotted the foreign vessel in the sea and when they went near the vessel to query, the crew members had opened fire at them.
The Coast Guard personnel had then apprehended the 16 Bangladeshi fishermen for illegally entering into the Bay of Bengal. They were later handed over to Marine police here.
The Coast Guard personnel had also seized ‘F B Mahalaxmi’, a mechanised fishing vessel from their possession. Subsequent investigation revealed that the name of the vessel had been changed to mislead the security personnel and no nets were recovered from the vessel even as the Bangladeshi nationals claimed that they had come for fishing.
The cop said many vital documents had been seized from them.

Cow slaughter: PIL seeks stricter laws

CUTTACK: Despite the existence of stringent laws banning illegal transportation of cows for slaughter and open slaughtering of the animals, rampant supply of cattle to outside states for the very purpose continues unchecked.
According to estimates, over 2.5 lakh cows are illegally transported from different regions to states like West Bengal and Andhra Pradesh every month. What is more appalling is that they are transported in barbaric conditions, overloaded and crammed in such a way that many even fail to make the destination and die on the way.
While recent incidents where locals and animal welfare organisations have rescued a large number of cows during illegal transportation have brought to light the enormity of the situation, a PIL was on Monday filed in the Orissa High Court seeking directions to the Government for strict enforcement of the laws and striking at the root of such activities.
The petitioners, general secretary of Legal Support and Social Action Gadadhar Sahoo and president of Biswa Go Surakhya Bahini Suresh Kumar Panda, informed that areas like Begunia, Sakhigopal, Baliapada, Ichchapur, Tangi, Jagatsinghpur, Charampa, Golbazaar, Sambalpur, Soro, Gopinathpur and Athagarh were hubs of illegal cow markets.
A survey conducted by them has revealed that at least 15,000 cows from Khurda district, 24,000 from Kendrapara, 40,000 from Bhadrak, 20,000 each from Jajpur and Jagatsinghpur and 50,000 each from Balasore and Cuttack districts are illegally transported to Kolkata every month. Besides, not less than 38,000 cattle were channeled to Andhra Pradesh from Koraput district alone.
The Prevention of Cruelty to Animals Act, 1960, (amended) 1982 provides for imprisonment without fine on persons engaged in illegal transportation of animals and inflicting torture on them by overloading and beating them. However, as the enforcement agencies like police do not act strong,� unscrupulous sellers are having a free run. This will soon lead to a situation of serious shortage of cattle in the State, the petitioners submitted.
They also stated that the Animal Welfare Board of India that had taken note of the rampant illegal transportation of cattle to West Bengal in September this year had written to the Chief Secretary seeking directions to all police stations to prevent and curb illegal transportation. However, the police have still turned a blind eye, the petitioners alleged.
The petitioners have prayed for directions to the Home Secretary and the DGP to take immediate steps to stop illegal transportation as well as stopping cow slaughter in public.
“Under the Prevention of Cow Slaughter Rules 1966, the animals can be slaughtered on obtaining a certificate and that can only be allowed in his own place away from public or at locations away from human habitation. The local authorities should construct abattoirs for the purpose but nothing has been done yet, Gadadhar Sahoo submitted.

श्री पंडा ने कहा कि राष्ट्रीय सुरक्षा परिषद के द्वारा प्रस्तुत विधेयक से संप्रदायिक हिंसा पर नियंत्रण नहीं बल्कि हिंसा को और बढ़ावा मिलेगा। जाति धर्म व संप्रदाय के आधार पर लोग बंट जायेंगे एवं हिंसा के बढ़ने की संभावना अधिक होगी। इससे हिन्दु समाज के अस्तित्व पर भी आंच आयेगी। इस विधेयक को संसद में पेश होने से रोकने के लिए देशव्यापी आंदोलन की आवश्यकता पर बल दिया। इस कार्यक्रम में विभिन्न जाति प्रमुख एवं धार्मिक संगठन के मुखिया शामिल होकर विधेयक के विरोध में अपने अपने क्षेत्र में प्रचार प्रसार पर जोर दिया। कार्यक्रम का संचालन गणेश राम नायक विश्व संवाद केन्द्र ने किया।

Bajrang Dal demands halt to trafficking of cows

Ganjam(vsk)Demanding security of cows in the State, the Bajrang Dal of Ganjam on Monday submitted a memorandum, addressed to Chief Minister Naveen Pattnaik, to the RDC here after protesting over the issue outside the RDC’s office.

Members of the Dal and the Go-suraksha Samiti had rescued 86 cows, including two dead at the time of trafficking, at Shergad area of Balasore district on November 16. Later they were attacked by the traffickers at Bhadrak while returning to Ganjam. But they were saved due to arrival of police and admitted at a Government hospital in Cuttack for treatment. According to Dal organiser Ramakant Rath, although there are certain laws in Odisha to stop inhuman activities like trafficking of animals, they are not being executed properly and Government employees are involved in the corrupt activity. Thousands of cows are being supplied outside for slaughter but no action is taken by the administration to stop this, he alleged.

10 NGOs’ use of foreign funds under Govt lens

The Union Home Ministry has initiated a probe against 10 NGOs, alleged to be channelising foreign funds received by them to fan political unrest in the country. While the Government didn’t name the voluntary organisations, the strong possibility of NGOs involved in recent protests against corruption being investigated is not being ruled out.

Especially since during Anna Hazare’s agitation in August, Prime Minister Manmohan Singh had hinted on “foreign forces” being behind the fasting Gandhian’s anti-corruption drive. Cautioning that “we must not play into their hands”, the PM, in his speech in Parliament, had said, “There are many forces that would not like to see India realise its true place in the comity of nations. We must not create an environment in which our economic progress is hijacked by internal dissension.”

Sources said the probe has been ordered after the Home Ministry received information that funds worth crores of rupees received by these NGOs have been given to social activists to stage protests and resort to other agitations against Government policies thus creating unrest.

The probe has been initiated amid reports pointing to Denmark’s plans to provide funds to the outfits that rally against the Indian Government’s policies. Sources said the Home Ministry was alerted by the External Affairs Ministry on the funding from Denmark to NGOs for organising protests against the Government. “It’s also on reports on misuse of such funds by NGO’s involved in Anna Hazare’s protests,” Home Ministry sources maintained.

Indian Ambassador in Denmark has reported to the MEA that the newly-elected Minister for Development Cooperation Christian Friis Bach, has voiced plans “to use the Danish official development aid as a tool to generate popular unrest in recipient countries” so that citizens can get their rights by fighting for them.

“We are trying to find out the source of the fund, to whom these have been given and what kind of unrest they wanted to create. If we get proof, we will definitely take action,” an official said.

Friis, a member of the Social Liberal Party, is reported to have cited India’s Right to Food Campaign while explaining his approach. He is reported to have said that a group of citizens sued the Government because 400 million people did not have sufficient food, though it was their Constitutional right. As things stand, the Right to Food Campaign is being spearheaded by the PUCL since 2001, when it filed a PIL in the Supreme Court in this regard. A number of other NGOs too are involved in the campaign.

Sources close to MHA ( Ministry of Home Affairs) in Delhi has disclosed that the peace accord between government of India and NSCN (IM) is likely to be signed soon as both have reached to agreement on many points.
According to news reports, Nagaland would be given a special state status which will have its own flag, Naga nomenclature would be given in administrative posts in Nagaland. NSCN (IM) has been in talks with government of India for more than 10 years now.

NSCN (IM) have understood have dropped demand for Nagalim as well as sovereignty, but central government has agreed to form Naga councils in Naga-inhabited areas in Assam, Manipur and Arunachal Pradesh.

Restricted Area Permit ( RAP) will also be introduced in Nagaland. Though NSCN has demanded that the head of state of Nagaland should be known as Prime Minister, but Indian government had refused.

Most probably, this is good news for insurgency affected North East India. NSCN (IM) is a major insurgent outfit which had close contacts with all other insurgent groups operating in North East India, includign ULFA.

This kind of special state status might may become benchmark even in ongoing ULFA-GOI peace talks where government of India may give special state status to Assam.

He said that there is no permanent majority or permanent minority and cited the case of Rama Krishna Math at Calcutta who claimed minority status in Calcutta High Court.

A seminar under the aegis of Social Cause (a registered society)and PragnaBharati was held atKeshav Memorial Academic Campus, Hyderabad on 14th November 2011 from 5:30 p.m. on the proposed bill namely, “Preventionof Communal and Targeted Violence (Access to Justice and Reparation)Bill 2011. Dr.HANUMAN CHOWDARY at the outset gave a brief account of constitution of National Advisory Committee which by itself does not fulfil the requirement to have any sanctity under the constitution since it is not constituted under the law. Earlier Communal Violence Bill introduced in 2005 in Parliament was stoutly opposed by Muslim and Christian organisations under the plea that that bill did not provide security to the minorities and wanted another bill by making the Government officials more accountable.Due to their pressure, that bill was withdrawn. A new 14 Member National Advisory Council was formed on 29th March 2010 under the leadership of Smt.Sonia Gandhi to prepare new Bill. A four Member Draft Committee was formed out of which two joint convenors were representatives of anti-Hindus. For advising to this Draft Committee another 19 member group was formed out of which none were there to speak of Hindus nor were there anybody to take all sided view of communal clashes.Dr.Cowdary reminded about the visit of Pope during 2000 to India when he gave a call for large scale expansion of Christians.

He talked about DushtaChatushtayam naming forces representing Terrorists, Maoists, Macaulays and fundamentalists. He said that as per provisions of the draft bill whenever communal disturbances take place, the blame automatically rests on Hindus. As per research conducted by an independent organisation in 2006, most of the communal disturbances were started on Fridays. He expressed anxiety that our great Hindu Dharma is being divided into caste groups. The utterances and behaviour of present day leaders likeDigvijay Singh are looking akin to the men like Jaisingh of bygone era who helped Muslim rulers to invade India.

Dr.Hanuman Chowdary said that one danger of the proposed bill is that the Central Government can straightaway impose President Rule in a State not subservient to it under the pretext of any small communal clash any part of the country. The communal clash can in fact be engineered by the ruling Central Government to get an alibi to dismiss any non-friendly State Government. He gave a call that we should unitedly oppose this bill.



SRI C.ANJANEYA REDDY, former I.P.S.Officer then spoke and explained that that there is no need for such a bill legally since there are sufficient laws in the country to deal with any type of communal disturbance. Purely for political reasons this bill is drafted. The rule of law directs that all are equal before law but this bill is against that principle. As per Anti-Corruption Bureau regulations permission from the Government is required for taking any action against senior officers and ministers but no permission is required to proceed against junior officers. Thus we are creating privilege groups and special protection for some groups.

Sri Anjaneya Reddy mentioned that when I.P.C. already exists to deal with any type of crime where is the need to for new legislation in the form of Communal Violence Bill. While there are too many laws, there is too little justice. Already Police have powers being vested with 233 State legislations and 210 legislations meaning a total of 443 legislations and where is there is any need for new legislation now? He asked. Police force is not democratic in nature and continues to have colonial character without any change for the last 150 years. Police is working directly under the Government being subordinated and not working independently. He gave the example of political parties like DMK and AIDMK in our neighbouring State Tamilnadu using the police for their selfish purposes. By law and tradition Police is autonomous. But if we look at the way courts supervising the police and executive, we get an impression of barber doing the tailor job and vice-versa. Reforms through National Police Commission are long overdue.

Swift and humane justice are better than delayed harsh justice, Sri Reddy pointed out. Most of the countries in the world have a uniform civil code and India does not have such a code and very few countries have this peculiar situation. At least we have one I.P.C. now and with this bill we will have two I.P.Cs. The only new thing in the proposed bill is about victim compensation and that too with more chances of misuse like payment of compensation without ascertaining whether to pay after conviction or after detection.Another defect in this bill is the power of arrest without investigation and scope for innocents being booked.

Sri Anjaneya Reddy pointed out that with this new bill, we will be creating 3 sections of people, privileged, unprivileged and underprivileged and in any case, there is no need for separate legislation. He cited the case of China where the majority group numbering 90%of its population are homogeneous and 10%are minoritiesand in our country majority group are spilt into various groups. If the new bill is passed, it creates bitterness where there is none. Wherever heterogeneous nature is more, there are more divisions. He thus explained that the bill is unwarranted and should be opposed.



SRI RAM MADHAV DIRECTOR INDIA FOUNDATION, while speaking questioned the sanctity of National Advisory Council and said that it is like any other NGO like Social Cause or PragnaBharati. The Government shirked its responsibility by outsourcing the job of drafting the bill to a committee consisting of 14 intellectuals with Smt.Sonia Gandhi as president who is permanent both in party and committee. Gandhiji made final attempt to avoid partition of India by appealing to Jinnah and conducted series of talks with him for 19 days. Desperate to avoid partition, Gandhiji went to the extent of offering post of Prime Minister to Jinnah in a united India. Jinnah even then turned it down and dubbed it as mischievous by saying that it will be majoritarian India in which he would have no stake. Now shockingly the National Advisory Council through its draft bill contributes to the same view by its inferences of majority religious groups dominating in the country to the detriment of minority groups.

Sri Ram Madhav recalled an interesting debate in a recent T.V.debate wherein the anchor asked the supporter of the bill whether we need a biased law to address to a biased problem. JamaitIslami says that a more strong law is needed to communal violence and says that Hindus also get justice where they are in minority in States like Jammu and Kashmir. It is their ignorance not to knowthat this bill does not apply there due to the special status to J&K. He said that 90 Districts inIndia are dominated by minority groups. There is no place for natural justice since Hindus will not get any protection wherever they are in minority in States like J&k, Nagaland, Meghalaya, Mizoram and Lakshadweep (Union Territory).

Sri Ram Madhav said that there is no chance of impartiality with this bill since as per clause 2(c) and 2(e) only majority groups will resort to communal violence and minority groups alone are victims. As per Chapter II, clause14, the officer will be forced to be biased since he becomes offender even if any of his subordinate officers fails to protect member of minority community. His responsibility is only to stop attack on minority and cannot protect member of majority community even if attacked and can only be a silent spectator in such a case. An accepted principle is that one is innocent until proved guilty; but as per this bill one is guilty until proved innocent. Further as per the bill, mere presumption is evidence and mere knowing and acquaintance with the victim multiplies the guilt.

About implementation of the Act, he said that 7 wise men out of whom 4 should be from minority community (Chairman and Vice Chairman) will supervise and implement this Act. They are nominated and are not questionable by anybody. They are unelected, unaccountable and irremovable. They are so powerful that they cannot be removed till the end of their term.This bill will usurp the State powers, causes harm to national integration& social harmony and destructs federal structure. In case of a clash between S.Cs &S.Ts vs. Minorities, whose side the bill will take remains a confusion. He quoted Kandhamal case in Orissa where the clash occurred between Tribals and converted Christians. He cautioned that there will be a permanent gulf between the two communities if the bill is passed.

This bill will be used as a tool to dismiss the State Governments which are not to the liking of ruling Central Government by invoking Article 355. What a surprise that the bill says India is majoritarian State and Jinnah said India will be a majoritarian State. Sri Ram Madhav reminded as to what happenednow in Egypt where Hosni Mubarak brought a similar bill in early years of this decade. He exhorted that that we should oppose this bill in order to protect communal harmony, constitutional federalism and national integration.



SRI ARIF MOHD.KHAN former Union Minister while speaking on the occasion called the proposed bill as a vote-grabbing exercise. He narrated about the circumstances that led to his resignation from the then Union Council of Ministers as a principle in Shah Bano case by supporting the Court Verdict. He opposed the very idea of majority and minority in our country where the Constitution had provided equal rights to all citizens. He further said that he would take it as an abuse if somebody calls him a minority. He said India is a conglomeration of various castes and communities and we have lived together for so long in harmony. He said that there is no permanent majority or permanent minority and cited the case of Rama Krishna Math at Calcutta who claimed minority status in Calcutta High Court. He said that several Telugu people are living in Delhi. He talked of Article15 of the Constitution and also talked of Fundamental rights and Directive Principles of State Policy where there is no scope to create divisions amongst people. He quoted from Tulsidas’sRamayan highlighting our great culture and tradition and about oneness and living in harmony. He spoke about abolition of untouchability and abolition of separate electorate based on religious community. He scoffed at the division of people as majority and minority and hoodwinking in the pretext of protection and later on getting away without doing anything worth. Sri ArifMohd.Khan even showed objection to the names like “Minority Finance Corporation” wherever appearing.

Stoutly opposing the bill, Sri ArifMohd.khan apprehended that it is bound to poison the minds of one section of people in the country against another section, whether it is made an Act or not.He termed the bill as a brazen vote-grabbing exercise by dividing the society and warned that any attempt to divide the people will be thwarted. Mr.Khan said that though the bill was aimed at providing access to justice to the victims of communal violence, the motive behind is not difficult to know and that is to pit one section against the other as taught by the colonial British Rulers.

Sri Khan said that civil law is not same since we do not have uniform civil code in our country and with this bill becoming an Act criminal law also will not be same for all and hence this bill cannot stand judicial scrutiny. He further cautioned that the scars going to be created by the bill would remain for long and expressed hope that Parliament was strong enough to amend laws if they proved to be counter-productive.

Sri Khan concluded by saying that any attempt to introduce this bill will be a bad tradition and shameful and if we do not take lessons from history, history will not forgive us.



SRI M.V.R.SASTRY, EDITOR, ANDHRABHOOMI speaking on the occasion recalled the vision of Sri Shyam Prasad Mukerji who opposed the separate constitution for Jammu & Kashmir. Without a common civil code in the country and if the proposed bill becomes an Act, Sri Sastry cautioned that it would lead to two Constitutions in the same country. He pointed out fundamental defect in the bill because if any clash takes place between two communities, the person or group belonging to majority will be sent to jail irrespective of who engineered the attack by treating him as offender. The Police station officer can take action under two laws though the offence is only one. Any person or a public servant participating in a function with VandeMataram song or providing resources for such events can be in trouble in case a minority person complains that he is hurt with this song.

Sri M.V.R.Sastry said that in 7000 years of ourhistory, this country had 1000 years of Muslim rule and 150 years of British rule and never during their regimes, they had created distrust amongst the people. There is no discrimination whatsoever between any one based on caste, creed or religion. That being the case, the bill will create a situation where stories can be concocted against members of majority group member that they are doing hate propaganda and can be put in jail. If such ugly plans through such bills are not checked, it will lead to a serious blow to our national integration and social harmony and we should resist and oppose any such move.

BJP State leaders confused over Central stand on BJD

Bhubaneswar v sk Senior BJP leader Murli Monohar Joshi had a tough time here on Sunday when he wanted to call on injured Chief Minister Naveen Patnaik.

Joshi, who had come on a two-day visit, had finally to refrain from his bid to visit the Naveen Niwas as the BJP State leadership opposed the proposal tooth and nail.

“Joshiji had intentions to visit Naveen Patnaik after coming to know about his leg injury. However, he changed his mind at the last minute in view of the resentment expressed by the party leaders here,” said a senior BJP leader.

The State leaders even had to call up BJP national president Nitin Gadkari, who, in his turn, rang up Joshi and advised him to go by the sentiments of the State party leadership.

Joshi, to the disappointment of the State party leaders, did not also open his mouth against the Patnaik-led BJD Government all along his

40-minute Press conference even as journalists insisted on him to speak on the corruptions in the State. “BJP is opposed to scams and corruption at any place in the country,” was Joshi’s only response.

The BJP central leadership’s apparent soft corner toward its former ally, the BJD, and its chief Naveen Patnaik was once again evident after party stalwart LK Advani’s visit to the State last month. Advani, during his Rath Yatra, had also preferred to maintain silence about the corruption in the BJD Government.

The BJP State unit, which is totally opposed to the BJD and Patnaik, is quite confused and unhappy over the stand of the party central leadership on the State politics as is clear from the informal talks with the State leaders. And political observers feel that the BJP high command may be contemplating revival of the alliance with the BJD before the 2014 general elections.

सुंदरगढ़ सरस्वती शिशु विद्यामंदिर परिसर में विश्व संवाद केन्द्र सुंदरगढ़ की ओर से संप्रदायिक व आक्रोशमूलक हिंसा विधेयक- 2011 को लेकर सद्भावना सभा का आयोजन किया गया। इस कार्यक्रम में सुंदरगढ़ जिले के आठ प्रखंड के जाति मुखिया एवं विभिन्न धार्मिक संगठन के प्रमुख शामिल हुए। सद्भावना सभा में राष्ट्रीय स्वयंसेवक संघ के सह प्रांत बौद्धिक प्रमुख शंकर पंडा ने विधेयक की विभिन्न त्रुटियों पर प्रकाश डाला। उन्होंने कहा कि यह विधेयक देश की एकता व अखंडता को तोड़ने का एक षड्यंत्र है।
श्री पंडा ने कहा कि राष्ट्रीय सुरक्षा परिषद के द्वारा प्रस्तुत विधेयक से संप्रदायिक हिंसा पर नियंत्रण नहीं बल्कि हिंसा को और बढ़ावा मिलेगा। जाति धर्म व संप्रदाय के आधार पर लोग बंट जायेंगे एवं हिंसा के बढ़ने की संभावना अधिक होगी। इससे हिन्दु समाज के अस्तित्व पर भी आंच आयेगी। इस विधेयक को संसद में पेश होने से रोकने के लिए देशव्यापी आंदोलन की आवश्यकता पर बल दिया। इस कार्यक्रम में विभिन्न जाति प्रमुख एवं धार्मिक संगठन के मुखिया शामिल होकर विधेयक के विरोध में अपने अपने क्षेत्र में प्रचार प्रसार पर जोर दिया। कार्यक्रम का संचालन गणेश राम नायक विश्व संवाद केन्द्र ने किया।

जन्‍म दिन पर विशेष
झाँसी की महारानी लक्ष्मीबाई का जन्म 19 नवंबर, 1828 को काशी के पवित्र भूमि असीघाट, वाराणसी में हुआ था। इनके पिता का नाम मोरोपंत तांबे और माता का नाम भागीरथी बाई था। इनका बचपन का नाम मणिकर्णिका\' रखा गया परन्तु प्यार से मणिकर्णिका को \'मनु\' कहकर बुलाया जाता था। मनु की बाल्‍यावस्‍था में ही उसकी माँ का देहान्त हो गया। पिता मोरोपंत तांबे एक साधारण ब्राह्मण और अंतिम पेशवा बाजीराव द्वितीय के यहां काम करते थे। माता भागीरथी बाई सुशील, चतुर और रूपवती गृहकार्य में दक्ष महिला थीं। अपनी माँ की मृत्यु हो जाने पर वह पिता के साथ बिठूर आकर उन्होंने मल्लविद्या, घुड़सवारी और शस्त्रविद्याएँ आदि सीखीं।
चूँकि घर में मनु की देखभाल के लिए कोई नहीं था इसलिए उनके पिता मोरोपंत मनु को अपने साथ बाजीराव के दरबार में ले जाते थे जहाँ चंचल एवं सुन्दर मनु ने सबका मन मोह लिया था। बाजीराव मनु को प्यार से \'छबीली\' कहकर बुलाने थे।
समय गुजरता गया और मनु विवाह योग्य हो गयी। इनका विवाह सन 1842 में झाँसी के राजा गंगाधर राव निवालकर के साथ बड़े ही धूम-धाम से सम्पन्न हुआ। विवाह के बाद इनका नाम बदलकर लक्ष्मीबाई रखा गया। इस प्रकार काशी की कन्या मनु झाँसी की रानी लक्ष्मीबाई बन गई। 1851 में उन्हें पुत्र रत्न की प्राप्ति हुई। दुर्भाग्‍यवश 1853 तक उनके पुत्र एवं पति दोनों का देहावसान हो गया। रानी ने अब एक दत्तक पुत्र लेकर राजकाज देखने लगी, किन्तु कम्पनी शासन उनका राज्य छीन हडपना चाहती थी। रानी ने जितने दिन भी शासन किया वे ज्‍यादा से रानी बनकर लक्ष्मीबाई को पर्दे में रहना पड़ता था। स्वच्छन्द विचारों वाली रानी को यह रास नहीं आया। उन्होंने क़िले के अन्दर ही एक व्यायामशाला बनवाई और शस्रादि चलाने तथा घुड़सवारी हेतु आवश्यक प्रबन्ध किए। उन्होंने स्रियों की एक सेना भी तैयार की। राजा गंगाधर राव अपनी पत्नी की योग्यता से बहुत प्रसन्न थे।
महारानी अत्यन्त दयालु भी थीं एक दिन जब कुलदेवी महालक्ष्मी की पूजा करके वापस आ रही थीं, कुछ निर्धन लोगों ने उन्हें चारों तरफ से घेर लिया। उन्हें देखकर महारानी का हृदय पसीज गया। उन्होंने नगर में घोषणा करवा दी कि एक निश्चित दिन ग़रीबों में वस्रादि का वितरण किया जायेगा।
उस समय भारत के बड़े भू-भाग पर अंग्रेज़ों का शासन था। वे झाँसी को अन्‍य राज्‍यों की तरह गुलाम बनाना चाहते थे।उन्हें यह एक अच्‍छा अवसर हाथ लगा। उन्होंने रानी के दत्तक-पुत्र को राज्य का उत्तराधिकारी मानने से पूरी तरह इंकार कर दिया और रानी के पत्र लिख भेजा कि चूँकि राजा का कोई पुत्र नहीं है, इसीलिए झाँसी पर अब अंग्रेज़ों के कब्‍जे में होगा। रानी यह सुनकर क्रोध से भर उठीं एवं सिंहनाद की कि मैं अपनी झाँसी को अंग्रेजों को नहीं दूँगी। अंग्रेज़ यह सुन पूरी तरह बौखा उठे। परिणाम स्वरूप अंग्रेज़ों ने झाँसी पर चौतरफा आक्रमण कर दिया। रानी ने भी युद्ध की पूरी तैयारी कर रखी थी। क़िले की प्राचीर पर मजबूत तोपें रखवायीं। रानी ने अपने महल के सोने एवं चाँदी के सामान तोप के गोले बनाने के लिए भेज दिया। रानी के कुशल एवं विश्वसनीय तोपची थे गौस खाँ तथा ख़ुदा बक्श जी। रानी ने पूरे क़िले की मज़बूत क़िलाबन्दी की जिससे परिंदा भी पर न मार सके। रानी के इस कौशल को देखकर अंग्रेज़ सेनापित सर ह्यूरोज भी भौचक्‍का हो गया। अंग्रेज़ों ने क़िले को घेर कर चारों ओर से बुरी तरह आक्रमण किया।
अंग्रेज़ आठ दिनों तक क़िले पर गोले पर गोले बरसाते रहे परन्तु क़िला वे फतह न कर सके। रानी ने यह कसम खाई कि अन्तिम श्वाँस तक क़िले की हर तरह से रक्षा करेंगे। अंग्रेज़ सेनापति ह्यूराज ने यह महसूस किया कि सैन्य-बल से क़िला जीतना मुमकिन नहीं है। अत: उसने कूटनीति व छल का सहारा लिया और झाँसी के ही एक विश्वासघाती सरदार दूल्हा सिंह को खरीद लिया लिया जिसने क़िले का दक्षिणी द्वार खोल दिया। फिरंगी सेना क़िले में प्रवेश कर गई और लूटपाट तथा हिंसा का तांडव कर दिया।
घोड़े पर सवार, दाहिने हाथ में नंगी तलवार लिए, पीठ पर पुत्र को बाँधे हुए रानी ने रणचण्डी की तरह शत्रु दल का संहार करने लगीं। झाँसी के वीर सैनिक भी शत्रुओं पर टूट पड़े। जय भवानी और हर-हर महादेव के उद्घोष से रणभूमि गुंजायमान हो उठा। किन्तु झाँसी की सेना अंग्रेज़ों की तुलना में बहुत छोटी थी। रानी अंग्रेजों से तो लड सकती थी मगर अपने देश के गद्दारों से कैसे लड़ती, रानी अंग्रेज़ों से घिर गयीं। कुछ विश्वासपात्रों की मदद और सलाह पर रानी कालपी की ओर कूच कर गयी। दुर्भाग्य से एक गोली रानी के पैर को छेद दिया और उनकी गति कुछ धीमी हो जाने के कारण, अंग्रेज़ सैनिक उनके नजदीक आ गए।
जब कालपी छिन गई तो रानी लक्ष्मीबाई ने तात्या टोपे के मदद से शिन्दे की राजधानी ग्वालियर पर हमला बोला, जो अपनी फ़ौज के साथ कम्पनी के साथ वफ़ादारी निभा रहा था। लक्ष्मीबाई के हमला करने पर वह अपने जान की हिफाजत के लिये आगरा भागा और वहाँ अंग्रेज़ों की मदद मांगी। लक्ष्मीबाई की वीरता देखकर शिन्दे की फ़ौज विद्रोहियों को अपनी ओर मिला लिया। रानी लक्ष्मीबाई तथा उसके सहयोगियों ने नाना साहब को पेशवा घोषित कर दिया और महाराष्ट्र की ओर धावा मारने का मन बनाया इससे मराठों में भी विद्रोहाग्नि की ज्‍वाल धधक जाए। इस संकटपूर्ण समय पर ह्यूरोज तथा उसकी सेना ने रानी लक्ष्मीबाई को और अधिक सफलताएँ प्राप्त करने से रोकने के लिए जी-जान लगा दिया। उसने ग्वालियर फिर से लिया और मुरार तथा कोटा की दो लड़ाइयों में रानी की सेना को हरा दिया।


रानी ने अपना घोड़ा बहुत तेजी से दौड़ाया मगर भाग्‍य ने धोखा दे दिया रास्‍ते में एक नाला आ गया। घोड़ा नाला पर तेजी से छलांग न लगा पाया। तभी अंग्रेज़ घुड़सवार वहाँ पहुंच गया । एक ने पीछे से रानी के सिर पर हमला बोल दिया, जिससे उनके सिर का दाहिना भाग कट गया और उनकी एक आँख भी बाहर चली आयी। उसी समय दूसरे गोरे सैनिक ने संगीन से उनके छाती पर वार पर वार किया। लेकिन अत्‍यंत घायल होने पर भी रानी अपनी तलवार चलाती रहीं और उन्होंने दोनों आक्रमणकारियों का वध कर डाला। फिर वे स्वयं भूमि पर गिर पड़ी। चारों तरफ लहू से धरती लाल हो गयी।
वफादार पठान सरदार गौस ख़ाँ अब भी रानी के साथ था। उसका दावानल रौद्र रूप देख कर गोरे भाग खड़े हुए। स्वामिभक्त रामराव देशमुख अन्त तक रानी के साथ ही था, अंत तक रानी के सेवा में कोई कमी नही रखा। उन्होंने रानी के रक्त रंजित शरीर को समीप ही बाबा गंगादास की कुटिया में पहुँचाया। रानी ने अत्‍यंत प्‍यास से व्याकुल हो जल माँगा और बाबा गंगादास ने उन्हें अपने पवित्र हांथों से जल पिलाया।

संप्रदायिक हिंसा बिल हिन्दु विरोधी : महंतो

सेक्टर-3 स्थित खड्ग भवन में विश्व संवाद केन्द्र की ओर से सामाजिक सद्भावना विषय पर आयोजित संगोष्ठि अधिवक्ता नृसिंह जेना की अध्यक्षता में हुई। इसमें मुख्य अतिथि आरएसएस के पदाधिकारी व सेवानिवृत्त प्राचार्य राजेन्द्र महंतो ने कहा कि राष्ट्रीय सुरक्षा परिषद द्वारा संप्रदायिक हिंसा विधेयक हिन्दु विरोधी है। उन्होंने कहा कि इससे हिंसा रुकने के बजाय बढ़ेगी। उन्होंने इसे देश को विभाजित करने का एक षड्यंत्र बताया। इस विधेयक के पारित होने से हमेशा के लिए हिन्दुओं की आवाज दब जायेगी।
संप्रदायिक हिंसा विधेयक के संबंध में श्री महंतो ने कहा कि विधेयक को राष्ट्रीय सुरक्षा परिषद की प्रमुख सोनिया गांधी, मुख्य सदस्य शैयद सहाबुद्दीन, जोन दयाल, तिस्ता शीतलवाड़, अरुणा राय हैं। विधायक के उद्देश्य उन्होंने स्पष्ट नहीं किया है। इस विधेयक के पारित होने से देश में हिन्दु गौण रूप में दर्शाया जायेगा। हिन्दु धर्म के साथ अन्य धर्म के मानने वाले लोग अन्य धर्मवालंबियों में गिने जायेंगे। इतना ही नहीं अल्पसंख्यक बहुसंख्यक हिन्दुओं के खिलाफ अभियोग कर सकेंगे पर अभियुक्त, अभियोगकर्ता या विरोधी पक्ष को नाम जानने का मौका नहीं दिया जायेगा। केवल राष्ट्रीय स्तर पर सात सदस्यीय कमेटी गठित होगा जिसमें चार अल्पसंख्यक होंगे। इस विधेयक को हिन्दु विरोधी करार देते हुए हिन्दुओं से इसके खिलाफ एकजुट होकर आवाज उठाने का आह्वान किया गया। इस कार्यक्रम में डा. डमरूधर पटनायक, कामाख्या प्रसाद राणा आदि लोगों ने अपने विचार रखे। गोष्ठि में बिसरा, लहुणीपड़ा, कोइड़ा, लाठीकटा, राउरकेला समेत अन्य क्षेत्रों से लोग शामिल हुए।

A day after seven accused in the Malegaon blasts were released on bail, the RSS on Thursday demanded similar relief to other right wing accused who have been lodged in jail.

“The NIA should apply the same yardstick to other accused in the Malegaon and Ajmer blasts’ cases,” RSS leader Ram Madhav said.

He contended that in March this year, the NIA had opposed the bail plea of these seven accused. “What has changed on the ground that they have not opposed the bail pleas now. We think that this has been done due to political considerations,” he said.

The seven accused in the Malegaon blasts were released on bail yesterday, five years after their arrest in the case, the probe into which took a new turn after names of right-wing groups figured in other blasts.

Madhav said the accused Hindu youths should also be released immediately as they were behind bars with “unproven charges” in terror cases.

“The logic of the agency which investigated the 2006 case should be applied to 2007 and 2008 terror cases in which some Hindu youths were arrested with no proven charges and no evidence,” he said.

He went on to add that the charges against the seven accused Muslims were very much there as they have not been acquitted.

Madhav accused the National Minorities Commission of “strongly lobbying” with the NIA for not opposing their bail pleas.

कटक(visakeo) जागरण संवाददाता : कंधमाल में 2007 में भड़कने वाले दंगे के मामले की सुनवाई करने वाली जस्टिस पाणीग्राही कमीशन की सुनवाई गुरुवार को खत्म हो गई। चार दिन की सुनवाई के आखिरी दिन कंधमाल विधायक मनोज प्रधान को हाजिर होना था, मगर किसी कारणवश वह हाजिर नहीं हो सके। कमीशन की तरफ से विधायक प्रधान समेत तत्कालीन गजपति एसपी व अब के पुरी एसपी अमितेंद्र नाथ सिन्हा, ब्राह्मणी गांव कॉलेज के अध्यक्ष डी.बलियार सिंह, ब्राह्मणी गांव प्राथमिक स्वास्थ्य केंद्र के मेडिकल अफसर डॉ. बीके पंडा को कमीशन की तरफ से समन जारी किया गया था। इन चार गवाहों में से केवल पुरी एसपी अमितेंद्र नाथ सिन्हा ही हाजिर हुए। श्रीमंदिर में कार्तिक व्रत के चलते वह व्यस्त है, ऐसे में हलफनामा नहीं दाखिल कर पा रहे है। यह बात श्री सिन्हा कमीशन को अवगत कराने के साथ-साथ हलफनामा दाखिल करने के लिए मोहलत मांगी। श्री सिन्हा के पिटीशन को स्वीकार करते हुए जवाब दाखिल करने के लिए तीन सप्ताह का अदालत ने मोहलत दिया है।
उसी तरह विधायक मनोज प्रधान हाजिर नहीं हो पाए थे। वह अपने वकील के जरिए मोहलत की प्रार्थना कर एक पिटीशन दायर किए थे, जिसे कमीशन ने मंजूर कर लिया। अन्य दो गवाह भी किसी कारणवश हाजिर नहीं हो सके। पिछले चार दिन की सुनवाई में पूर्व सांसद सुग्रीव सिंह, पूर्व सांसद राधाकांत नायक, पूर्व प्रशासनिक अधिकारी आइजाक बेहेरा, तत्कालीन आरडीसी सत्यव्रत साहू, डीआइजी आरपी कोचे प्रमुख कमीशन के समक्ष हाजिर होकर गवाही देने के साथ-साथ जिरह का सामना किया था।
विदित हो कि वर्ष 2007 में अनुसूचित जाति व जनजाति के मध्य दंगा भड़का था। इस संबंध में न्यायिक जांच के लिए राज्य सरकार जनवरी 2008 में जस्टिस वासुदेव पाणीग्राही को जांच कमीशन के तौर पर नियुक्त किया था। इस चार दिवसीय सुनवाई में सरकार की तरफ से वकील जगदीश चंद्र दास एवं क्रिश्चियन सोसाइटी की तरफ से वकील प्रसन्न नंद मामला परिचालन कर रहे थे।

86 cattle freed en route to Kolkata, 3 die on spot

Nilgiri(visakeo)In the early hours of Thursday morning as many as 86 cattle were freed from a truck by the Biswa Go Surakshya Bahini near Sergarh under Khantapara Police Station. Irate locals picketed the road in protest against Government inaction on the issue of illegal cattle smuggling, resulting in disruption of traffic on NH-5. The cattle were allegedly being trafficked to Kolkata.

As three of the freed cattle died on the spot with another dying in the transporting vehicle itself, the agitators blocked the National Highway, protesting cattle trafficking and police inaction in curbing the menace.

The road traffic was paralysed for nearly one-and-half hour. The picketing was called off following intervention of the Sub- Divisional Police Officer and the Sub-Collector.

Nilgiri MLA Pratap Sarangi, president of the Surakshya Bahini Suresh Panda and Bhupesh Nayak of Bajrang Dal (Bhubaneswar) rued that despite strict laws prohibiting cattle trafficking, the business in Odisha continued unabated. Hundreds of cattle were being trafficked to the neighbouring States and the speechless animals are being ferried in utterly pitiable condition, they said.

They further alleged that although they had handed over four persons from the intercepted vehicle to the police, the latter intentionally let three of them free.

"There are certain guidelines to be followed during ferrying of cattle for certain purposes like farming and rearing, which include adequate space, fodder and drinking water etc. Yet the traffickers continue to transport them to the slaughter houses in connivance of the police," alleged Sarangi.

The cattle removed from the truck were temporarily sheltered beside the NH. The police were making arrangements to send them to private Goshalas till some court order.

"We have registered a case and will forward the arrested person to the court. The cattle will be kept under some private arrangements till court order comes," said Sadar SDPO KC Parida.

शनिवार को मुख्यालय के राजकीय इंटर कालेज के छात्रों ने कौमी एकता रैली निकाली। जिसे प्रधानाचार्य जगदेव वर्मा ने हरी झंडी दिखा रवाना किया। विद्यालय से निकली रैली राठचुंगी, सुभाष चौकी, ऊदल चौक, मुख्य बाजार होते हुये निकली। छात्र कौमी एकता का संदेश दे रहे थे। रैली के बाद विद्यालय के अध्यापक बृजपाल कुटार ने कहा कि कोई मजहब आपस में लड़ने की शिक्षा नहीं देता। हम निजी स्वार्थ के लिये आपस में लड़ाई झगड़ा कर रहे है। कहा कि सभी इंसान एक ही परमेश्वर की संताने है। इस मौके पर सुम्मेर प्रसाद पटेल, रामसनेही राजपूत, घनश्याम गुप्ता आदि मौजूद रहे। उधर साई इंटर कालेज में आयोजित कौमी एकता गोष्ठी में प्रधानाचार्य एमके अवस्थी ने छात्रों को आपस में भाईचारा कायम रखने की शिक्षा दी। कहा कि महोबा का इतिहास आपसी भाईचारे के लिये प्रसिद्ध है। आल्हा ऊदल के गुरु ताला सैयद ने भाईचारे की ऐसी मिसाल पेश की जो आज भी कायम है। कहा कि हमें इस परंपरा को कायम रखना है। इस मौके पर संजय परमार, श्रीराम चंद, जानकी नंदन सहित भारी संख्या में अध्यापक मौजूद रहे।

कटक (visakeo): वर्ष 2007 में कंदमाल में भड़कने वाली सांप्रदायिक दंगा की जांच करने वाली जस्टिस पाणीग्राही कमीशन ने सोमवार से सुनवाई शुरू की है। हाईकोर्ट के पूर्व न्यायाधीश जस्टिस बासुदेव पाणीग्राही की अध्यक्षता में गठित कमीशन के समक्ष कटक में कंदमाल के पूर्व सांसद सुग्रीव सिंह हाजिर हुए। इस 40वीं सुनवाई में हाजिर होकर अपनी गवाही दी। कंदमाल में भड़कने वाले दंगे में किसी भी तरह के विवाद में उनके शामिल न होने की बात का खुलासा किया। इस गवाही के दौरान वह अपना संपूर्ण पक्ष जस्टिस पाणीग्राही कमीशन के समक्ष रखा।
मंगलवार को कटक के पूर्व जिलाधीश आईजाक बेहेरा गवाही दी। कमीशन की सुनवाई आगामी 17 तारीख तक चलेगी। विदित हो कि वर्ष 2007 को कंदमाल में दंगा भड़कने के बाद राज्य सरकार वर्ष 2008 में जस्टिस पाणीग्राही कमीशन का गठन कर जांच के निर्देश दिए थे। कमीशन की जांच अधूरे रहने से राज्य सरकार 31 अगस्त 2010 में कार्यकाल खत्म होने के बाद कार्यकाल और छह महीना बढ़ाया दिया था। फरवरी में कमीशन का कार्यकाल खत्म होगा। इस दौरान कमीशन दंगा मामले में 400 से अधिक लोगों की गवाही व जिरह खत्म कर चुकी है।

बालेश्वर(visakeo) जागरण संवाददाता : बंगाल की खाड़ी में करीब 10 घंटे के कड़ी मेहनत और गोलीबारी के बाद आखिरकार कोस्टगार्ड वालों ने वायुमार्ग की सहायता से स्पीड बोट व हेलीकाप्टर के सहारे आखिरकार भारतीय सीमा में गैरकानूनी तरीके से प्रवेश करने वाले 16 मछुआरों को हल्दिया नामक स्थान से पकड़ने में कामयाब हुए। इन मछुआरों को उनकी जहाज समेत समुद्र के रास्ते आज पारादीप लाया गया। सूत्रों की माने तो इनमें से कई बांग्लादेशी अपने आप को गेरुआ रंग के कपड़े में लपेटे हुए थे तथा करीब 10 घंटे तक पानी में गोलीबारी करते हुए भागने के बाद इन्हें ओड़िशा के बालाशोर के बहाबलपुर नामक स्थान से लेकर कोस्टगार्ड वाले खदेड़ते हुए पश्चिम बंगाल के हल्दिया नामक स्थान से पकड़ने में कामयाब हो गए। सूत्रों की मानें तो पकड़े जाने के पहले ही ये बंग्लादेशी उनकी जहाज पर लादे गए कई भारी भरकम सामानों को समुद्र के भीतर फेंकने की सूचना मिली है। इन सभी पकड़े गए 16 बांग्लादेशियों को कोस्टगार्ड वालों ने आज दोपहर बाद पारादीप पहुंचे। यहां सवाल उठता है कि किन इरादों से ये बांग्लादेशी पानी के रास्ते बालाशोर के बहाबलपुर नामक स्थान पर पहुंचे थे। कहीं पानी के रास्ते इन लोगों की बालेश्वर के चांदीपुर नामक स्थान पर प्रवेश करने की योजना तो नहीं थी। यहां उल्लेखनीय है कि चांदीपुर देश का वह अहम क्षेत्र माना जाता है, जहां से भारी भरकम प्रक्षेपास्त्रों समेत नए किस्म के टैंक व स्वचलित हथियारों का परीक्षण स्थल के साथ रक्षा अनुसंधान व विकास संगठन यानी डीआरडीओ, अंतरिम परीक्षण परिषद आइटीआर, प्रमाण तथा प्रायोगिक स्थापना के अत्यन्त प्रभावशाली कार्यालय बालेश्वर जिले के चांदीपुर में मौजूद है। इन बांग्लादेशियों से कड़ी जांच के बाद ही पता चल सकेगा कि क्या थे इनके मंसूबे और इरादे।

भुवनेश्वर,visakeo, उमरकोट उप चुनाव को लेकर आज नामांकन दाखिल करने के अंतिम दिन भाजपा उम्मीदवार धरमु ने अपना नामांकन-पत्र दाखिल किया है। अतिरिक्त जिलाधीश नरेन्द्र प्रधान के कार्यालय में अपने हजारों समर्थकों के साथ धरमु पहुंचे और नामांकन दाखिल किया। प्रदेश भाजपा अध्यक्ष जुएल ओराम, उपाध्यक्ष अशोक साहु जैसे राज्यस्तरीय नेताओं के अलावा बड़ी संख्या में स्थानीय भाजपा नेता इस मौके पर उपस्थित थे। शुक्रवार को कांग्रेस उम्मीदवार जतींद्र एवं बीजद उम्मीदवार सुभाष ने अपना-अपना नामांकनपत्र दाखिल किया था। राज्य के राजस्वमंत्री सूर्यनारायण पात्र की अगुवाई में सुभाष अपने सैकड़ों समर्थकों के साथ पहुंचे। इसमें सूचना प्रयुक्ति मंत्री रमेश माझी कोरापुट सांसद जयराम पांगी विधायक अरुण साहु, रवि नन्द सहित इलाके के सभी विधायक इस शोभायात्रा में शामिल थे। बीजद उम्मीदवार ने इस उप चुनाव में अपनी जीत की उम्मीद जताई है। उधर कांग्रेस ने भी नामांकन दाखिल के समय अपने अनेक नेताओं को उतार कर दमखम दिखाया है। राज्य के तीनों प्रमुख राजनैतिक दलों ने इस उप चुनाव में एक ही समाज के कई उम्मीदवारों को मैदान में उतारा है। इससे वोट बंटवारे के चलते पिछड़े वर्ग के मतदाता एवं बंगाली मतदाताओं के वोट निर्णायक साबित होंगे।

कटक (visakeo) भाजपा नेता असीत कुमार बोस (60) की शुक्रवार अपराह्न को एक सड़क हादसे में मौत हो गई है। बोस राज्य भाजपा का उपाध्यक्ष के तौर पर कमान संभाले हुए थे। उनकी मौत से राज्य भाजपा को सख्त झटका लगी है।
शुक्रवार अपराह्न को भाजपानेता असित कुमार बोस भाजपा के राज्य मुख्य कार्यालय भुवनेश्वर से कार्य खत्म कर लौटे थे। करीब पांच बजे वह हादसे का शिकार हुए। बोस अपने हीरोहोंडा प्लेजर ओआर-05एके-6351द्वारा चौधरी बाजार से लौट रहे थे कि एक ट्रक टीएन-57क्यू-9797 उन्हें पीछे से धक्का देकर कुचला डाला। ट्रक का चक्का उनके सिर के ऊपर से गुजर जाने पर घटनास्थल पर उनकी मौत हो गई। हादसे के बाद ट्रक ड्राइवर गाड़ी छोड़कर घटनास्थल से फरार हो गया। पुलिस ने दोनों गाड़ी को जब्त कर लिया है। बोस की लाश को कटक बड़ा मेडिकल ले जाया गया। बचपन से बोस की लाश को कटक बड़ा मेडिकल ले जाया गया। बचपन से बोस राष्ट्रीय स्वयं सेवक संघ से जुड़े हुए थे। वह कटक में रहकर भाजपा की राजनीति में सक्रिय थे। उनकी मौत से भाजपा के कार्यकर्ता एवं नेताओं में मातम का माहौल छाया है। राज्य के वरिष्ठ नेता व पूर्व मंत्री विश्वभूषण हरिचंदन, संचिता महांति, अवादी साहु, नयन किशोर महांति, देवीराय, लिंगराज महांति, जयदेव पृष्टि राज्य भाजपा अध्यक्ष जुएल ओराम ने अंतिम दर्शन कर श्रद्धांजलि दी है। रविवार को उनका अंतिम संस्कार कटक में होने की सूचना मिली है।

भुवनेश्वर,visakeo, राज्य के विभिन्न पर्यटन क्षेत्र देखने के लिए हर साल देश, विदेश से आने वाले पर्यटकों की संख्या बढ़ रही है जबकि विभिन्न स्थानों पर उन पर हो रहा असामाजिक व्यक्तियों के आक्रमण राज्य सरकार के लिए सिर दर्द का कारण बनी हुई है। पुरी के समुद्र तट पर पर्यटकों की सुरक्षा के लिए 5 वाट टावर एवं 3 पुलिस सहायता केंद्र है जबकि पर्यटकों को असामाजिक लोगों के आक्रमण से सुरक्षा देना संभव नहीं हो पा रहा है। इसके चलते पर्यटकों पर आक्रमण लगातार बढ़ रहा है। उसी तरह समुद्र में नहाते समय पर्यटकों को मछुआरों की सहायता लेने के लिए जागरूकता फैलाने के लिए विभिन्न भाषा में समुद्र तट पर सूचना दिया जाने आवश्यकता है।
पिछले 5 साल के अंदर 72 पर्यटकों की मौत समुद्र में नहाते समय डूबने के कारण होने की बात पता चली है। अधिकांश समय यह देखा जा रहा है कि विदेशी पर्यटक खासकर महिला पर्यटक सरकारी पांथनिवास और कुछ होटलों में सुरक्षित नहीं हैं। अधिकतर पर्यटन स्थल में जाने वाले रास्तों के रखरखाव के कमी के चलते वह रास्ता पर्यटकों के लिए समस्या बनी हुई है। पर्यटन के विकास के लिए राज्य में कई पर्यटन क्षेत्र है जबकि उन सभी क्षेत्र की आवश्यक विकास नहीं किया जा सकेगा।
गौरतलब है कि राज्य में कुल 320 पर्यटन स्थल हैं। इसमें से पुरी, कोणार्क, चिलका, भुवनेश्वर के खंडगिरी, उदयगिरी, धउली, बौद्धपीठ, जाजपुर जिला के रत्‍‌नगिरी, सिमिलिपाल, चांदीपुर, गोपालपुर आदि कई क्षेत्र देखने के लिए पर्यटकों का आग्रह अधिक रहता है। हर साल जनवरी से मार्च एवं अक्टूबर से दिसंबर दोनों समय पर्यटकों की भीड़ राज्य में देखी जाती है। विदेशी पर्यटकों में ब्रिटेन एवं देशीय पर्यटकों में पश्चिम बंगाल से अधिक संख्या में पर्यटक ओड़िशा आते हैं। वर्ष 2008 तक ओड़िशा में 43966 विदेशी पर्यटकों समेत कुल 6402411 पर्यटक आए थे, जबकि वर्ष 2009 में 45684 विदेशी समेत कुल 6937194 एवं वर्ष 2010 में 50432 विदेशियों समेत कुल 7642047 पर्यटक ओड़िशा आए हैं। पर्यटकों की संख्या को देखते हुए मुख्य पर्यटन स्थलों में होटलों की संख्या और शैय्या की संख्या नहीं बढ़ी है। कोणार्क जैसे पर्यटनस्थलों में स्थित पांथनिवास आवश्यक रखरखाव की कमी के चलते विदेशी पर्यटकों को आकर्षित नहीं कर रहा है।

कानून मंत्री विक्रम केशरी आरुख दो तत्तकालिन नगर विकाश मंत्री के इच्छाधीन कोटा से दो घर लेने के मुद्दे को लेकर राजनैतिक माहौल में चर्चा जोर पकड़ लिया है। पत्‍‌नी के नाम से एक घर बीडीए से लेने के बाद अपने नाम अन्य एक घर लिये हैं। दोनों घर वे मंत्री के इच्छाधीन कोटा से लिये हैं। इसके अलावा विनोद प्रधान और कुमुद प्रधान नामक उनके संबन्धी के नाम से भी मंत्री के इच्छाधीन कोटा से ओर दो घर लेने की बात भाजपा राज्य उपाध्यक्ष अशोक साहु ने कहा है। कानून मंत्री गैर-कानूनी कार्य में संलिप्त होने के चलते भाजपा की ओर से उनके इस्तीफा मांग की गयी है। दूसरी ओर नियम का उल्लंघन करते हुए कानून मंत्री एक से अधिक घर लेने की बात मुख्यमंत्री के जानकारी के होने के बावजूद इस पर कोई कदम न उठाने का आरोप विरोधी कांग्रेस ने लगाया है। मुख्यमंत्री के जानकारी में इस तरह के गैर-कानूनी कार्य के लिए कोई कार्रवाई न किये जाने की बात पीसीसी अध्यक्ष निरंजन पटनायक ने कहा है। कानून मंत्री श्री आरुख किसी तरह की गैर-कानूनी काम न करने की बात कहे हैं। उन्होंने पत्रकारों से कहा है कि वे दूसरा घर वापस कर देंगे। उधर भाजपा के श्री साहु ने कहा कि कानून मंत्री एक घर वापस कर देने की जो घोषणा कर रहे हैं, उससे उनका दोष कम नहीं हो जाएगा। इसके लिए उन्हें इस्तीफा देना होगा।

कटक नगर युवा मोर्चा अध्यक्ष लिंगराज हाति की अगुवाई में कटक नगर भाजपा अध्यक्ष नयन रंजन प्रसाद, भाजपा राज्य उपाध्यक्ष असित कुमार बोस, युवा मोर्चा के नेता विश्व रंजन मिश्र, कटक नगर युवा मोर्चा महा सचिव विश्वनाथ ज्योतस्की, गोपाल बेहेरा, संजीव राणा, एन. फगुआ, अमूल्य साहु, सुजीत पटनायक प्रमुख गोपबंधु परिसर में मौजूद गोपबंधु की प्रतिमूर्ति पर फूलमाला चढ़ाया।
मौके पर एक सभा का आयोजन किया गया। युवा मोर्चा के अध्यक्ष हाती की अध्यक्षता में भाजपा नेताओं ने ओड़िशा की इस महान हस्ती के बारे में कहा कि वर्ष 1877 में इसी दिन यानि 9 अक्टूबर को पुरी जिले के सुआंडो गांव में वे पैदा हुए थे। लेकिन सेवा एवं त्याग व आदर्शो को जिंदगी भर अपना कर वे समाज के बीच खास जगह बनाए थे।

स्विस बैंक से राजीव गांधी का पैसा मंगवाने के लिए

नई दिल्ली ।। सुप्रीम कोर्ट में सोमवार को एक याचिका दायर कर केंद्र सरकार को यह निर्देश देने की मांग की गई कि स्विस बैंक अकाउंट में कथित तौर पर जमा राजीव गांधी के 25 लाख फ्रैंक (करीब 13.81 करोड़ रुपये) वापस लाए जाएं।

याचिका में एक पत्रिका में छपी 20 साल पुरानी रिपोर्ट के हवाले से कहा गया है कि स्विस बैंक में राजीव गांधी के 25 लाख फ्रैंक जमा हैं। पत्रिका जानी-मानी नहीं है।

ऐडवोकेट एम.एल. शर्मा ने अपनी याचिका के साथ एक स्विस पत्रिका में 1991 में छपी रिपोर्ट की स्कैन की हुई कॉपी लगाई है। इस रिपोर्ट में दुनिया भर के विभिन्न नेताओं के नाम से कथित तौर पर जमा राशियों का विवरण है। इसमें राजीव गांधी का भी नाम है।

याचिका में शर्मा ने कहा है कि उन्हें 1991 में छपी इस रिपोर्ट की स्कैन कॉपी मिली है और इतनी लंबी अवधि बताती है कि इस बीच सरकार ने यह पैसा वापस लाने के लिए कुछ नहीं किया।

UPA has failed on global front, says Bhagwat

NAGPUR: Rashtriya Swayamsevak Sangh (RSS) chief Mohan Bhagwat is continuing his tirade against the UPA government for what he terms its 'failure to effectively counter China'. "Our image in the international arena is that of a meek nation," he said while delivering a talk organized by Bharatiya Vichar Manch.

Bhagwat said China had better relations with all of India's neighbours - Bangladesh, Sri Lanka,Nepal and Myanmar, adding that Pakistan now had a road link with China. "We are not even able to handle Bangladesh properly. In 1971, when India liberated Bangladesh it did not claim the land denied to it by Pakistan after partition. A chief minister of Assam had said that the land belonged to Bangladesh right from the beginning. The Indian government led by UPA has also turned a blind eye to illegal influx of Bangladeshis."

The RSS chief feels that India lacks national vision. "The communist government in China had a vision for next 50 years when they came to power in 1949. Israel and Japan's vision has made them powerful nations. Even Bangladesh had one. It realized that it had more people and less land, and so it had to capture Assam," he claimed.

He appealed to common citizens to stop buying Chinese products as far as possible. "We can at least stop buying small things like firecrackers and lamps. China wants to finish off Indian manufacturing as it perceives us as its biggest competitor in Asia. We also must instill civic sense among ourselves to become a strong nation," he said.

Bhagwat also said that the communal violence bill was meant to create discord among Indians. "That is why all chief ministers, irrespective of their political affiliations, are opposing it. They can see that it is disastrous. The National Advisory Council (NAC) has people against whom Supreme Court has passed strictures. Some have links with Pakistan. Though, of course, some members are good," he said.

Bhagwat appealed to critics of the RSS to try and understand its ideology before criticizing it.

"Come and stay with us and understand our principles. Then you can criticize us if you don't like our working. But it should be constructive. We are open to such kind of criticism. Those who form their opinion on hearsay are fools."

PRITAM SENGUPTA writes from New Delhi: After the advertising blitzkrieg to mark Rajiv Gandhi's birth and death anniversaries, and the death anniversary of his grandfather Jawaharlal Nehru earlier this year, Union ministries and Congress-led State governments and departments have once again splurged heavily to mark Indira Gandhi's death anniversary today.

In the 12 newspapers surveyed, there are 64 advertisements of various sizes, amounting to approximately 31½ published pages to mark the assassination of the former prime minister on this day, 27 years ago.

In contrast, Vallabhbhai Patel, the late Union home minister, whose birth anniverary too falls on October 31, gets 9 advertisements in the same 12 newspapers, amounting to 3 published pages. While there are multiple advertisements for Indira Gandhi, no paper has more than one ad for Patel.

Among the 13 advertisers wishing the dear departed leader happy birthday this year are the ministries of information and broadcasting, commer and industry, steel, women and child development, health and family welfare, human resources development, development of north east region, and social justice and empowerment.

The state governments advertising their love are those of Rajasthan, Delhi and Andhra Pradesh. Besides, most newspapers carry an advertisement inserted by the Congress party.

All told, so far, this year, tax payers money have been spent in buying 265 advertisements amounting to 132 published pages in the 12 newspapers.

Last year, on the 19th death anniversary of Rajiv Gandhi, the historian Ramachandra Guha wrote in an edit-page article in The Telegraph, Calcutta:

“A back-of-the-envelope calculation suggests that on May 21, 2010, perhaps Rs 60 or 70 crore were spent by the taxpayer — without his and her consent — on praising Rajiv Gandhi. Since the practice has been in place since 2005, the aggregate expenditure to date on this account is probably in excess of Rs 300 crore.”

State Tribal Sports Meet - 2011 at Cuttack.

. Vanvasi Kalyan Ashram, is an All India registered organization engaged for all round development of Tribals of the country, through its various service projects. Like Hostel, Night School, Balbadi, Health Centers, Ambulance Service, Village Health Workers, Shradha Jagaran, SHGs, Agricultural Development Centers , Tailoring Training etc. It is also working in Odisha since last 35 years.
We are also running Ekalavya Khelkud Kendras in the remote Tribal villages to train the Tribal youth on different games and sports. We organize sports competition from Block level to state level and select efficient sports persons to participate in National level tribal sports meet since last 25 years. Several sports persons has been selected by Sports Authority of India (SAI) and they have participated in national and international competations like Limba Ram. More than 200 Tribal youths have got requirtements in different Government jobs by their sports certificates.
Now sports competitions are going on in district level and the state level competition will be held on 26th to 29th November 2011 at Cuttack. Nearly 1000 participants both Boys & Girls from 21 districts will participate in 40 events. The selected Boys & Girls from each events (Nearly 100) will be sent to participate in National Tribal Sports competition to be held at Pune from 27th December, 2011 to 2nd January 2012.
It is an opportunity for all of us to participate and co-operate in this programme of Tribal upliftment.
